An Analysis of the Effects of Uncertainty and Irreversibility on Farmer Participation in the Conservation Reserve Program AgEcon

A real options model is developed to examine the determinants of farmer participation in the Conservation Reserve Program (CRP). This study contributes to the literature by developing a framework for ex post analysis of uncertainty and irreversibility. It extends the applications of real options models to analyze farmer participation in the CRP. The model incorporates land and owner attributes, and determines whether uncertainty and irreversibility affect the probability of participation. Option values play a significant role in farmer decisions to retire land by reducing the probability of participation. These results have implications for the design and implementation of conservation programs.

DETERMINANTS OF KANSAS FARMERS' PARTICIPATION IN ON-FARM RESEARCH AgEcon

On-farm research (OFR) has increased in popularity in the U.S. in recent years due to heightened interest in sustainability issues, the likely decline in resources available for agricultural research, and increasing pressures for accountability and responsiveness to state and local needs. Information relating to OFR was obtained from 431 commercial Kansas farmers. Data were analyzed to determine the degree of OFR being implemented, and three models were estimated to identify which farmer/farm characteristics influenced its implementation. The results indicate that OFR is commonly implemented, and that several farm/farmer characteristics are related to the degree of OFR initiated. Impact assessment of irrigation management transfer in the Alto Rio Lerma Irrigation District, Mexico AgEcon

Tests the hypothesis that, in general, irrigation management transfer has positive impacts on operation performance, managerial accountability, O&M budgeting and expenditures, costs of water to farmers, and agricultural and economic productivity in the Alto Rio Lerma Irrigation District in Mexico. Evaluates the potential of the Mexican IMT process as a model for other countries.

Increasing agricultural production in Nepal: role of low-cost irrigation development through farmer participation AgEcon

This book reveals that Nepal irrigation policy directives and resources must be channeled to encourage the participation of beneficiaries and to focus the functions of the Department of Irrigation on a management perspective . The low cost approaches recommended in the paper include : 1) incorporating farmer participation in operation and management, 2) considering lower cost structures in surface irrigation and underground water development and, 3) improving the management of irrigation systems

Institutional design principles for accountability in large irrigation systems. AgEcon

Argues that single irrigation systems managed by autonomous system-specific organizations accountable to their customers, perform better and are more sustainable than those managed by agencies dependent on the government, or by agencies responsible for multiple systems. Selected cases are reviewed and the plausibility of this hypothesis established. General recommendations are made for policy makers designing irrigation reform programs.

This monograph examines the construction, operation and maintenance tasks that shape the nature of locally managed irrigation systems. The objective of the book is to identify relevant experiences and lessons for staff who are responsible for working with locally managed systems in three types of programs: direct assistance to existing locally managed irrigation systems, turnover of public owned systems to local management, and transfer of partial management to farmer groups within larger systems that remain publicly controlled.
