Among the biological quality elements monitored under the WFD, salt marshes are still not assessed in France. To evaluate ways to develop an assessment tool for this biological quality element, methodologies already applied by other member states have been identified and analyzed. Despite a very thorough job in assessing the ecological status of salt marshes, no pressure-impact relationship has been demonstrated. In addition, the pressures identified are related to the hydromorphological characteristics. A study was conducted to study saltmarshes not as a biological quality element but as a hydromorphological quality element. This paper describes various approaches to evaluating ecological risk in rivers affected by multiple chemical stressors, with emphasis on biofilm and invertebrate community responses. Metrics should be considered as different lines of evidence that, when weighted, form an advanced weight of evidence approach to establishing the environmental risk on a basin scale. Combination of field surveys to obtain observational data of communities, in situ experiments, toxicological sediment tests and a good chemical description of the medium (water and sediment) helps give an integrative view of the chemical and biological state of a river ecosystem. The European Water Framework Directive (WFD) is built upon significant cognitive developments in the field of ecological science but also encourages active involvement of all interested parties in its implementation. The coexistence in the same policy text of both substantive and procedural approaches to policy development stimulated this research as did our concerns about the implications of substantive ecological visions within the WFD policy for promoting, or not, social learning processes through participatory designs.
