Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The transition to market based agriculture, however, is far from completion in Southern and Eastern Europe and especially in the CIS countries. International Association of Agricultural...

Analysis of agri-environmental measures in Hungary – a regional perspective AgEcon
Katona-Kovacs, Judit.
The hypothesis behind this paper is that agri-environmental measures (AEMs) in Hungary, and probably in the other EU New Member States, are not merely substitutes for traditional agricultural subsidies, but measures which could support rural development and encourage environmentally sustainable agricultural production. The first part of this paper examines concepts closely related to AEMs, as well as the place of AEMs in regional, rural, and agricultural development policy. The second part shows how agri-environmental measures have gained ground in Hungary. The third part presents the results of an analysis of the Hungarian AEMs’ database. Finally, based on the literature and analysis findings, it is suggested that, for sustainable development, one needs...

Factors of population decline in rural areas and answers given in EU member states’ strategies AgEcon
Karcagi-Kovats, Andrea; Katona-Kovacs, Judit.
One of the most pressing phenomena in recent decades in Europe’s rural areas is population decline. This article summarises how the national sustainable development strategies (NSDS) and the national rural development programmes (NRDP) of the European Union (EU) Member States conceptualise processes of depopulation of rural areas. It gives a systematic overview of the main factors of population decline identified in the strategies and programmes and lists the objectives set and measures proposed by these documents. Although the majority of documents identify the depopulation process and all consider it to be a negative phenomenon, there are no commonly accepted objectives or principles regarding the desired extent of demographic changes in rural areas: the...

Farm Inputs and Agri-Environment Measures as Indicators of Agri-Environment Quality in Hungary AgEcon
Katona-Kovacs, Judit; Takacs, Peter; Szabo, Gabor G..
The paper deals with agri-environmental indicators, examines farm inputs, on the basis of statistical data of the Organisation for Economic Co-operation and Development (OECD) (Szabo, Pomazi 2002) and the Eurostat (2004). The examined indicators are placed in the agricultural DPSIR model. The paper presents how the use of farm inputs changed in Hungary from 1980-2000. Farm inputs are related to the inputs of the EU-15, the study demonstrates that today they are below the EU- 15 average. Area under agri-environmental measures in 2003 - which covered the 4% of agricultural area of Hungary - as a response indicator is also presented and based in the land-use zone system developed by Godollo Agricultural University (Angyan et al., 1998).

Relationship of Agri-Environmental Management and Rural Development in Accordance with the Accession to the European Union AgEcon
Katona-Kovacs, Judit.
The structural, institutional, technical and technological regulation of Hungarian agricultural − as preparation for the new tasks − has not overtaken the participation in the competition of the single market. It is very important to become the organiser of the process. Regarding Hungary's natural and social facilities it is common weal to create a long term strategy for agricultural which has been missing for years. The main objective of the research is to examine rural development and agri-environmental elements inside the agricultural system. Confirm the hypothesis that the application of multifunctional agriculture determined by the Common Agricultural Policy (CAP) − with supportive political background − could be a promotional factor of the Hungarian...

Sustainable Rural Development in Environmentally Protected Areas of Hungary and Austria: The Role of CAP payments AgEcon
Katona-Kovacs, Judit; Dax, Thomas.
Although there are steps in the direction that the application of Common Agricultural Policy (CAP) instruments in different regions has to take account of the territorial dimension, these have to be further improved. This aspect attains particular relevance in ecologically sensitive areas. The aim of the paper is to examine the role of CAP instruments in two National Parks from the aspect of sustainable rural development. The two selected National Parks are both very famous protected areas in Hungary and Austria, situated in very different landscapes and representing different types of national parks. The territorial distribution of the CAP Pillar 1 and Pillar 2 payments are analysed against the specific local role and the regional and national contexts....
