The Ten-Year Rule: Allocation of Emission Allowances in the EU Emission Trading System AgEcon
Ahman, Markus; Burtraw, Dallas; Kruger, Joseph; Zetterberg, Lars.
In its guidance on National Allocation Plans (NAPs), the European Commission has discouraged Member States from adopting allocation methodologies that would provide incentives to firms affecting their compliance behavior. The purpose is to promote economic efficiency and to prevent strategic behavior that deviates from individual and collective cost-minimization. For example, some methodologies would reward one type of compliance investment over another. To discourage such actions, the EU Emission Trading System guidelines prohibit ex post redistribution of emission allowances within an allocation period based on behavior in that period. Similarly, the Commission has indicated that decisions about the initial distribution of allowances in the second phase...

MEASURING THE ECONOMIC EFFECT OF GLOBAL WARMING ON VITICULTURE USING AUCTION, RETAIL AND WHOLESALE PRICES AgEcon
Ashenfelter, Orley; Storchmann, Karl.
In this paper we measure the effect of year to year changes in the weather on wine prices and winery revenue in the Mosel Valley in Germany in order to determine the effect that climate change is likely to have on the income of wine growers. A novel aspect of our analysis is that we compare the estimates based on auction, retail, and wholesale prices. Although auction prices are based on actual transactions, they provide a thick market only for high quality, expensive wines and may overestimate climate’s effect on farmer revenues. Wholesale prices, on the other hand, do provide broad coverage of all wines sold and probably come closest to representing the revenues of farmers. Overall, we estimate a 1°C increase in temperature would yield an increase in...

Recent changes in the Dutch Heteroptera fauna (Insecta: Hemiptera) Naturalis
Aukema, B..
Recent changes in the Dutch Heteroptera fauna (Insecta: Hemiptera) At present 610 species of Heteroptera are recorded from the Netherlands. The database of the Dutch bureau of the European Invertebrate Survey currently includes about 130 000 Dutch records (combinations of locality and species). The records, however, are strongly biased towards aquatic and semiaquatic species (72 761 records of 64 species = 1137 records/species) in comparison with terrestrial species (55 375 records of 545 species = 101 records/species). Although since about 1850 there have always been Dutch heteropterists, collecting efforts show large differences in time and place and it is for instance easy to locate both residences and favourite holiday resorts of heteropterists from...

BACK, A. J.; BRUNA, E. D.; VIEIRA, H. J..
O objetivo deste trabalho foi avaliar tendências nas séries climáticas e nos índices agroclimáticos para o cultivo da videira na região dos Vales da Uva Goethe, em Santa Catarina. A região apresenta clima mesotérmico úmido.

Ben Rais Lasram, Frida.
Due to its semi-enclosed shape, to its high species richness and high endemism levels and to its invasiveness, the Mediterranean Sea is one of the most particular and critical ecosystems of the world. The Mediterranean has been intensively studied since the Antiquity, yet foundations underlying fish diversity patterns have been overlooked. In this study, as a first step, we studied fish diversity patterns in the Mediterranean and their determinants. Towards this objective, we built the first comprehensive database on the spatial distributions of the 619 Mediterranean fish species. We then carried out spatial analyses in order to assess the relative contribution of historical and geometric contingencies as well as environmental influences in shaping fish...

Long-term trends in fish recruitment in the north-east Atlantic related to climate change ArchiMer
Brunel, Thomas; Boucher, Jean.
This study investigates the temporal correspondence between the main patterns of recruitment variations among north-east Atlantic exploited fish populations and large-scale climate and temperature indices. It is of primary importance to know what changes in fish stock productivity can be expected in response to climate change, to design appropriate management strategies. The dominant patterns of recruitment variation were extracted using a standardized principal component analysis (PCA). The first principal component (PC) was a long-term decline, with a stepwise change occurring in 1987. A majority of Baltic Sea, North Sea, west of Scotland and Irish Sea populations, especially the gadoids, have followed this decreasing trend. On the contrary, some herring...

CO2 Allowance Allocation in the Regional Greenhouse Gas Initiative and the Effect on Electricity Investors AgEcon
Burtraw, Dallas; Kahn, Danny; Palmer, Karen L..
The Regional Greenhouse Gas Initiative (RGGI) is an effort by nine Northeast and Mid-Atlantic states to develop a regional, mandatory, market-based cap-and-trade program to reduce greenhouse gas (GHG) emissions from the electricity sector. The initiative is expected to lead to an increase in the price of electricity in the RGGI region and beyond. The implications of these changes for the value of electricity-generating assets and the market value of the firms that own them depends on the initial allocation of carbon dioxide allowances, the composition of generating assets owned by the firm, and the locations of those assets. Changes in asset values inside the RGGI region may be positive or negative, whereas changes outside of the RGGI region are almost...

Allocation of CO2 Emissions Allowances in the Regional Greenhouse Gas Cap-and-Trade Program AgEcon
Burtraw, Dallas; Palmer, Karen L.; Kahn, Danny.
Cap-and-trade programs for air emissions have become the widely accepted, preferred approach to cost-effective pollution reduction. One of the important design questions in a trading program is how to initially distribute the emissions allowances. Under the Acid Rain program created by Title IV of the Clean Air Act, most emissions allowances were distributed to current emitters on the basis of a historic measure of electricity generation in an approach known as grandfathering. Recent proposals have suggested two alternative approaches: allocation according to a formula that is updated over time according to some performance metric in a recent year (the share of electricity generation or something else) and auctioning allowances to the highest bidders....

Abstract: The increase on the worldwide influx of solar ultraviolet radiation (UV-B) has inflicted a considerable challenge, due to its deleterious effects to live beings and pose a special threat to phyllosphere communities. However, UV-B influence on epiphytic yeasts associated with agricultural crops remains limited. Main aim of the present study was to determine the effect of ultraviolet-B radiation on the epiphytic yeast populations associated with strawberry under field conditions. Thus, strawberries (Fragaria x ananassa Duchesne cv. Oso Grande) were grown under three different treatments: a) environmental UV-B, b) enhanced UV-B and c) decreased UV-B; thereafter, their yeast epiphytic populations were analyzed by T-RFLP prior to yeast isolation,...

Mangrove increases resiliency of the French Guiana shrimp fishery facing global warming ArchiMer
Diop, Bassirou; Blanchard, Fabian; Sanz, Nicolas.
This paper deals with the biological, ecological and economic impact of global warming and mangrove habitat availability on the French Guiana shrimp fishery. A dynamic bio-economic model is built by employing a shrimp stock's growth function depending on Sea Surface Temperature (SST) and on mangrove surface. The model is empirically calibrated for the French Guiana shrimp fishery using time series collected over 1995–2011. First, two Cobb-Douglas functions, which describe shrimp's natural growth and harvest, are estimated. Then, a Maximum Economic Yield (MEY) harvest rule, based on the optimization of the net present value derived from fishing, is computed. Three management strategies are compared (Closure, Status Quo management, and MEY) under three...
