A systematic review of socio-economic assessments in support of coastal zone management (1992-2011) ArchiMer

Cooperation between the social and natural sciences has become essential in order to encompass all the dimensions of coastal zone management. Socio-economic approaches are increasingly recommended to complement integrated assessment in support of these initiatives. A systematic review of the academic literature was carried out in order to analyze the main types of socio-economic assessments used to inform the coastal zone management process as well as their effectiveness. Agriculture, Population, Land and Water Scarcity in a Changing World – The Role of Irrigation AgEcon

Fertile land and fresh water constitute two of the most fundamental resources for food production. These resources are affected by environmental, political, economic, and technical developments. Regional impacts may transmit to the world through increased trade. With a global forest and agricultural sector model, we quantify the impacts of increased demand for food due to population growth and economic development on potential land and water use. In particular, we investigate producer adaptation regarding crop and irrigation choice, agricultural market adjustments, and changes in the values of land and water.

Assessing Sustainability: Some Conceptual and Empirical Challenges AgEcon

In this paper we address two related conceptual and practical challenges in assessing "sustainability." The first is the criteria to be used, in particular the relationship between sustainability and measures of economic well-being and the use of monetary versus nonmonetary indicators. The second is the problem of determining which physical scales to use for sustainability assessments when there are multiple and overlapping "communities" or stakeholder groups. Understanding the status of contaminants in the marine environment is a requirement of European Union Directives and the Regional Seas Conventions, so that measures to reduce pollution can be identified and their efficacy assessed. The international ICON workshop (Hylland et al., in this issue) was developed in order to test an integrated approach to assessing both contaminant concentrations and their effects. Most studies that compare price and quantity controls for greenhouse gas emissions under uncertainty find that price mechanisms perform substantially better. In these studies, the benefits from reducing emissions are proportional to the level of reductions, and such linear benefits strongly favor price policies (Weitzman 1974). Catastrophic damages, however, challenge that intuition as consequences become highly nonlinear. Catastrophe avoidance offers huge benefits, and incremental adjustments on either side of the associated threshold are relatively unimportant, suggesting a strong preference for quantity controls. Climate's Long-term Impact on New Zealand Infrastructure (CLINZI) - A Case Study of Hamilton City, New Zealand AgEcon

Infrastructure systems and services (ISS) are vulnerable to changes in climate. This paper reports on a study of the impact of gradual climate changes on ISS in Hamilton City, New Zealand. This study is unique in that it is the first of its kind to be applied to New Zealand ISS. This study also considers a broader range of ISS than most other climate change studies recently conducted. Using historical climate data and four climate change scenarios, we modelled the impact of climate change on water supply and quality, transport, energy demand, public health and air quality. This paper develops the conceptual and empirical basis for a class of empirical economic production models that can be linked to site-specific bio-physical models for use in integrated assessment research. Site-specific data are used to estimate econometric production models, and these data and models are then incorporated into a simulation model that represents the decision making process of the farmer as a sequence of discrete or continuous land use and input use decisions. This paper analyses the impact of the 2003 CAP reform (the so-called Fischler Reform) and its interaction with the Nitrate Directive on the sustainability of selected arable farming systems in a French region (Midi-Pyrénées). The Nitrate Directive is one of the oldest EU environmental programs designed to reduce water pollution by nitrate from agricultural sources, through a set of measures, defined at regional level, and mandatory for farmers of vulnerable zones. Methodological and empirical progress and challenges in integrated assessment of agricultural systems and policies AgEcon

In this contribution we first present a methodology for integrated assessment of agricultural systems (SEAMLESS Integrated Framework), illustrate its application in an integrated assessment of high commodity prices and then discuss its flexibility and limitations. From there we take a broader view and reflect on key scientific and empirical questions with respect to the development of research tools for the integrated assessment of agricultural systems.

REDUCING NITROGEN LOSSES FROM AGRICULTURAL SYSTEMS: AN INTEGRATED ECONOMIC ASSESSMENT AgEcon

The loss of reactive nitrogen from agriculture into the environment is a major threat to the global environment and a challenge for agri-environmental policy. We therefore investigate the problem of reducing nitrogen losses from agriculture into the environment from an economic perspective. Based on a recursive-dynamic linear programming model, our study reveals that the above difficulty is primarily due to the rigidities associated with the nutrientforage cycle and existing production structures. Moreover, we assess the cost and effectiveness of different nitrogen taxes for the case of Switzerland. Our results show that a tax on fertilizers only exhibits the best performance in terms of cost-effectiveness.

Research Frontiers in the Economics of Climate Change AgEcon
Toman, Michael.
Academic and policy debates over climate change risks and policies have stimulated economic research in a variety of fields. In this article I briefly discuss eight overlapping areas of current research in which further effort particularly is warranted. These areas include decision criteria for policy; risk assessment and adaptation; uncertainty and learning; abatement cost and the innovation and diffusion of technology; and the credibility of policies and international agreements. Further analysis in these areas not only will advance academic understanding but also will provide insights of considerable importance to policymakers.

This paper reports the results of policy simulations of environmental and human health externalities arising from the production of electricity. The primary purpose of this paper is to illustrate the Maryland Externalities Screening and Valuation Model, developed for the State of Maryland's Department of Natural Resources. A secondary purpose is to estimate likely Maryland benefits from Title IV emissions reductions at electric power generation facilities. The CUSUM out-of-control table to monitor changes in fish stock status using many indicators ArchiMer

One method to assess fish stocks using a suite of indicators is the traffic light approach. In this approach, the time series of the different indicators are mapped on a common colour scale to highlight alerts that occur when indicators cross reference limit values. Until now, however, the procedure has lacked a statistical framework. Here, we propose the cumulative sum (CUSUM) monitoring scheme as a suitable statistical framework. CUSUM is a statistical process control method that detects deviations from a reference mean, according to defined performance criteria. The present study integrates Computable General Equilibrium (CGE) modelling with biodiversity services, proposing a possible methodology for assessing climate-change impacts on ecosystems. The assessment focuses on climate change impacts on carbon sequestration services provided by European forest, cropland and grassland ecosystems and on provisioning services, but provided by forest and cropland ecosystems only. To do this via a CGE model it is necessary to identify first the role that these ecosystem services play in marketable transactions; then how climate change can impact these services; and finally how the economic system reacts to those changes by adjusting demand and supply across sectors, domestically and internationally

Economics has played an increasingly important role in shaping policy, in the United States and elsewhere. This paper reviews some of the dimensions of the economic approach to analyzing, understanding, and developing solutions to the problem of climate change. We then turn to the issue of designing regulatory instruments to control the problem.
