A bio-economic analysis of experimental selective devices in the Norway lobster (Nephrops norvegicus) fishery in the Bay of Biscay ArchiMer

Several fleets with various fishing strategies operate as a mixed fishery in the Bay of Biscay. Among the main fleets, bottom trawlers target Norway lobster (Nephrops norvegicus) and, together with gillnetters, they also catch hake (Merluccius merluccius). Trawling leads to average-size catches that are below the minimum landing size (MLS); such catches are discarded since they cannot be sold. These discards result in negative impacts on stock renewal, as most of them do not survive. This also results in an economic loss for both bottom trawlers and gillnetters since these discards represent a future loss of rent. A bioeconomic analysis of the impact of decommissioning programs: Application to a limited-entry french scallop fishery ArchiMer

The objective of this paper is to assess the benefits and costs of decommissioning policies aimed at reducing fleet capacity through premiums offered by the public authority to fishermen to scrap their vessels. A case study, the limited entry scallop fishery of the Saint Brieuc Bay, France, is used to con- sider the problem of excess capacity and to model the bioeconomic consequences of disinvestment behavior. We use ideas from the evolutionary economics and public choice literatures to explain why trajectories of technological change, especially in fisheries, may not be smooth at all, but rather punctuated. A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay ArchiMer

The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. A microeconomic model of discarding behaviour ArchiMer

This paper proposes a formal analysis of the discarding issue including the sorting labour costs. Empirical evidences from an application to the Nephrops fishery in the Bay of Biscay show that sorting is an important time consuming activity on board and a factor of discarding. However existing literature does not explicitly take into account the sorting activity and mainly focus on quota and catch constraints. Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. Assessing the number of moored fishing aggregating devices through aerial surveys: A case study from Guadeloupe ArchiMer

Moored fish aggregating devices (MFADs) are increasingly being used in small-scale tropical fisheries to access pelagic fish species that are otherwise difficult to harvest in large numbers. Little attention has yet been paid to monitoring MFADs in coastal areas, however. This is most likely due to the small-scale nature of most fisheries that utilize them and the presumed lower impact of those fisheries on fish stocks and their ecosystems. In this paper, we examined the abundance and density of MFADs around Guadeloupe, using aerial line transect surveys. Capacity and scale inefficiency: Application of data envelopment analysis in the case of the french seaweed fleet ArchiMer

Data Envelopment Analysis (DEA) models are applied to the main French seaweed fleet to examine capacity output, capacity utilization, and scale inefficiency. Coastal seaweed vessels target only one output - kelp - with the same gear but with different input level combinations. The fishery is seasonal and subject mainly to input regulations, especially a one trip per day regulation implemented in 1987. The consequence was a decline in total observed output and a fall in capacity output and efficient output. Only the largest vessels and a few small vessels harvesting without this regulatory constraint operate at the optimal scale. The question of a change in regulation, especially a shift to an individual quota system, is raised.

In the French West Indies islands, the transfer of chlordecone (kepone) from treated grounds towards the marine environment has been proved since the beginning of 2000s. In 2008, a maximal residue limit (MRL) was set at 20 µg / kg wet weight in fish and seafood, and therefore intensified the concern about the risks of high human exposure to the pesticide due to the consumption of contaminated marine products. Il propose dans une première partie une synthèse des productions par espèce pour la Guadeloupe, la Martinique, la Guyane, La Réunion et Mayotte, ainsi que l’effort de pêche par flottille/métiers pour ces territoires ultra-marins (rapport OBSDEB 2018, annexe 2) et une synthèse de l’état des stocks qui font l’objet d’une évaluation. La seconde partie du rapport est consacrée à un diagnostic de l’état des connaissances et des priorités d’acquisition de connaissance en vue d’une approche écosystémique de la gestion des pêcheries concernées. Contribution à l’évaluation de l’impact de l’implantation des DCP collectifs sur l’activité de pêche en Guadeloupe ArchiMer
