O artigo se propõe a estabelecer a conexão existente entre o processo de mercantilização na agricultura e a insegurança alimentar, considerando como base empírica pesquisa recente realiza no Estado do Rio Grande do Sul. O trabalho explora o tema do autoconsumo desde a perspectiva da agricultura familiar, baseando-se em dados e informações obtidos em estudo de caso realizado em quatro territórios da geografia gaúcha. Os autores buscam demonstrar que a mercantilização da agricultura e do meio rural afeta, em graus distintos, mas inexoravelmente, ao conjunto de famílias rurais. O padrão de desenvolvimento agroexportador promove a exacerbação da especialização regional e mantém submetidas as explorações a uma dinâmica no qual o objetivo essencial passa a ser a rentabilização no uso dos fatores à produção de commodities agrícolas. Surge daí um círculo vicioso em que as famílias renunciam ao esforço por assegurar o atendimento de suas necessidades alimentares com base nos recursos da própria exploração. A estratégia do governo de territorializar a política de segurança alimentar culminou com a criação dos Consórcios de Segurança Alimentar e Desenvolvimento Local (CONSADs). Os autores examinam os avanços e limitações que essa proposta encerra à luz de experiência recente realizada na região das Missões com base em trabalho conjunto realizado pela FAO e governo brasileiro.---------------------------------------------This paper examines the theme of territorial development and feeding security from the recent research done by the Pos-graduation in Agricultural Family Production Systems Program and Agrarian Social Sciences Department of Federal University of Pelotas. Such studies were conduct thanks to the support by CNPq. We propose to analyze herein some of the biggest questions which orient the central investigation, joining some previous conclusions that we could have up to now. One must consider that this research is not through, so we do not intend to exhaust the treatment to the aspects arisen, but amplify one extremely relevant discussion on the public politics point of view. The text is divided, besides this brief presentation, into four sections. The first one offers a quick view about today’s agenda of Brazilian social investigation, upon the point of view of rural studies and on the agriculture situation. We will describe the concept of the “Food Security and Rural Territorial Development” (Desenvolvimento Territorial Rural e Segurança Alimentar) project – called from now on DTRSA Project, as two important definitions for the uptake of this paper. The first one is about the concept of “territorial dynamic development”; the second focus on the food security theme. This section ends with a problem research exposition and also with the former investigations. The second section assembles some general characteristics of the empiric universe of this study, which is, the Rio Grande do Sul State, as well as the methodology used to evaluate the self-consumption question in the exploits context in studied families. The third section shows some conclusion and turns to some questions that still today emerge on the academic debate about food security in agricultural family range, the public politics on warfare against hunger and food insecurity.
