A Policy Impact Model for Organic Farming in Switzerland Organic Eprints

Although organic farming has expanded significantly in Europe in the last decade, a sectoral policy model is still missing that is able to analyse the impact of policy measures on organic farming. The use of programming models in the form of a sector-consistent farm group model seems to be a promising model approach, whereas applied general equilibrium models are regarded as less promising. An example is given for a policy impact model for organic farming. The bottom-up structure of this type of model makes it possible to analyse the impact of policy measures on farm incomes and volumes of production of organic and conventional farms at farm, regional and sectoral level.

Within the EU funded project ORGAP a toolbox was developed for the evaluation of the European as well as national action plans fror Organics food and farming. Recommendations and a resource manual for policy makers and stakeholders were published, based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. Ethical concerns associated with organic food in Europe Organic Eprints

Values are at the centre of organic farming. The paper examines ethical concerns that are important to consumers, producers and other stakeholders in relation to organic farming practice and how this relates to current standards and the four IFOAM principles of health, ecology, fairness and care. Most concerns can be categorised under four headings but important issues are cross cutting. Currently, standards cover, both directly and indirectly, only a part of ethical values associated with organic food and agriculture but many producers aim to deliver on a broader range.

European Organic Farming Policy and CAP Reform Organic Eprints

The presentation provides a short overview of organic farmign support in the European Union, where government intervention has been very important for the development of the sector. Initiatives of individual governments in the 80s were followed by European Regulations on organic standards and setting the framework for financial support to organic producers under agri-environment support. Initial focus on conversion support resulted in imbalances in supply and market but also provided impetus for market growth. The focus now more on integrated policies (action plans) integrating pull and push measures. The presentation concludes that governments need to be clear about why organic farming is worth supporting.

Data collection, processing and dissemination in Europe still suffers from a lack of standardization, but the situation is getting increasingly better. Joint efforts are now undertaken by the Central Market and Price Report Office ZMP (Germany), the Institute of Rural Sciences IRS (UK) and the Research Institute of Organic Agriculture FiBL (Switzerland) to harmonize their data collection and to enhance data availability.

In 2010, the BLE commissioned an evaluation of the Federal Organic Farming Scheme (BÖL), running since 2001. This paper reports on the approach taken in the evaluation of its research component, selected findings, and recommendations. An impact model of the BÖL scheme was developed to analyse how the various measures could contribute to the scheme’s overall aims and objectives. Data from the BLE research project database were analysed to assess the distribution of resources over time by topic and by research provider. Impact of agricultural liberalisation on the relative importance of price premiums for the profitability of organic farming Organic Eprints

In the literature, impressive evidences can be found with respect to the importance of price premiums for the absolute and relative profitability of organic farms. However, depending on the agricultural support framework, the relative economic importance of price premiums varies considerably. Model results presented in this paper suggest that the relative importance is likely to decline, if producer prices decline substantially and more support payments are transferred directly to farmers as envisaged in the framework of currently discussed liberalisation reforms in Switzerland or the EU.

Impact of the WTO liberalisation on organic farming in Switzerland Organic Eprints

Although a number of policies measures have been implemented since the 1990s with the aim to improve the competitiveness of the farming sector, Swiss farms still produce at much higher costs than their colleagues in neighbouring countries. For this reason, future liberalisation policies such as the WTO Doha Round are a major challenge for agriculture in Switzerland. Against this background, the potential impact of current WTO trade talks has been analysed on land use, livestock husbandry and the financial performance of organic and non-organic farms in Switzerland using the sector-based farm group model CH-FARMIS. Improving farm-level physical and financial data availability at EU level Organic Eprints

This paper summarises the main findings and recommendations of the EISFOM project with respect to organic farm level data. At the EU level, the Farm Structure Survey and EU Reg. 2092/91 provide the most detailed data on production structures (crop areas and livestock numbers), and EU and national FADNs are becoming a useful source of financial data, but good quality data on output and prices of specific crop and livestock products are lacking. Although organic farming has expanded significantly in Germany and Switzerland in the last decade, there is still a lack of a sectoral policy model that is able to analyse the impact of policy measures on organic farming. Equilibrium models and econometric models are considered for various reasons as rather inappropriate, whereas optimisation models in form of a sector-consistent farm group model seem to be a promising model approach. The bottom-up approach of this type of model makes it possible to analyse the impacts of policy measures on farm incomes and volume of production of organic and conventional farms at farm type, regional and sectoral level.
