Analysis of differences between EU regulation 2092/91 related to other stan-dards – Potentials for harmonisation, simplification and regionalisation Organic Eprints
Schmid, O.; Huber, B.; Ziegler, K.; Hansen Jens, G.; Plakolm, G..
An analysis is made of the differences between the EU regulation 2092/91 and se-lected organic standards as well as national governmental rules as part of an EU-funded research project on the revision of this regulation. The results show that many differences have specific justifications, influenced by specific national or regional circumstances or policies. The possible impacts/conflicts of the differences on con-sumer/public perception, trade and on the organic farming principles are explored. Main potentials for harmonisation, simplification and regionalisation of the EU regula-tion for organic food and farming are identified in the following areas: labelling, seeds, fertilising, pest and disease control, wild plants, animal feed, processing,...

Development of a framework for the design of minimum processing strategies which guarantee food quality and safety - Principles, concepts and recommendations for the future Organic Eprints
Kretzschmar, U.; Ploeger, A.; Schmid, O..
Principles of processing of organic and ‘low input’ food have been analysed in the EU funded QLIF project. A literature survey showed that some of the principles are generally accepted (e.g. the use of certified organic ingredients, a certified production chain and minimal use of additives), others are shared broadly (e.g. more careful processing methods, naturalness) and some principles are in discussion mainly in the private sector (e.g. environmental management concepts, social requirements, regional focus). Recent studies showed that consumer associate organic food with the following dimensions/attributes: health, high quality, the use of natural raw materials, welfare orientated animal husbandry as well as environmentally friendly land use and...

Development of criteria und procedures for the evaluation of the European Action Plan of Organic Food and Farming Organic Eprints
Schmid, O.; Lampkin, N.; Jeffreys, I.; Dabbert, St.; Eichert, Ch.; Michelsen, J.; Zanoli, R.; Vairo, D.; Gonzalvez, V..
Within the EU funded project ORGAP a toolbox for the evaluation of the European as well as national action plans for organic food and farming has been developed (www.orgap.org). This toolbox was based on a comparative analysis of national action plans in eight countries (CH, UK, DE, IT, DK, SI, CZ, NL, ES), a meta-evaluation of existing evaluations of national action plans, workshops with national stakeholders and a European Advisory Committee, interviews with experts. Furthermore synergies and conflicts between national and the European Action Plan were identified.

This volume contains proposals for criteria for evaluation of plant protection products, fertilisers and soil conditioners1 to be used in organic agriculture. These ideas were developed in the course of the European Union (EU) Concerted Action project ‘ORGANIC INPUTS EVALUATION’ (QLK5-CT-2002-02565). For more information on this project see the end of this volume or visit the project website www.organicinputs.org. The documents in this volume are proposals elaborated by the project consortium and external experts. They were discussed with a broader audience at a public conference held in Brussels on October 13, 2005, and have been amended accordingly. Our proposals also include a “criteria matrix”, which is in Microsoft Excel format, and therefore stands...

Evaluation and registration of plant protection inputs for organic farming Organic Eprints
Speiser, B.; Tamm, L.; Schmid, O..
Organic farmers may only use those plant protection products which are listed in Annex II B of the ‘Organic Regulation’ 2092/91 and also registered for use at national level. At present, new compounds may only be listed in Reg. 2092/91, if they do not come into direct contact with the crop (although in perennial crops, contact outside the growing season of the edible parts is possible), which is a major obstacle for progress. The EU-funded ORGANIC INPUTS EVALUATION project aims at making Reg. 2092/91 more flexible with regard to new products, while safeguarding the principles of organic farming. Registra-tion under the ‘Pesticide Directive’ 91/414 represents a considerable financial hurdle. The REBECA project will propose registration requirements which...

Gesellschaftliche Leistungen der biologischen Landwirtschaft Organic Eprints
Niggli, U.; Schmid, O.; Stolze, M.; Sanders, J.; Schader, C.; Fließbach, A.; Mäder, P.; Klocke, P.; Wyss, G.; Balmer, O.; Pfiffner, L.; Wyss, E..

This contribution aims to present the results of a French case-study analysis - BioBourgogne Viande - carried up by members of three research teams in the framework of the European Program OMIaRD (Organic Marketing Initiatives and Rural Development)1. This overall project examine all aspects of organic products marketing in Europe in order to develop strategies that both satisfy environmentally and ethically conscious consumers, support the development of new jobs and improve incomes in rural communities. The project focuses on the impact of what we name Organic Marketing Initiative (O.M.I) on rural development, especially in Less Favoured Areas (L.F.A). An OMI is an organisation of actors (privately or co-operatively owned) involving participation...

Lessons learnt from ORGAP Project – planning, implementation and evaluation of Action Plans for Organic Food and Farming Organic Eprints
Schmid, O.; Stolz, H.; Lampkin, N.; Jeffreys, I.; Dabbert, S.; Eichert, C.; Michelsen, J.; Zanoli, R.; Vairo, D.; Gonzalvez, V..
Within the EU funded project ORGAP, a toolbox was developed for the evaluation of the European as well as national action plans for organic food and farming. Also recommendations and a resource manual for policy makers and stakeholders were developed. These were based on the analysis of national Organic Action Plans as well as stakeholder and expert consultation. The analysis showed that several EU member states have emphasised the need to balance supply-push policies with more market-focused demand-pull policies. An integrated approach is required and this has been to differing degrees through the formulation of multi-functional Organic Action Plans (OAPs), which also adress the dual roles of organic farming (from a policy perspective) to provide public...

Organic Farming Research Support and Research Priorities in the European Union Organic Eprints
Gonzálvez, V.; Schmid, O.; Schlueter, M.; Slabe, A..
Support for Organic Farming focused research has increased significantly in successive EU research funding frameworks. This is in line with constantly increasing consumer demand for organic foods over the last 20 years, which has accelerated again over the last 2 years in many European countries, including new member states. Under the 7th Framework Programme (FP7), the expected new increase of funds for organic farming could significantly decrease, even below the levels made available under the 5th Framework Programme (FP5). Most of the project topics listed focus on the development of methods for economic analyses of Organic Farming and/or follow a very “reductionist” one problem - one potential solution approach. On the other side, as there is no...
