With the rising global interest in energy security and climate change mitigation, biofuels have gained the prominent attention of researchers and policy makers. The U.S. has emerged as the leading producer of biofuels and is aiming for achieving a target of 36 billion gallons of renewable fuels by 2022 under its updated renewable fuels standard (RFS2) policy. In this paper, we study the longer-term global implications of large-scale renewable fuels production in the U.S. We utilize the GTAP v7.1 data base and introduce a detailed breakdown of agricultural crops, first and second generation biofuels and by-products. As the biofuels are emerging as promising alternative transportation fuels across the world, they also offer huge potential for international trade in biofuels. A number of trade barriers such as import tariffs and domestic support have limited the scope for trade in biofuels. The purpose of this study is to analyze the implications of U.S. biofuel mandates, subsidies and import tariffs on global trade and welfare. Assessing the 2003 CAP Reform: Sensitivity to the Decoupling of Agenda 2000 Direct Payments AgEcon

The European Union decided in June 2003 a new reform of its farm policy with a new step toward the decoupling of farm income support instruments. Available impact studies find that this reform will reduce production incentives, substantially for beef and to a lesser extent for arable crops. All these studies assume that the Agenda 2000 arable crop direct payments are already mostly decoupled while beef premiums are much more linked to production. Our main objective in this paper is to test the sensitivity of these results to this questionable modelling of Agenda 2000 direct payments which neglects eligibility rules and land market imperfections. The growing attention to global warming due to greenhouse gas (GHG) emissions in the process of fossil fuel--based energy production is expressed in the Kyoto Protocol, which prescribes, on average, a 7 percent reduction in GHG emissions for developed countries. Climate Change and Agriculture In South Asia: Looking for An Optimal Trade Policy AgEcon

This paper aims to study how alternative trade policies will help mitigate the effects of climate change in agriculture in South Asia. We use a modified version of MIRAGE CGE for long term projections and allowing modeling of climate change effects (impact on yield) at a subregional level (163 geographical units at the world level) to simulate the effects of 13 SRES scenarios in 8 different trade policy landscapes. Based on these results, we discuss the ranking of trade policy options based on expected values but also in terms of variance using the theory of decision in uncertainty. Eastern Enlargement of the EU: A Comprehensive Welfare Assessment AgEcon

This paper takes a welfare-view on eastern enlargement of the EU, focusing on incumbent countries. Enlargement is decomposed into three elements: Single-market integration on commodity markets, budgetary costs from EU-expenditure policies, and single market- induced migration from new to present member countries. I first use an analytical model to derive a welfare equation that identifies the principle channels for incumbent country welfare gains and losses from enlargement, including product differentiation, capital accumulation, and unemployment due to search-costs. With the increasing research interests in biofuels, global implications of biofuels production have been generally examined either in a partial equilibrium (PE) or general equilibrium (GE) frameworks. Though both of these approaches have unique strengths, they also suffer from many limitations due to complexity of addressing all the relevant aspects of biofuels. Public spending composition and public sector efficiency: Implications for growth and poverty reduction in Uganda AgEcon

The paper examines the interrelationships between public spending composition and Uganda's development goals including economic growth and poverty reduction. We utilize a dynamic CGE model to study these interrelationships. This paper demonstrates that public spending composition does indeed influence economic growth and poverty reduction. In particular, this study shows that improved public sector efficiency coupled with re-allocation of public expenditure away from the unproductive sectors such as public administration and security to the productive sectors including agriculture, energy, water and health leads to higher GDP growth rates and accelerates poverty reduction. Most of the climate change models for South Africa predict a reduction in freshwater availability by 2050, which implies that water availability for sectoral production activities is expected to decline. This decline has an impact on sectoral output, value added and households’ welfare. Using a computable general equilibrium approach, this study investigates the possible impact of global change on households’ welfare. The simulation results show that water scarcity due to global change can potentially lead to a general deterioration in households’ welfare. Biofuels have been widely promoted as an important part of the global energy mix, due to public interest in alternative energy sourcing and a potential to reduce greenhouse gas emissions. Concurrently, questions have been raised about the social and environmental costs of biofuel production. While previous studies have focused primarily on biofuel production from conventional, starch-based feedstocks, this study provides a preliminary analysis of the production of cellulosic-based ethanol mandated in the U.S. renewable fuel standard.
