Agricultural research and productivity growth in India AgEcon
Evenson, Robert E.; Pray, Carl E.; Rosegrant, Mark W..
India’s investments in agricultural research, extension, and irrigation have made it one of the largest publicly funded systems in the world. But some policymakers who perceive that the benefits to research may be declining are advocating a cut back on public spending on research. This research report, which examines the effects of research and development on productivity in India, finds that India is still benefiting from these investments. The main sources of agricultural productivity growth in India during 1956–87 were public agricultural research and extension; expansion of irrigated area and rural infrastructure and improvement in human capital were also important contributors. The report also shows that the public benefits from private research can...

AGRICULTURAL RESEARCH AND THE FUTURE OF AMERICAN AGRICULTURE AgEcon
Ruttan, Vernon W..
In this paper I first review the sources that have accounted for growth of agricultural production in the past. I then examine the more recent evidence on the contribution of research to growth in agricultural production. Finally, I present some of my own perspectives on issues related to the support for agricultural research and the focus of agricultural research effort over the next several decades.

AGRICULTURAL RESEARCH AND URBAN POVERTY IN INDIA AgEcon
Fan, Shenggen.
Using a similar analytical approach to a study in China, this paper analyzes the impact of agricultural research on urban poverty reduction in India. State level data from 1970 to 1995 were used in the empirical analysis. It is found that in addition to its large impact on rural poverty reduction, agricultural research investments have also played a major role in the reduction of urban poverty. Agricultural research investments increase agricultural production, and increased production in turn lowers food prices. The urban poor often benefit proportionately more than the non-poor since they spend 50-80% of their income on food. Among all the rural investments considered in this study, agricultural research has the largest impact on urban poverty reduction...

AGRICULTURAL RESEARCH: BENEFITS AND BENEFICIARIES OF ALTERNATIVE FUNDING MECHANISM AgEcon
Huffman, Wallace E.; Just, Richard E..
The United States has developed a very successful R&D system for agriculture. It is a system with shared cost/financing and performance by the federal and state governments and by the private sector. The paper presents an economic analysis of alternative organization, management, incentive, and funding mechanisms for agricultural research under budget constraints, including some emphasis on the kinds of benefits that are generated and the groups that receive them. We conclude that the private sector should be permitted to carry out research that it finds profitable to undertake with minimal competition from the public sector. The public research institutions should focus on general and pretechnology science programs that complement private R&D...

Agricultural Research Impact Assessment: The Case of Maize Technology Adoption in Southern Mali AgEcon
Boughton, Duncan; Frahan, Bruno Henry de.
Adoption of the improved maize package was particularly rapid during the period 1980-86 when an attractive guaranteed price was offered and extension activities were reinforced by a maize project that included the establishment of a seed multiplication program. Following cereal market price liberalization in 1986, maize prices fell and have been subject to considerable variability. Area has continued to expand, but farmers have greatly reduced fertilizer use, switched back to maize-late millet intercropping, and substituted early maturing varieties better suited to their own food security needs. The estimated internal rate of return (IRR) to investment in maize research and extension in southern Mali over the period 1969-90 is 135%. This high rate can be...

AGRICULTURAL RESEARCH IN TANZANIA AgEcon
Chota, Evelyne.
Over the years the Government of Tanzania has recognized the need for modern technology to increase agricultural production. Since the colonial period, agricultural research institutions have been established to cover most of the ecological zones of the country and research had been carried out on major crops by these institutes. However, recently critics have raised the question as to whether this research has been consistent with the needs of the majority of farmers. Closely related to this is the question of how effective the research findings have been communicated to the farmers. These questions have been raised due to the persistently low agricultural productivity and the use of traditional methods of farming, despite all the research that has...

Agricultural science and technology policy for growth and poverty reduction AgEcon
Omamo, Steven Were; Naseem, Anwar.
This paper argues that the largely unrealized potential of agricultural science and technology (S&T) in promoting growth and poverty reduction in developing countries results from deeply rooted incompatibility among policy environments, institutional arrangements, and micro conditions and behavior in agricultural research and development (R&D). Achieving growth and poverty reduction based on greater agricultural productivity therefore means achieving greater compatibility among these three dimensions of agricultural innovation systems. Research is sorely needed to build understanding of (1) the “big picture” influencing agricultural S&T policy design and implementation in developing countries, (2) strategies for sustainable funding and delivery...

Agricultural Sciences in Upland Northern Vietnam: Situating Research in a Dynamic Environment AgEcon
Friedrichsen, Rupert.
This paper aims to provide an introductory overview over the socio-cultural context of Northern Vietnam to agricultural researchers. The paper focuses on the interplay between Vietnam's lowlands and the uplands to specify what makes the Northern uplands a distinct region; as an object of empirical agricultural research and as a context of application of research results. The paper reviews the developments of selected social institutions from pre-colonial times to the current era of "renovation". First, developments in Vietnam's legal and administrative structures are outlined. Second, education and higher education, particularly the agricultural sciences, are discussed. The third and main part elaborates on social, political, and economic specifics of...
