A systematic review of socio-economic assessments in support of coastal zone management (1992-2011) ArchiMer

Cooperation between the social and natural sciences has become essential in order to encompass all the dimensions of coastal zone management. Socio-economic approaches are increasingly recommended to complement integrated assessment in support of these initiatives. A systematic review of the academic literature was carried out in order to analyze the main types of socio-economic assessments used to inform the coastal zone management process as well as their effectiveness. Ecosystem services assessments are increasingly being used to inform marine policy and planning. These assessments involve significant time, effort, and expertise. It is important at the outset to determine which of many ecosystem services should be quantified and which measures of ecological output, economic impact, or value should be assessed. Furthermore, the literature shows that in practice such assessments are unevenly applied and rarely used effectively in decision-making processes. Assessing the maintenance costs of marine ecosystems in the context of the MSFD: the French experience ArchiMer

This short paper presents the approach which has been implemented in France for estimating the costs of ecosystem degradation in the context of the Marine Strategy Framework Directive (MSFD). Among the possible approaches, forgone benefits assessment or maintenance costs assessment, France decided to use the latter. The paper contains an introduction, a section which explains how to choose an economic approach coherent with the MSFD rationale, a section which exposes the methodology developed for implementing the approach, and a section on the main results.

This paper sets out an historical analysis of the rights-based system applied to the French shellfish-farming sector and a study of the current operating way of this system. It addresses the issue of the distribution of production means within an industry whose two main characteristics are the familial exploitation model and the specific social objectives like jobs creation in some coastal areas. The shellfish farming rights-based system has evolved toward a transferable production-rights system. Externalities, institutions and the location choices of shellfish producers: the case of blue mussel farming in the Mont-Saint-Michel Bay (France) ArchiMer

Most marine aquaculture activities remain strongly dependent on coastal ecosystems. In the case of shellfish farming, this dependency is related mainly to water quality and to the various ecological interactions resulting from the dynamics of coastal food webs. Such ecological constraints have influenced the overall evolution of blue mussel farming in the Mont-Saint-Michel Bay, leading producers to negotiate collective arrangements regarding production capacity and techniques and to develop production strategies at the farm level. The report presents a survey of marine related activities in France and an assessment of their economic weight in terms of value added and employment estimates. A brief outline of the recent past and present economic situation of these activities, and of their position on international markets is given. The survey presents the commercial sector, including marine resource exploitation, manufacturing activities and services, followed by the public sector, including the Navy, state intervention at sea, coastal environment protection and marine sciences. Global integration of European tuna markets ArchiMer

This paper evaluates the degree of integration between the world market and the major European marketplaces of frozen and canned tuna through both vertical and horizontal price relationships. Spatial linkages are investigated horizontally in order to estimate the connection between the European market and the world-wide market on the primary stage of the value chain. One of the key results is the high level of market integration at the ex-vessel stage, and the price leadership of yellowfin tuna over skipjack tuna. In 1997, Robert Costanza and his colleagues published a groundbreaking study [1] that estimated the monetary value of the contribution of the world's ecosystems to human wellbeing. The methods used were cited as preliminary and received considerable criticism [2] and [3]. In two more recent peer-reviewed studies [4] and [5], the authors update the original estimates of ecosystem service value and find: (1) that original per area ecosystem service values were underestimated and (2) using these revised per area values, the total global value of ecosystem services has declined. National policy objectives and local management results: the economic, social and environmental performances of the shellfish farming institutions in the Mont-Saint-Michel Bay ArchiMer

This paper examines the discrepancies between national policy objectives for the development of shellfish farming in France and the results of this policy at the local level. National legislation is claimed to favour a ‘people-oriented’ policy and the sustainable use of marine coastal resources. In practice, stakeholders implement this policy under local institutional arrangements. A case study in the Mont-Saint-Michel Bay compares the economic, social and environmental performances of both mussel and oyster industries. The economic impacts of harmful algal blooms (HABs) on the shellfish farming sector depend on their frequency, duration and intensity. Safeguarding storage and accelerated detoxification are technical solutions that could mitigate the effects of these events. This article first analyzes the economic feasibility of the technological changes that can be adopted by the shellfish farming sector in France. It then examines their associated social impacts.
