Converting to organic farming in France: is there an adverse selection problem? Inra

Several papers have investigated the determinants of conversion to organic farming, and pointed out the positive role of public support on the decision to convert. In this paper we investigate whether the conversion subsidy schemes may attract ‘subsidy-hunters’ who are not, in general, the most efficient farmers. Using panel data we test this adverse selection problem on a sample of French farms for the period 1999-2006, by measuring the impact of past technical efficiency on the decision to convert to organic farming. En materia económica, uno de los ejes centrales que determina y manda la Constitución de 2008 es el tránsito de la economía social de mercado que ha primado en el país durante varias décadas, a una economía social y solidaria. Transitar de una economía donde su lógica de operación ha estado asentada en las relaciones de producción capitalistas, en la acumulación de capital (reproducción ampliada), en la rentabilidad y afán de lucro de la empresa privada, y en la regulación vía el mercado, hacia otra economía en donde prime la solidaridad y el interés social, da lugar a resistencias y conflictos.

Farm performance and support in Central and Western Europe: a comparison of Hungary and France Inra

Nous analysons ici les différences en termes d’efficacité technique, d’évolution de la productivité, et de retard de technologie, entre les exploitations agricoles françaises et hongroises laitières et spécialisées en céréales et oléoprotéagineux (COP), sur la période 2001-2004. Nous utilisons des données des RICA nationaux et la méthode d’analyse d’enveloppement des données (Data Envelopment Analysis, DEA) sous l’hypothèse de frontières d’efficacité séparées selon les pays et sous l’hypothèse d’une frontière commune aux deux pays (métafrontière). Farm performance and support in Central and Western Europe: a comparison of Hungary and France Inra

The paper investigates the difference in technical efficiency and in productivity change, and the technology gaps, between French and Hungarian farms in the dairy and cereal, oilseeds and proteinseeds (COP) sectors during the period 2001-2004. The analyses are performed with national FADN data and the Data Envelopment Analysis (DEA) approach under each country’s respective frontier and under a metafrontier. Results revealed that in both the dairy and the COP sectors, Hungarian farms’ technology was the more productive, despite a technological deterioration. This suggests technological advantages for large-scale (Hungarian) over small-scale (French) farming in these two sectors. Farm technical efficiency in pre- and post-accession Slovenia: the importance of size and subsidies Inra

In this paper we investigate Slovenian (individual) farms’ technical efficiency, and in particular its determinants, pre- and post-accession. As a background, we present the evolution of the farming structures and the agricultural policy in both periods. The pre-accession efficiency analysis is based on the few existing studies, while we present new results for the post-accession period. To our knowledge, no studies about farm performance exist for post-accession Central and Eastern European countries. Impact of CAP direct payments on French farms’ managerial efficiency Inra

This paper investigates the relationship between CAP direct payments and managerial efficiency for French crop farms. Managerial efficiency scores are calculated using a four-step approach that allows to disentangle managerial inefficiency from other technical inefficiency components, notably what is due to unfavourable environment conditions. Then managerial efficiency scores are regressed over a set of explanatory variables, including the CAP direct payments. This paper presents some results of a twoyear (2006-2007) research project supported by the French Ministry of Research’s funding program ECONET. One of the project’s objectives was to investigate the determinants of farm technical efficiency in New Member States before and after accession to the European Union, and in particular the role of public subsidies on this performance variable. The effect of subsidies on production and technical change of crop farms in France and the United Kingdom (UK) during 1980-2006 is investigated. Subsidies were not neutral on production decisions, in terms of production intensity and type. Crop farms in both countries have experienced technical progress during the period studied, higher in France. Technical progress has favoured labour and chemicals in both countries, land in France, capital in the UK, while it has disfavoured land in the UK and capital in France. Technical change has been slowed down by crop area subsidies but increased by agri-environmental subsidies in both countries.

Will the EU Single Area Payment decrease farm efficiency in the New Member States? Inra

This paper starts the debate regarding the likely impact of post-accession public support in the New Member States on their farming sector’s efficiency. While one aim of farm support in the European Union (EU) is to promote efficient farms that can compete internationally, a higher level of support via the Single Area Payment (SAP) may have adverse effects on farms’ performance.
