A minimum cross entropy model to generate disaggregated agricultural data at the local level AgEcon
Xavier, Antonio; Martins, Maria de Belem Costa Freitas; Fragoso, Rui Manuel de Sousa.
This work presents an entropy approach to disaggregate agricultural data at a local level. It comprises two different steps. In a first one, an information prior at disaggregated level based on experts’ opinions, available cartography of land use and biophysical data is created. In a second step, it’s used a minimum cross entropy process in order to manage these information inputs and to guaranty a solution compatible with all the different restrictions. The model was applied to the region of Algarve in the year of 1999, in order to disaggregate the data at the pixel and county level. Results show that the model was able to provide some satisfactory results since the estimated values obtained for the different areas revealed a good approximation to the...

Agricultural Policies in the Presence of Distorting Taxes AgEcon
Parry, Ian W.H..
This paper uses analytical and numerical general equilibrium models to assess the efficiency impacts of agricultural policies in a second-best setting with pre-existing distortionary taxes. We analyze production subsidies, production quotas, acreage controls, subsidies for acreage reductions and lump sum transfers to agricultural producers. We find that pre-existing taxes raise the cost of all these policies and by a substantial amount. Under our central estimates this increase in cost is typically at least 100-200 percent. Two effects underlie these results. First, raising the rates of distortionary taxes to finance subsidy policies leads to additional efficiency losses. Second, policies that raise (lower) the costs of producing agricultural output lead...

AGRICULTURAL POLICIES IN VIETNAM: PRODUCER SUPPORT ESTIMATES, 1986-2002 AgEcon
Nguyen, Hoa; Ulrike, Grote.
Since 1986, Vietnam started to move from a centrally-planned towards a market-oriented system. It underwent several major economic and trade reforms – a process which is still not completed. At the same time, it also started to open its economy. Vietnam has become a member of the ASEAN Free Trade Agreement (AFTA), signed several bilateral trade agreements and is currently negotiating accession to the World Trade Organization (WTO). First positive results of the reform process became visible in the early 1990s when poverty declined to a large extent. Since then, the Vietnamese agricultural sector has also experienced high growth and impressive export achievements. The country changed from a food importer to one of the major exporters worldwide. The question...

An Economic Study of Small Pigholders in Vietnam: Some Insights Gained and the Scope for Further Research AgEcon
Tisdell, Clement A..
Some relevant background to this research project is provided by outlining selected features of Vietnam’s pig industry. Then the main findings (in the view of the author) from this ACIAR-funded research are presented. These results include (1) natural protection given to Vietnam’s pig producers from imports as a result of the nature of the preferences of Vietnamese consumers: (2) the importance of household labour, especially that provided by females, in the husbandry of pigs held by households; (3) the existence, or otherwise, of scale economies as a function of the number of pigs held by households, (4) the import dependence for pig food of Vietnam’s pig industry and the way in which it varies with the number of pigs kept by households; (5)...

AN INTEGRATED TERRITORIAL SIMULATION MODEL TO EVALUATE CAP REFORM ON MEDITERRANEAN AGRICULTURE. METHODOLOGICAL PROPOSAL AND FIRST APPLICATIONS IN APULIA REGION (SOUTHERN ITALY) AgEcon
Scardigno, Alessandra; Bazzani, Guido Maria.
The implementation of most recent CAP and water policy reforms calls for simulation analytical tools able to quantify socio-economic and environmental impacts that can be different in terms of regions and farm type. This work proposes a territorial mathematical programming model that integrates hundreds of farm models clustered in a single meta-model at regional level that can be easily standardized having the FADN as the main data source. The tool has been experimentally applied to Apulia region and several simulations have been conducted in scenarios differing in terms of agricultural policies (total decoupling, increase of the modulation rate and introduction of a flat rate system for the Single Farm Payment), price of the water resource, market...

SOUSA, I. S. F. de.

Finnish Citizens' Attitudes towards Multifunctional Agriculture AgEcon
Hyytia, Nina; Kola, Jukka.
This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and open-ended WTP do not have a positive relation. People are willing to support domestic agriculture as a provider of safe and high-quality food. However, a remarkable proportion of Finnish citizens have a positive attitude towards externalities and joint products of...

Food security policy in a stochastic world AgEcon
Adelman, Irma; Berck, Peter.
Food security may be increased by variance-reducing strategies, by food aid, or by development strategies. This paper uses a Korea CGE model, subjected to random fluctuation in world-prices and domestic food productivity, to evaluate these policies. We find that poverty-reducing development strategies are the most effective food-security strategies.

How do agricultural policies influence farmland concentration? The example of France AgEcon
Piet, Laurent; Desjeux, Yann; Latruffe, Laure; Le Mouel, Chantal.
Over the last decades, the number of farms has decreased while average farm size has increased in industrialised countries. We investigate whether these two concomitant trends have resulted in higher farmland concentration or not in the case of France. Deriving Gini coefficients as a measure of concentration from the estimation of parametric Lorenz curves, we show that this is not systematically the case at the sub-national scale of “départements”. When studying the role of possible explanatory variables for farmland concentration, we find that milk quotas, CAP 2nd pillar subsidies and so-called structural measures (settlements and early retirement grants) have a significant impact. However, the availability and the price of agricultural land appear to be...

KÍNA AGRÁRGAZDASÁGÁNAK NÉHÁNY JELLEMZŐJE AgEcon
Tompe, Ferenc.
Kína a mezőgazdaság átalakítása terén is elindult azon az úton, amely a WTO-csatlakozás után megkövetelt piacgazdasági környezet kialakítását célozza. A ko-rábbi központi vezérlésű gazdaságirányítás mind a belföldi, mind a külföldi kap-csolatokban lényegesen megváltozott.

Latin America's Agricultural Exports to China: Recent Trends AgEcon
Caballero, Jorge; O'Connor, Ernesto; Amado, Blanca.
Latin America is becoming the fastest growing agricultural production region and Brazil has by far the fastest growing agricultural sector. China from being a small agricultural importer (1.4% of world imports in 1990/01), became the fifth largest importer at 5.4% of world imports in 2006/07. China's overall trade with Latin America has expanded substantially during the last two decades -the rate of growth has been greater than any other region in the world since 2005. Most exports from Latin America to China are primary products while Chinese exports to Latin America are mostly industrial products. The Chinese demand for agricultural products is concentrated in food products such as grains and oilseeds. Countries specialised in those commodities –eg....

Monitoring and Evaluation of the Agricultural and Rural Renewal Program in Algeria: case of the Ouarsenis area Rev. Econ. Sociol. Rural
Tebani,Mohamed; Mederbal,Khalladi.
Abstract: In Algeria, agriculture continues to suffer from short-term strategies and is unsuitable for the needs of populations and rural areas. This study examines the evaluation of the Agricultural and Rural Program (ARRP) initiated in Algeria for the period (2009-2014). This work was carried in the Ouarsenis area located in the north-west of the country. It is based on regular monitoring on the ground of the rate of achievement of the targets foreseen. We concentrated our efforts on the projects financed by the main intervention funds of this program. The results achieved are far from the targets for the economic component, a situation mainly expressed by the low income of the rural population and the number of jobs created. However, an improvement in...
