MODELING STATE AGRICULTURE: AN APPLICATION AND SOME IMPLICATIONS AgEcon

A disaggregated econometric model of the agricultural sector at the state level is constructed. Using time series data on West Virginia agriculture and three-stage least squares in estimation, the model is employed to examine how various components of the state's agricultural sector adjust to changes in certain price and nonprice variables. Results reveal characteristics of the state's agricultural economy that are both unique and useful - characteristics that are usually masked in aggregate models but that have profound implications for modeling producer decision making and policy formulation.

REFLECTIONS ON RELEVANCE OF PROFESSIONAL JOURNALS AgEcon

It appears the major private benefit from peer reviewed journals such as the Review of Agricultural Economics (RAE) is certification. To maintain public support for our journals, increased efforts are needed to demonstrate the social benefits from peer reviewed publications. Research cost considerations have led agricultural economists to emphasize applied disciplinary work using secondary data and to ignore the important work of careful data collection and reporting. Moreover, pressures to publish have led to more isolated research efforts ignoring other disciplines. Recommendations to improve the relevance of journal publications include more active efforts by journal editors to make applied journals such as RAE more accessible to the public.

AN ECONOMIC ANALYSIS OF THE RELATIONSHIP OF POVERTY AND INCOME INEQUALITY IN RURAL WEST VIRGINIA AgEcon

Ordinary and two-stage least square regressions were used to examine the major determinants of poverty and income inequality with cross-sectional data of 38 rural counties of West Virginia. The empirical findings confirm the possibility of simultaneity between poverty and income inequality and poverty level is the main determinant of increased levels of income inequality. The proportions of population in welfare, population of age 65 or older, female-headed households, people unemployed, and the level of inequality contributed to increased poverty levels. IMPACTS OF NAFTA ON U.S.-MEXICO AGRICULTURAL TRADE AgEcon

Paper presented at the Northeastern Agricultural and Resource Economics Association's Annual Meeting, Bar Harbor, ME, June 10-12, 2001 Data for 1989-99 indicate that U.S.-Mexico trade has increased substantially under NAFTA. Regression analyses do not provide strong evidence that NAFTA has been an mportant factor since the data indicate a continuation of previous trends. NAFTA resulted in trade under TRQs for previously prohibited products and enabled other trade to continue increasing.

Environmental Provisions in Recent Regional Trade Agreements (2008 & 2009) AgEcon

Despite a failure to achieve closure on the Doha Round of WTO negotiations, regional and bilateral trade agreements involving a variety of countries have continued to be negotiated, signed and implemented. Most of the recent trade agreements have contained some environmental provisions, ranging from a pledge to protect the environment to very extensive environmental requirements. These results appear to reflect a recognition that trade has environmental consequences and that trade agreements can be constructed to help mitigate such effects.

THE NORTHEAST AND INTERREGIONAL COMPETITION FOR BROILERS AgEcon

An interregional model which minimizes production and transportation costs for broilers was developed and tested. Ten production and 22 consumption regions were defined. The results indicate that current flow patterns are relatively efficient given the existing production capacities. As demand increases the increased production will tend to be in the Southwest (Texas) and to a lesser extent in the Southeast (North Carolina). Shadow prices indicate that in the longer run production in the Northeast will continue to decline in relative terms and perhaps in absolute terms.

Agriculture in West Virginia produces significant amounts of income, provides full and part-time employment for substantial numbers of people, helps to make rural areas pleasant places to live, and creates amenities for residents visitors to the state. Agriculture in the State follows the trends in U.S. Agriculture. However, farms in the state are smaller and a larger proportion of its farm income is derived from livestock and livestock products with the poultry industry now surpassing beef cattle as the largest source of farm income.

Agriculture and Environmental Issues in Free Trade Agreements AgEcon

Including environmental issues in trade agreements is controversial, although these issues are an integral part of the NAFTA and WTO agreements as well as being the subject of numerous multilateral environmental treaties and agreements. Despite its inclusion, many members are opposed to allowing the environment an extensive role in the WTO. Nonetheless, the Doha Ministerial Declaration recognizes the environment in negotiating the next trade liberalization agreement. Agriculture and agricultural trade, which were integrated with international trade disciplines in the Uruguay Round, have environmental implications, and the inclusion of agriculture in the WTO introduces complex issues that also have environmental consequences.

Agriculturally Related Environmental Issues in Free Trade Agreements AgEcon

The consideration of environmental matters in trade liberalization agreements has become an issue since they were included in NAFTA and recognized Uruguay round agreement that created the WTO. Many WTO members, especially the less developed countries, remain opposed to including environmental issues in trade agreements. However, Canada, the U.S. and a few other countries now include environmental provisions in their bilateral and regional trade agreements; the U.S. is required to do so under its 2002 Trade Promotion Act (PL 107-210). Furthermore, the declaration establishing the Doha Round of multilateral negotiations recognizes a role, albeit a limited one, for the environment in negotiating the next multilateral trade liberalization agreement....

NAFTA explicitly includes environmental provisions and they are affecting ongoing WTO and FTAA negotiations. ENVIRONMENTAL IMPACTS OF AGRICULTURAL TRADE UNDER NAFTA AgEcon

NAFTA was the first trade liberalization agreement to explicitly include environmental provisions. Both agricultural trade and U.S. FDI in the Mexican food processing and agricultural sectors have increased since NAFTA's implementation. Environmental implications include a greater emphasis on the environment in Mexico as well as positive and negative impacts due to changes in scale, structure and technology in those sectors. Increased use of chemicals due to both increased outputs and a shift to greater horticultural crop production have negative impacts on the Mexican environment but improved technologies in processing produce favorable effects.

Paper presented at the Seventh International Symposium on Society and Resource Management, University of Missouri, Columbia, May 25-27, 1998. The preservation of farmland is an important issue in most areas of the U.S. and all states have enacted legislation to promote this activity. This article reviews the various policy tools for preserving farmland. Use valuation of farmland for property tax purposes is the most common remedy but it is not effective where there are strong incentives to convert land to nonfarm uses because of high land values. The purchase of development rights has become an important method in areas facing severe pressures.

Land costs account for a significant proportion of the total costs for many agricultural products that are traded internationally, especially for the major grain crops that the U.S. exports in competition with several other countries. For owner-operators, a common form of tenure in the U.S. and most other countries, most land costs are implicit and involve few cash outlays, i.e., are opportunity costs that are important in the long-run but that may not affect production decisions in the short-run. The Role of Science in Trade Agreements AgEcon

Member nations of the World Trade Organization are permitted to develop regulations that might restrict trade if they do so for the purpose of protecting human, animal or plant life or health. The regulations, under both the Sanitary/Phytosanitary and Technical Barriers to Trade agreements, must be based on science, be non-discriminatory and be the least-trade-restrictive alternative. Uncertainty, a lack of adequate scientific evidence and differing interpretations have led to disputes about regulations applied by particular countries. If consultations cannot resolve the issues, dispute settlement panels and an appellate body adjudicate them; in these forums, scientific knowledge, studies and testimony by scientists play key roles.
