Since the late 1980s, agriculture in Central and Eastern European Countries (CEECs) has been under considerable adjustment pressure due to changing political, economic and institutional environments. These changes have been linked to the transition process, as well as the ongoing integration into the European Union and the world market. Reduced subsidies, increased environmental and food quality demands, as well as structural changes in the supply, processing and food retailing sector call for major structural adjustments and the improvement of farmers’ managerial abilities. Crop insurance market development in a transition economy: The case of Kazakhstan AgEcon

We analyze the current state and future requirements of an agricultural income stabilization mechanism in a transition country – namely, the crop insurance system in Kazakhstan. Three objectives will be pursued: First, factors influencing the development of the crop insurance market will be identified. Second, insurance’s capabilities to efficiently stabilize income under transition circumstances will be evaluated. Finally, recommendations for developing crop insurance as an effective income stabilization tool will be provided. This discussion paper is our response to numerous questions and the desire of our counterparts from the CIS countries to receive more up-to-date information about insurance in agriculture. Accordingly, we have tried to shed light on the main aspects of insurance as one tool of risk management in agriculture. Thus, our purpose is to give the reader information on principles and potential of insurance, its main problems and possible solutions. Additionally, this paper provides a comparative overview of the presently most widespread insurance schemes.

Kazakhstan’s agricultural sector plays an important role in the country's economy. Not only does it function as an economic output producer, it also serves as a social buffer in times of transition to a market economy. The restructuring process had a strong impact on the economic performance of agricultural enterprises. As the state no longer functions as a back-up financier in times of economic downturn, farmers have to find their own sustainable instruments to manage business risks, which are significant in Kazakhstan due to the acute continental climate and the resulting revenue fluctuations. Recent academic discussion regarding crop insurance in developing and transition countries has focused on weather index insurance. But empirical analyses of such schemes based on farm level data cannot be found in the literature, though this insurance type shows clear advantages compared to multiple-peril crop insurance and revenue insurance. Ex-ante evaluation of weather-based index insurance and area-yield insurance for reducing crop yield risk AgEcon

The study introduces an ex-ante evaluation concept into the analysis of weather-based index insurance effectiveness. We conduct our ex ante analysis by distinguishing between two consecutive periods: the first period is used for determining insurance parameters and optimal number of insurance contracts for an arable farmer; and the subsequent one is considered for the evaluation of the risk reduction due to the insurance contract defined in the first period. The study also employs the common ex-post approach by specifying and evaluating insurance contracts by means of the same period. Measurement and Comparison of Risk Reduction by Means of Farm Yield, Area Yield, and Weather Index Crop Insurance Schemes - The Case of Kazakhstani Wheat Farms AgEcon

We analyse area yield insurance contracts and weather index insurance contracts in terms of risk reduction for wheat farms in Kazakhstan over the period 1980-2002. We combine the common mean-variance approach with a stochastic dominance approach to ensure the consistency of the empirical results with expected utility theory. Results indicate (1) the need for combining both approaches, because for some insurance schemes, the mean-variance results of one-third of the farmers are not necessarily consistent with EU theory. (2) Bootstrapping shows that an expected positive variance reduction is not statistically significant for up to one-third of the farms. Which type of crop insurance for Kazakhstan? -- Empirical Results AgEcon

Risk plays an important role in agricultural decision-making, particularly in those regions that are remarkably exposed to natural hazards and underdeveloped input and output markets. This is especially true for crop production in CIS countries where many farms have to deal with low liquidity and sharp continental climate at the same time. The discussion paper analyses the results of expert interviews, a workshop with key-informants and a farm survey which investigated production conditions, risk attitudes and risk management techniques with respect to the requirements of a functioning crop insurance system in Kazakhstan.
