A Strategic Perspective on the Impact of Food Safety Standards on Developing Countries AgEcon

This paper explores the competing concepts of 'standards as barriers' and standards as catalysts' in the context of food safety standards in international trade in agricultural and food products. It is suggested that food safety standards can act as both a barrier to trade and the basis of competitive positioning for developing countries in international markets. This suggests that the application of a strategic framework to analyze and assess alternative responses to evolving food safety standards can throw some light on the circumstances under which standards act to prohibit trade or, alternatively, create competitive trade opportunities. Analysis of Media Agenda-Setting Effects on Consumer Confidence in the Safety of the U.S. Food System AgEcon

Results from continuous tracking of consumer confidence and media coverage of food safety events over a 67 week period between May 2008 and August 2009 are reported. An ordered probit model is used to test the hypothesis that media coverage of food safety events affects consumer confidence in the safety of the U.S. food system. The results show that media coverage significantly and negatively affected consumer confidence in the safety of nation’s food supply during the sample period. Socioeconomic and demographic factors such as geographic region, use of media source, household size, age, ethnicity, education, and gender also had significant affects on consumer confidence in the safety of United States food supply.

Assessing Consumer Preferences and Attitudes toward Imported Pork in Urban China AgEcon

China’s transition into a developed economy is driving changes in consumer preferences and demand for foods. To evaluate consumer preferences for imported pork in urban China, primary data were collected in two metropolitan areas- Beijing and Shanghai. Estimated logit models revealed that an individual’s age, shopping location and food safety concerns significantly influenced their willingness-to-pay for U.S. pork. A proportional linear model was developed to evaluate factors affecting purchasing behavior of western-style pork cuts vs. traditional Chinese cuts. Food safety concerns were linked to a previous lean-meat additive scare and a lack of consumer confidence on the Chinese food inspection system.

Buyer and Seller Response to an Adverse Food Safety Event: The Case of Frozen Salmon in Alberta AgEcon

Fish is a low-fat protein source high in omega-3 fatty acids, but in 2004 consumers also heard that farmed salmon had high levels of polychlorinated biphenyl (PCBs). This research evaluated how Canadian consumers and processors reacted to the conflicting health messages. Demand estimates and time-series analysis of 2001-2006 frozen meat scanner data in Alberta, Canada show a significant drop in salmon expenditure share following the PCB finding. The industry responded by launching low-priced wild salmon products, which contributed to significant demand expansion. The analysis illustrates how a food safety threat was averted and even served as a catalyst for growth.

Collective quality management systems are well known instruments to manage the quality and/or the safety of foodstuffs. They can be considered as voluntary approaches to food safety. Consumer Willingness to Pay for Food Safety in Beijing: A Case Study of Food Additives AgEcon

Constructing a theoretical framework and using a survey data of 294 customers from 25 supermarkets in Beijing, this paper studies the willingness to pay (WTP) for additive-free Mooncakes in Beijing and finds that age and income are important for WTP for “food safety” in China. Income is positively correlated with the WTP and there is an inverted-U-shaped relationship between age and WTP. This study indicates that consumers in Beijing are willing to pay 5.80 Yuan more for an additive-free Mooncake, which provides a good policy benchmark for the government regulation on food additives. Furthermore, the theoretical framework also provides a good benchmark for understanding WTP in the future study of food safety.

Estimates of the economic benefits of intervention strategies to make food safer from specific pathogens for different durations of protection are not available. We estimated consumers' willingness to pay for a hypothetical vaccine that would deliver a 1-year, 5- years, 10-years, or lifetime protection against Salmonella, E. coli, or Listeria. We used logit and Tobit models to estimate the economic benefits of food safety measures against these major foodborne pathogens. The strategic analysis involved a series of visits to the company to conduct focus groups with its employees and management. Five focus groups were carried out at XYZ Research Corporation. This method proved to be effective and valuable when aiming to gather detailed information on the specifics of a firm's operation. Food safety shocks can threaten the health of consumers, create havoc within an industry and result in severe losses to producers. Governments often attempt to enhance food safety by mandating standards and inspection of food products to supplement the voluntary efforts by private firms. This paper assesses a form of collective action that falls between typical government mandates and purely private action. The California pistachio industry recently established a U.S. federal marketing order. Economic Evidence of Willingness to Pay for the National Animal Identification System in the US AgEcon

This article investigates the willingness to pay for the National Animal Identification System (NAIS) in the US. It is assumed that with the NAIS in place, consumers' risk perception about zoonosis, BSE or mad cow and residues in meat may be mitigated. Therefore, food safety indices for beef, pork and poultry summing the number of references to meat safety found in the top fifty English language news articles in circulation in the US have been constructed. These indices were incorporated in generalized almost ideal demand systems to estimate the effect of those food safety scares on the demand for meat in the US. Is Embedding Entailed in Consumer Valuation of Food Safety Characteristics? AgEcon

Consumers’ preferences for food safety characteristics are investigated with particular focus on existence of an embedding effect. Embedding exists if consumer valuation of food safety is insensitive to scope. Two choice experiments have been conducted valuing food safety in respectively minced pork and chicken breasts, exemplified by avoiding human risks of Salmonella infections and strengthening the restrictions of using antibiotics in the pork production and in terms of avoiding human risks of Salmonella and Campylobacter infections respectively. The results showed no indications of an embedding effect between the food safety characteristics, in neither of the cases.

Using Vickrey auction, this study examines parents' willingness to pay (WTP) for a quality assurance label on powdered infant milk formula. The influence of ambiguity with the incidence rate information and provision of safe-handling information on WTP are also evaluated using three experiments/treatments. Results generally suggest that parents are willing to pay for quality assurance label. Within the debate about developing countries export competitiveness the increasing importance of food safety and quality standards especially in OECD countries appeals to be one of the major sources of concern. The paper analyses the trade performance of 73 developing countries within the context of stricter SPS measures. Voluntary approaches to food safety: New insights AgEcon

Food safety economists have raised numerous questions according to the emergence and the multiplication of safety quality management system within the food supply chain. However, few research deal with the voluntary implementation by firms of these systems (Segerson, 1999; Venturini, 2003; Noelke- Caswell, 2000). Our paper aims to develop a unified analytical framework of these research. We obtain three results. We report results of an analysis of the attribution of relative responsibility across the stages of the food chain for ensuring food safety. Specifically, we identify perceptions of the share of the overall responsibility that each stage in the food chain has to ensure that the meat people cook and eat at home does not cause them to become ill.
