Application of transaction costs economics to environmental issues Inra

A theoretical framework combining the two branches of TCE, i.e., the governance branch (Williamson, 2005) and the measurement branch (Barzel, 2005) may explain the choice of the governance structure for private environmental transactions. Four case studies, i.e., the market for pure air in polluted cities, the contractual arrangement between La Esperanza and the Monteverde Conservation League, the case of the French mineral water bottler Vittel and the case of land ownership by land trusts are briefly developed in order to support the theoretical framework. Nous analysons les déterminants de la participation des ménages dans des contrats de long terme avec les producteurs locaux, notamment quelle est la part des motivations environnementales dans les choix alimentaires. Un modèle de choix discret de participation à une AMAP (Association pour le Maintien d’une Agriculture Paysanne) est appliqué à 264 ménages français. Les résultats indiquent que les attributs difficilement mesurables tels que les attributs environnementaux jouent un rôle majeur dans la décision de participer à une AMAP.

Alors que l'économie de l'environnement a abondamment utilisé la contribution séminale de Ronald H. Coase, elle n'a pratiquement jamais mobilisé les travaux de Williamson. Un premier pas dans cette direction consiste à appliquer le cadre analytique du choix des structures de gouvernance au choix des instruments de politique d'environnement. Les transactions environnementales qui diffèrent dans leurs attributs sont alignées avec des catégories d'instruments qui diffèrent également dans leurs caractéristiques de manière à obtenir un résultat qui économise les coûts de transaction. Plusieurs prolongements théoriques et implications en terme de politique économique sont suggérés.

Do you envy others competitively or destructively? : an experimental and survey investigation Inra

Envy is evident when an agent undertakes a costly effort to reduce the gap between his situation and the envied others’ situation. This attempt can take two paths. An agent characterized by competitive or white envy is willing to incur a cost in order to keep up with the Joneses’ situation. An agent characterized by destructive or black envy is willing to incur a cost in order to push the others downwards. Using experiments and survey data, we show (1) that people exhibit competitive and destructive forms of envy and (2) that the dominant form of envy varies across domains. Farmers adoption of integrated crop protection and organic farming: Do moral and social concerns matter Inra

We investigate empirically the role of moral and social concerns in farmers' decision to adopt integrated crop protection (IP) and organic farming (OF). A survey questionnaire has been sent to 1286 fruit-growers and vegetable producers located in the French areas of Alpes de Haute Provence, Hautes-Alpes and Vaucluse. Analysis of individual responses (N = 243) shows that, although economic concerns play a strong role, a significant number of respondents give high importance to moral and social ones. We use survey data to provide some empirical information about considerations regarding moral and social incentives among a sample of French fruit-growers and vegetable producers(N=243). Our results show that, beyond the strong role played by economic incentives, a significant number of respondents give high importance to moral and social incentives. How cognitive biases can affect the performance of eco-labeling schemes Inra

Individuals exhibit systematic cognitive biases which make their behavior 'deviant' when compared to the benchmark of perfectly rational individuals. The person's tendency to make errors in judgment based on cognitive factors, are thought to be based upon heuristics and lead to decisions that are sub-optimal. Ignoring cognitive biases can affect diverse dimensions of eco-labeling policies and lead to flawed prescriptions. We review several cognitive biases that affect eco-labeling related behaviors and show how taking them into account allows a better understanding of eco-labeling schemes and informs policy makers in order to design and implement more effective eco-labeling policies.

Is more information always better? An analysis applied to information-based policies for environmental protection Inra

Environmental policy has intensively focused on information-based instruments that seek to change agents’ behaviour through information provision. This information provision is generally considered as likely to ultimately improve environmental quality. We suggest a new and complementary way to consider information-based instruments. We formalise the insight that information provision differs from information impact by introducing the concept of informational elasticity. We show that, beyond an optimum level, an additional information load, regardless of the information quality, could do more harm than good. Producers market products for which a part of the proceeds go to a charitable cause. Donations to such charitable causes may increase the moral intensity of piracy and consequently reduce the pirates’ willingness to pirate. This rationale is empirically tested through a dual empirical strategy, that is, a market survey and a laboratory experiment. We show that piracy decreases when a donation mechanism is implemented. Nevertheless, for intermediate levels of transfer, piracy increases again. Results are interpreted and managerial implications stressed

The characteristics of chemical firms registering for ISO 14001 or Responsible Care Inra

We use survey data to investigate the determinants of chemical firms’ registration for the ISO 14001 standard or the Responsible Care program. We show that most determinants are different for the two systems analyzed: while firm size, previous experience with similar standards, information disclosure requirements and customers’ location are major determinants of ISO 14001 standard registration, regulatory pressure, past environmental problems, and future risks are the main drivers of Responsible Care registration.
