A Case Study of Technological Switching and Technological Lock-In in the French Fisheries Sector: Why is Sustainable Change so Difficult? ArchiMer
Le Floc'H, Pascal; Daures, Fabienne; Guyader, Olivier; Wilson, James.
Many sectors such as the fishery show classic examples of technological lock-in and path dependence, even though some economists might predict smooth switching toward technologies that are more cost effective and sustainable. We use ideas from the evolutionary economics and public choice literatures to explain why trajectories of technological change, especially in fisheries, may not be smooth at all, but rather punctuated. The interest of technological change and switching behavior for fisheries economists and managers stems from the fact that control of effective effort, often necessary for sustainable management of the resource, remains a central management problem for that sector worldwide, even in developed countries. However, various policies put in...

This description of the French fishing fleets of the North Sea/English Channel/Atlantic for the year 2005 was done in the context of IFREMER's programme, "Information systems and observation techniques, economy and diagnostics of the evolution of resources and their use". This programme brings together projects that have ambitions specific to each. The "Fisheries Information Systems" (FIS) project constitutes the operational and multidisciplinary fisheries observatory. In addition to support for halieutic research programmes and halieutic advisory and experts' missions, the FIS project has as its mission the development of integrated indicators on fisheries and summaries meant for the various actors of the fishing sector (from researchers to the fishermen...

Reviewing of initiatives and approaches for strengthening the competitiveness of fisheries and aquaculture ArchiMer
Daures, Fabienne; Girard, Sophie.
The D3.4 aimed to explore the room for improving competitiveness at the production stage. Based on challenges and bottlenecks initially identified for each of the case studies covered by the SUCCESS project, the report reviews and analyses initiatives taken by producers to improve their competitiveness and sustainability. Some challenges are common to both fisheries and aquaculture sectors; others are more specific. In total, the description and results from 18 initiatives (10 in fisheries and 8 in aquaculture) are presented and there is at least one initiative per case study. Initiatives have been classified by category: New products (2), New production technique/mode (2), Institutional changes (3), Management/ spatial tools (2), Labelling and...

Une évaluation des performances économiques de la pêche côtière : le cas de la région Bretagne ArchiMer
Le Floc H, Pascal; Thebaud, Olivier; Boncoeur, Jean; Daures, Fabienne; Guyader, Olivier.
Fishing activities have a significant role in socio-economic base for a few coastal areas. In this respect, fleets operating mainly in coastal fisheries deserve a special interest due to their narrow links with the home base. However, coastal fleet activities are not very known, restricting the capacity to deliver a diagnosis on their economic viability. This article suggests an assessment of the influence and the economic performance of the coastal fleets in Brittany. Results show similar economic performances for coastal units compared to offshore units. Furthermore, coastal units own additional advantages in relation to their energy consumption and capacity to operate without public subsidies. However, there are vulnerable to fishing effort of offshore...

Fishing fleet typology, economic dependence, and species landing profiles of the French fleets in the Bay of Biscay, 2000-2006 ArchiMer
Daures, Fabienne; Rochet, Marie-joelle; Van Iseghem, Sylvie; Trenkel, Verena.
Thirty French fleets fishing primarily in the Bay of Biscay were defined based on techno-economic input criteria: i) 18 fishing gear or gear combinations ii) the location of fishing grounds visited during a year (<12 nautical miles from coast, beyond 12 nm or both) and iii) total vessel length (<20 m for trawlers and other gears <24 m). The fleets were then characterised in terms of horse power, economic dependence on a list of nine dominant commercial species (sole, Nephrops, sea bass, hake, monkfish, anchovy, cuttlefish, sardine and squid) and their contribution to the landings of these species from the Bay of Biscay. Most fleets derived the majority of their income from one or two among the nine species. Species dependencies changed little...

A bioeconomic analysis of the impact of decommissioning programs: Application to a limited-entry french scallop fishery ArchiMer
Guyader, Olivier; Daures, Fabienne; Fifas, Spyros.
The objective of this paper is to assess the benefits and costs of decommissioning policies aimed at reducing fleet capacity through premiums offered by the public authority to fishermen to scrap their vessels. A case study, the limited entry scallop fishery of the Saint Brieuc Bay, France, is used to con- sider the problem of excess capacity and to model the bioeconomic consequences of disinvestment behavior. Special attention is paid to the assessment of fishermen's willingness to leave the fishery and to the implementation of public policy in terms of budget level and premiums offered to the fishermen. Spreadsheet simulations show that the impact of decommissioning programs is positive in terms of net surplus, even in the case of increasing technical...

Marine Ecosystem Services Assessment to Support Marine Management, from Theory to Practice ArchiMer
Vaschalde, D; Bailly, Denis; Cabral, Pedro; Charles, M; Daures, Fabienne; Davoult, D; Dedieu, K; Foucher, Eric; Guyader, Olivier; Laurans, Martial; Le Mao, Patrick; Le Niliot, P; Levrel, Harold; Martin, Jean Christophe; Marzin, Anahita; Mongruel, Remi; Morisseau, F; Schoenn, Jennifer; Thiebaut, E; Vanhoutte Brunier, Alice.
While economic valuation of ecosystem services (ES) is widely acknowledged as a tool to support decision-making processes, studies have also shown that there exists a literature blindspot on the effective use of economic valuation (Laurans et al. 2013; Marco ne and Mongruel 2014). The VALMER project seeks to bridge this gap between theory and practice by looking at how ecosystem services assessment (ESA) can support marine management and planning. Natural scientists, economists and marine environment managers from various institutions undertook ESAs in six pilot sites over the two sides of the Channel. The objectives of this paper are to share some results of two French ESAs, and to discuss issues and perspectives of ESAs from a marine management...

Quel avenir pour la pêche bretonne ? ArchiMer
Boncoeur, Jean; Berthou, Patrick; Boude, Jean-pierre; Curtil, Olivier; Daures, Fabienne; Guyader, Olivier; Le Floc'H, Pascal; Thebaud, Olivier.
The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. The most immediate criterion, that of the size of the vessels, is strongly correlated to that of the location of the activity. The class of the "less than 12 metres", the more numerous with a little more than a thousand vessels, exercises most of its activity on the coast (12 miles off the base lines). With about 260 vessels, the "12 to...

Interannual variability of fisheries economic returns and energy ratios is mostly explained by gear type ArchiMer
Trenkel, Verena; Daures, Fabienne; Rochet, Marie-joelle; Lorance, Pascal.
According to portfolio theory applied to fisheries management, economic returns are stabilised by harvesting in a portfolio stocks of species whose returns are negatively correlated and for which the portfolio economic return variance is smaller than the sum of stock specific return variances. Also, variability is expected to decrease with portfolio width. Using a range of indicators, these predictions were tested for the French fishing fleets in the Bay of Biscay (Northeast Atlantic) during the period 2001–2009. For this, vessels were grouped into eight fishing fleets based on the gears used and exploited species were grouped into five functional groups. The portfolio width of fleets ranged from 1–3 functional groups, or 4–19 species. Economic fleet...
