Report of the Data Evaluation meeting for the Benchmark Workshop on Sea Bass (DEWKBASS) 10–12 January 2017 Copenhagen, Denmark ArchiMer

WKBASS is a three-part benchmark workshop aimed at improving the scientific advice on sea bass (Dicentrarchus labrax) stocks in the Bay of Biscay (BSS-8.ab: ICES areas 8.a,b) and in the North Sea, Channel, Celtic Sea and Irish Sea (BSS-47: ICES areas 4.b,c and 7.a, d–h). This report is of the first workshop which focused on the compilation and evaluation of data available for use by the assessment workshop. The workshop, at ICES HQ, was attended physically and remotely by six scientists from France and the UK, and by the ICES secretariat. The data compilation and evaluation was done in Jan-uary 2017, followed by assessment workshops in February 2017 and February 2018. The ICES herring assessment working group (HAWG) met for eight days in March 2013 to assess the state of six herring stocks and four sprat stocks/populations. The working group conducted update assessments for five of the herring stocks. No analytical assessments were carried out for herring in VIaS although available survey and/or fishery data were examined. An assessment was performed for North Sea sprat and explorative assessments were carried out for English Channel sprat and IIIa sprat. The North Sea autumn spawning herring SSB in 2012 was estimated at 2.35 m tonnes while mean F2-6 in 2012 was estimated at approximately 0.17, which is below the management agreement target F, while mean F0-1 is 0.03, below the agreed ceiling. Inter-Benchmark Workshop on NEW species (IBPNEW) met in Copenhagen (Den-mark) from 1–5 October 2012 to perform a benchmark assessment on the stocks of turbot and sea bass. All the terms of reference were addressed. In hindsight, the five days that were available for this workshop were too short. Although most work re-garding the ToRs was finished before the end of the workshop, large parts of the report still needed to be finished at the end of the meeting, and this caused consider-able delay in the delivery of the final report. For turbot in the North Sea ecoregion, the group recommends that turbot from the Skagerrak/Kattegat is not included in the Greater North Sea stock, but treated sepa-rately or combined with the Baltic stock. The ICES Inter-benchmark protocol for sea bass in ICES subareas 8.a and b (IBPBass) was held by correspondence between July and 15 September 2018. The meeting was chaired by Höskuldur Björnsson, Iceland, reviewed by Niels Hintzen, Netherlands, and attended by three participants from two nations (France and UK). The ICES Inter-benchmark was conducted to set the reference points, if possible, for this recently benchmarked stock (WKBass; ICES, 2018). The report summarizes the national contributions in 2017–2018 and planning for 2018–2019 for the surveys coordinated by the International Bottom Trawl Survey Working Group (IBTSWG). In the North Sea, the surveys are performed in quarters 1 and 3 while in the Northeast Atlantic the surveys are conducted in quarters 1, 3, and 4 with a suite of 14 national surveys covering shelf areas from north off Scotland to the Gulf of Cádiz.
