Expert and Generalist Local Knowledge about Land-cover Change on South Africa’s Wild Coast: Can Local Ecological Knowledge Add Value to Science? Ecology and Society
Chalmers, Nigel; Rhodes University, South Africa;; Fabricius, Christo; Rhodes University, South Africa; c.fabricius@ru.ac.za.
Local ecological knowledge (LEK) can shed light on ecosystem change, especially in under-researched areas such as South Africa’s Wild Coast. However, for ecosystem planning purposes, it is necessary to assess the accuracy and validity of LEK, and determine where such knowledge is situated in a community, and how evenly it is spread. Furthermore, it is relevant to ask: does LEK add value to science, and how do science and local knowledge complement one another? We assessed change in woodland and forest cover in the Nqabara Administrative Area on South Africa’s Wild Coast between 1974 and 2001. The inhabitants of Nqabara are “traditional” Xhosa-speaking people who are highly dependent on natural resources for their...

Homo Agricola considered as Homo Economicus and Homo Politicus AgEcon
Zawojska, Aldona.
The paper is of descriptive character and is based on literature review. It reviews the concept of homo economicus and homo politicus in the history of economic thought and tries to discover their characteristics in homo agricola. As demonstrated, one component of homo agricola can be of economic and another one of political nature. Those components can be separated or can be together. Agricultural economists, however, in their sophisticated mathematical models seem to reduce farmers’ behaviour to economic behaviour or rather to self-interested homo economicus. Institutional economics, social economics and socio-economics are closer to actual human nature, than homo economicus. The further research challenge before agricultural academia is to develop the...

The Efficacy of Parochial Politics: Caste, Commitment, and Competence in Indian Local Governments AgEcon
Munshi, Kaivan; Rosenzweig, Mark R..
Parochial politics is typically associated with poor leadership and low levels of public good provision. This paper explores the possibility that community involvement in politics need not necessarily worsen governance and, indeed, can be efficiency enhancing when the context is appropriate. Complementing the new literature on the role of community networks in solving market problems, we test the hypothesis that strong traditional social institutions can discipline the leaders they put forward, successfully substituting for secular political institutions when they are ineffective. Using new data on Indian local governments at the ward level over multiple terms, and exploiting the randomized election reservation system, we find that the presence of a...

The Politics of Reflexive Governance: Challenges for Designing Adaptive Management and Transition Management Ecology and Society
New concepts of governance take account of ambivalence, uncertainty, and distributed power in societal change. They aim for reflexivity regarding the limits of prognostic knowledge and actual control of complex processes of change. Adaptive management and transition management are two examples that evolved from the analysis of social–ecological and sociotechnical systems, respectively. Both feature strategies of collective experimentation and learning. In this paper, we ask how these two designs of reflexive governance consider politics. Based on a framework of different dimensions and levels of politics, we show that they are mainly concerned with problem solving by a focal process, but conflict and asymmetric power relations, as well as the...

The Politics of Scale, Position, and Place in the Governance of Water Resources in the Mekong Region Ecology and Society
Lebel, Louis; USER, Chiang Mai University; louis@sea-user.org; Garden, Po; USER, Chiang Mai University; po@sea-user.org; Imamura, Masao; USER, Chiang Mai University; masao@sea-user.org.
The appropriate scales for science, management, and decision making cannot be unambiguously derived from physical characteristics of water resources. Scales are a joint product of social and biophysical processes. The politics-of-scale metaphor has been helpful in drawing attention to the ways in which scale choices are constrained overtly by politics, and more subtly by choices of technologies, institutional designs, and measurements. In doing so, however, the scale metaphor has been stretched to cover a lot of different spatial relationships. In this paper, we argue that there are benefits to understanding—and actions to distinguish—issues of scale from those of place and position. We illustrate our arguments with examples from the...

The role of knowledge and power in climate change adaptation governance: a systematic literature review Ecology and Society
Vink, Martinus J.; Public Administration and Policy Group, Wageningen University; martinus.vink@wur.nl; Dewulf, Art; Public Administration and Policy Group, Wageningen University; art.dewulf@wur.nl; Termeer, Catrien; Public Administration and Policy Group, Wageningen University; katrien.termeer@wur.nl.
The long-term character of climate change and the high costs of adaptation measures, in combination with their uncertain effects, turn climate adaptation governance into a torturous process. We systematically review the literature on climate adaptation governance to analyze the scholarly understanding of these complexities. Building on governance literature about long-term and complex policy problems, we develop a conceptual matrix based on the dimensions knowledge and power to systematically study the peer-reviewed literature on climate adaptation governance. We find that about a quarter of the reviewed journal articles do not address the knowledge or power dimension of the governance of climate change adaptation, about half of the articles discuss either...
