South Africa has a coastline over 3,000 km long and an Exclusive Economic Zone (EEZ) of 200 nautical miles, constituting an area which contains a huge variety of fish species. The wholesale value of the fishing industry is worth R1.7 billion which represents 0.5% of South Africa’s GNP and 1.5% of the GRP of the Western Cape province. The fishing industry, which employs 27,000 people1, is mainly based in the Western Cape, and close to 90% of all South African landings are made in Cape harbours. The industry is extremely complex, and there is a great diversity in catching techniques, processing, marketing, capital investment, equipment and infrastructure. The earth’s fish stocks are declining. Due to fierce competition, the hunt for a share of the limited resource is intensified. African countries – many struggling against poverty and famine - sell out fishing opportunities to the over-capitalised European fleet. Instead of helping to lift the African fisheries sector into progress, the sell-out of fishing rights serves the interests of the heavily subsidized European fleet. Today, agreements exist with 20 countries and correspond to a Community – and European tax-payer - expense of 137 million euros per year.

Installation and maintenance of FADs by the Government of Guam began in 1979, initially with funding from the Salstonstall-Kennedy Act through the Pacific Tuna Development Foundation. Current funding for the Guam FAD project is provided through the Dingell-Johnson/Wallop-Breaux Sport Fish Restoration programme, a Federal Aid Project funded by taxes collected on the purchase of fishing equipment and motorboat fuels nationwide. There are now sixteen operational FAD sites in Guam's waters. Au Sénégal, la gestion des pêcheries initiée par le gouvernement a échoué parce que les pêcheurs se sont presque tous retenus de participer au système directif de gestion, le ‘‘topdown’’, dans lequel les décisions leur sont imposées par l’autorité administrative centrale. C’est bien cette situation qui a conduit au déclin des ressources halieutiques. Pour accomplir sa mission, le Ministère chargé de la pêche a mis en place une politique bâtie autour de la gestion durable et rationnelle des ressources halieutiques. Dans le cadre de cette politique, il a été mis en place des instruments sectoriel de gestion (permis de pêche, immatriculation des pirogues, etc.) et une réglementation à travers le code la pêche. Malgré la volonté affichée et les moyens déployés par l’administration des pêches, ces instruments de gestion sont difficiles à mettre en oeuvre et la règlementation en vigueur est très souvent contournée par les pêcheurs artisanaux dont les aspirations et les logiques sont aux antipodes des préoccupations biologiques à long terme.
