The Paraíba do Sul river basin is located in Brazilian southeast region and is composed by 180 districts from São Paulo, Minas Gerais and Rio de Janeiro states. Based on an IBGE research results about districts environment, it is analyzed the environmental problems ant their reasons. In this context, the water pollution and erosion questions are analyzed in district extent. After that, the effectiveness of bulk water charge in Rio de Janeiro state, in the four hydrographic regions that compose the Paraíba do Sul river basin in the state, is analyzed. A comparison is made between environment problems that have relationship with water resources and actions to solve them in those four hydrographic regions. The results show that there is a delay between environmental problems pointed out by municipalities and the projects that are being made. The conclusion reflects that bulk water charge is not sufficient to solve the problems pointed out by municipalities in the IBGE research.
