Administration and Management of Irrigation Water in 24 User Organizations in Chile Chilean J. Agric. Res.
Jorge,Jara; López,Marco A; San Martín,Álvaro; Salgado,Luis; Melo,Ovidio.
Approximately 85% of the water consumed in Chile is destined to agricultural irrigation and is managed by the users themselves. This study analyzed the price that irrigation water users pay to their Water User Associations (WUAs) to which they belong and the relationship of this price to the professional level and performance of the WUAs. The study included 24 WUAs: 10 River Administration Boards (JV) and 14 Irrigation Canal Associations (AC). The annual operational budget of each WUA, the price paid by users and the management capacities of the board of directors of each WUA were compared. The study also determined the relative value of user payments to WUAs as a proportion of total production costs of the main crops in each zone. The variability of user...

Assessing the outcomes of IWMI’s research and interventions on irrigation management transfer AgEcon
Giordano, Meredith A.; Samad, Madar; Namara, Regassa E..
The purpose of this paper is to summarize IIMI/IWMI's past research and interventions related to irrigation management transfer and to document, to the extent possible, the academic, policy, and technical outcomes of these efforts. The application of a range of direct and indirect measurement techniques suggests an overall positive contribution from IWMI to IMT theory and application.

China’s water pricing reforms for irrigation: effectiveness and impact AgEcon
Liao, Yongsong; Gao, Zhanyi; Bao, Ziyun; Huang, Qingwen; Feng, Guangzhi; Xu, Di; Cai, Jiabin; Han, Huijing; Wu, Weifeng.
Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China’s food security. Currently, irrigation efficiency is very low in general, irrigation water prices cannot fully recover water supply costs, and irrigation facilities are aging due to the lack of funding for O&M (operation & maintenance). Since water prices are regulated by the government, and not determined by the market, water prices did not work effectively in water...

Institutional settings and livelihood strategies in the Blue Nile Basin: Implications for upstream/downstream linkages AgEcon
Haileslassie, Amare; Hagos, Fitsum; Mapedza, Everisto; Sadoff, Claudia W.; Awulachew, Seleshi Bekele; Gebreselassie, Solomon; Peden, Don.
Through rapid assessment of existing literature and review of policy and other official documents, the report synthesizes the existing knowledge and gaps on policies and institutions and identifies key research issues that need in-depth study. The report provides an overview of the range of key livelihoods and production systems in the Blue Nile Basin (BNB) and highlights their relative dependence on, and vulnerability to, water resources and water-related ecosystem services. It also makes an inventory of current water and land related policies and institutions in the BNB, their organizational arrangements, dynamics and linkages and key policy premises. It highlights the major problems in institutional arrangements and policy gaps and makes suggestions for...

Pro-poor irrigation management transfer? AgEcon
International Water Management Institute, IWMI-TATA Water Policy Program.
Driven largely by financial pressures, many governments are transferring full or partial management responsibility for irrigation systems from government agencies to farmers organized into Water User Associations (WUAs). In most cases, improving the situation of poor farmers has been a secondary aim of this reform. But there is increasing evidence that Irrigation Management Transfer (IMT) can actually negatively impact the situation of poor farmers—and, in extreme cases, can even cause the collapse of irrigation schemes. New research assessed two different IMT programs: The Gujarat Participatory Irrigation Management (PIM) program, one of the first IMT programs in India, and the Andhra Pradesh Farmers’ Management of Irrigation Systems (APFMIS) program,...

Synthesis of IWMI work in Nepal AgEcon
Pant, Dhruba; Samad, Madar.
The International Water Management Institute (IWMI) has been working in Nepal since 1986 with the objective of undertaking research in water management and to strengthen the research capabilities of concerned government agencies. The research helped to develop appropriate mechanisms for providing support to Farmer-Managed Irrigation Systems (FMIS) and the initiation of participatory irrigation management (PIM). The river basin studies helped policy formulation for integrated planning and management of water resources besides the methodological contribution through the development of appropriate tools for water management studies. It also contributed to enhancing the capabilities of agency officials and local researchers through their involvement in...
