Are fruit and vegetable stamp policies cost effective? Inra

In many countries, consumption of fruits and vegetables (F&V) is below recommended levels. We quantify the economic and health effects of a F&V stamp policy designed for lowincome consumers. The analysis combined two models: an economic model which predictshow F&V consumption is affected by a change in policy and a health model which evaluatesthe impact of a change in F&V consumption in terms of death avoided (DA) and life-yearssaved (LYS). We computed the costs per DA and LYS as the ratios between the taxpayer cost of the policy and the numbers of DA and LYS. Dans le cadre de l'élaboration du Programme national de l'alimentation (PNA), l’INRA a réalisé, à la demande du ministère de l'alimentation, de l'agriculture et de la pêche, une expertise sur les pratiques et comportements alimentaires en France. Ce rapport présente un état des lieux de l’ensemble des connaissances scientifiques disponibles sur les comportements alimentaires en vue d'éclairer les pouvoirs publics dans les actions à mener auprès des consommateurs, en relation avec tous les acteurs de la chaîne alimentaire.
