Analysis of Key Non-Dairy Provisions of the Farm Security and Rural Investment Act of 2002 AgEcon

The contentious 2002 Farm Bill has been described by many as the most politicized farm legislation in recent history. Many lawmakers concluded that the 1996 Farm Bill was based on flawed assumptions and that U.S. farmers needed a more dependable safety net. Hence, their support for the 2002 Farm Bill, which represents a partial return to agricultural policies existing prior to the 1996 Freedom to Farm Bill. Many crop producers will see enhanced short-run returns under the new legislation. In addition, the new Farm Bill will remove incentives for expanded soybean production relative to corn in the U.S. Politically popular conservation payments increase under the new legislation. Changing Patterns of Livestock, Meat, and Dairy Marketing in Post-Communist Kazakhstan AgEcon

This Discussion Paper describes the challenges associated with marketing livestock, meat, milk, and dairy products in Post-Communist Kazakhstan. A major finding is that Food Master, a joint venture between Developed Technologies, Inc. of the US and Ak-Bulak, Ltd. of Kazakhstan, achieved profits and large market shares in the fluid milk business in the Almaty region of Kazakhstan. Food Master's milk procurement practices also changed the structure of the dairy business in Kazakhstan's Almaty region and provided a model for slowing the downward spiral in milk production in Kazakhstan. The study contains lessons for other agribusinesses wishing to form joint ventures in Post-Communist Central Asia.

This Discussion Paper summarizes (a) key elements of the competitive environment facing Ireland's dairy processors, (b) the overall dairy industry structure that has emerged in Ireland, and (c) the strategies of Ireland's dairy processing and exporting firms. The strategies employed by Ireland's dairy processors represent reasonable, orthodox adjustments to changes in the economic environment.

Developments in the Dairy Industries of Mexico, Central America, Argentina, and Brazil -- Implications for the U.S. Dairy Sector AgEcon

The purpose of this Discussion Paper is to evaluate how economic problems and developments in the dairy industries of Mexico, Central America, Argentina, and Brazil will affect the U.S. dairy sector. Mexico, a signatory to the North American Free Trade Agreement, now applies zero tariffs to imports of most U.S. dairy products. Nonfat dry milk (NFDM) is a notable exception; Mexican tariffs on U.S. exports of NFDM will not go to zero until 2008. However, Mexico’s dairy market no longer represents "low hanging fruit" for U.S. dairy exporters. Margins on exports of bulk dairy products to Mexico are razor thin. Doing Business in an Industry With Difficult Economics - Food Master's Experience in Dairy Processing and Marketing in Kazakhstan AgEcon

Food Master, a U.S.-based firm with dairy processing and marketing investments in Kazakstan, has found itself in an industry with difficult economics. Despite having excellent top management and doing many things correctly, this firm lost money in 1999 and was forced to restructure. While positive developments emerged for the firm in 2000 and 2001, the firm's long-run profit prospects remain uncertain. The challenges facing the firm and government agencies attempting to foster investment in Kazakhstan's dairy industry include shortages of quality milk, shortages of farm and agribusiness credit at acceptable terms, limited numbers of qualified mid-level and lower-level managers, and pervasive corruption. How Leading International Dairy Companies Adjusted to Changes in World Markets AgEcon

This Discussion Paper focuses on strategic adjustments made by leading international dairy firms in response to world market developments in the late 1990s and early 2000s. Firms whose strategies were analyzed include Fonterra, Nestle, selected other Western European companies (including the Kerry Group and Parmalat), Kraft Foods, Dairy Farmers of America, and Land O'Lakes. In part, the paper describes dairy industry success stories that have implications for a broader group of dairy companies. It also shows how even successful dairy firms have pursued strategies that expose the companies to significant risks. Strategic alliances entered into by the companies received emphasis in the study.

How Mexico's Dairy Industry Has Evolved Under the NAFTA - Implications for U.S. Dairy Exporters and U.S. Investors in Mexico's Dairy-Food Businesses AgEcon

This Discussion Paper shows that the demand for imported dairy products will continue to be strong in Mexico, especially after the 2001-2002 recession ends. However, Mexico's dairy markets have matured under the NAFTA. As part of the maturity, a larger number of strong domestic firms have emerged and powerful European multi-nationals have increased dairy product sales in Mexico. In addition, the expansion of U.S. exports of fluid milk, yogurt, dried whey, and lactose to Mexico will be slow in near future because U.S. market shares of imports of these products are already large. Thus, Mexico's dairy markets no longer represent "low hanging fruit" (if they ever did) for U.S. dairy exporters and direct investors
