Vigneau, Joel; Fifas, Spyros; Foucher, Eric.
The methodology used for obtaining absolute abundance indices for Eastern Channel scallop is described in this paper. For the survey (COMOR), stratified multi-stage random sampling is used. The number of sampled units is computed based on variance estimates from the last survey. Knowledge of gear (Brittany dredge with a diving plate) selectivity and efficiency parameters is required for estimating total exploitable biomass and absolute abundance indices by age and strata. Details of the mathematical development of all estimators are given. A non parametric bootstrap provides confidence intervals for all estimates.

Caractéristiques de dragues et pêcheries ArchiMer
Pitel, Mathilde; Berthou, Patrick; Fifas, Spyros.
Basically, a dredge is a bottom-towed gear and consists of a metal frame with a blade or teeth, to dig into the sediment and extract the shelled molluscs, and a mesh bag to collect the catch. Whereas hand dredging is observed on some intertidal beds (Donax trunculus in France), the use of dredge generally needs a fishing boat. There is a great diversity of dredge types, with specific designs used to target different species in particular beds: Manual dredges for Donax (Donax trunculus), Warty venus (Venus verrucosa) and clams (Venerupis pulastra, Ruditapes sp) Dredges for King scallops (Pecten maximus) Dredges for Warty venus (Venus verrucosa) Dredge for Queen scallops (black and white, Chlamys varia and Chlamys opercularia) Dredges for small...

A bioeconomic analysis of the impact of decommissioning programs: Application to a limited-entry french scallop fishery ArchiMer
Guyader, Olivier; Daures, Fabienne; Fifas, Spyros.
The objective of this paper is to assess the benefits and costs of decommissioning policies aimed at reducing fleet capacity through premiums offered by the public authority to fishermen to scrap their vessels. A case study, the limited entry scallop fishery of the Saint Brieuc Bay, France, is used to con- sider the problem of excess capacity and to model the bioeconomic consequences of disinvestment behavior. Special attention is paid to the assessment of fishermen's willingness to leave the fishery and to the implementation of public policy in terms of budget level and premiums offered to the fishermen. Spreadsheet simulations show that the impact of decommissioning programs is positive in terms of net surplus, even in the case of increasing technical...

Pitel, Mathilde; Fifas, Spyros; Huet, Jerome; Berthou, Patrick.
During the 1950s, the clam played only a bit part in the local maritime context. It was the focus of a different fleet than the king scallop fleet, with a lesser fishing capacity (fleet from the Relecq Kerhuon) and an average annual catch of around 150 tonnes. In the 1960s, with a drop in the king scallop stock, the clam became a substitution resource with productions of over 400 tonnes. The first stages of this evolution are detailed by Le Gall (1969) and Piboubès (1973). Slowly, the fleet developed (from the 70s on, with the progressive arrival of seaweed boats in the fishery) The drop of the production until the disruption of the fishery in the 1980s is the combined consequence of the increase of the fishing capacities with an unfavourable populating...

Since a report by the European Court of Auditor in December 2007, EU officials have been suggesting that the failure of the Common Fisheries Policy (CFP) results from too much non compliance and a weak and inefficient enforcement system. As a result, a stakeholder consultation was organised EU-wide, and a new control regulation has been presented by the European Commission in autumn 2008. The objective of the paper is to discuss the reality and the scope of this assertion in the situation of a French coastal fishery managed through effort control (the Saint-Brieuc scallop fishery). Key outlines of the French control strategy are presented for the first time, based on an extensive work with the key stakeholders (national and regional administrations and...

ArchiMer
Foucher, Eric; Fifas, Spyros.

Providing Integrated Total Catch Advice for the Management of Mixed Fisheries with an Eco-viability Approach ArchiMer
Briton, Florence; Macher, Claire; Merzereaud, Mathieu; Legrand, Christelle; Fifas, Spyros; Thebaud, Olivier.
Well-established single-species approaches are not adapted to the management of mixed fisheries where multiple species are simultaneously caught in unselective fishing operations. In particular, ignoring joint production when setting total allowable catches (TACs) for individual species is likely to lead to over-quota discards or, when discards are not allowed, to lost fishing opportunities. Furthermore, economic and social objectives have been poorly addressed in the design of fisheries harvest strategies, despite being an explicit objective of ecosystem-based fisheries management in many jurisdictions worldwide. We introduce the notion of operating space as the ensemble of reachable, single-species fishing mortality targets, given joint production in a...

ArchiMer
Fifas, Spyros.
The population dynamics is developed upon data on the age-composition of catches collected since 1974 by a sampling technic at two levels (fishing day, vessel). A temporally stratified sampling is carried out. A cohort analysis is realized through these data ; assumptions for the coefficients of natural and indirect fishing mortality are set up. Catchability models for all age groups are fitted. Catchability of the most abundant age groups (2 and 3) is an increasing function of their abundance and of the fishing fleet mean horse power. These functions present a maximum asymptotical value. Their adequation is explained by the adaptations of dredges and by the population sedentary life allowing the concentration of fishing fleet on the most abundant areas. A...

Fifas, Spyros; Le Roy, Didier.

A stochastic viability approach to ecosystem-based fisheries management ArchiMer
Doyen, Luc; Thebaud, Olivier; Bene, Christopher; Martinet, V.; Gourguet, S.; Bertignac, Michel; Fifas, Spyros; Blanchard, Fabian.
Academia and management agencies show a growing interest for ecosystem-based fishery management (EBFM). However, the way to operationalize this approach remains challenging. The present paper illustrates how the concepts of stochastic co-viability, which accounts for dynamic complexities, uncertainties, risk and sustainability constraints, can be useful for the implementation of EBFM. In the present case, this concept is used to identify fishing strategies that satisfy both ecological conservation and economic sustainability in a multi-species, multi-fleet context. Economic Viability Analysis (EVA) and the broader Co-Viability Analysis (CVA), are proposed to expand the usual Population Viability Analysis (PVA) and precautionary approach. An illustration is...

Estimating MSY and MEY in multi-species and multi-fleet fisheries, consequences and limits: an application to the Bay of Biscay mixed fishery ArchiMer
Guillen, Jordi; Macher, Claire; Merzereaud, Mathieu; Bertignac, Michel; Fifas, Spyros; Guyader, Olivier.
Most worldwide fish stocks are overexploited, and so exploited beyond the Maximum Sustainable Yield (MSY) and the Maximum Economic Yield (MEY). Not exploiting fisheries resources at MSY or MEY leads to the loss of production and rents from the fisheries. A large part of the EU fisheries are managed based on single species stock assessments; however, in reality, most species are caught together with other species and by different fleets. In multi-species and multi-fleet fisheries, single species assessments, and consequently MSY and MEY reference points, are often not valid, and so the catch recommendations. In this paper it is investigated the MSY and MEY estimation in multi-species and multi-fleet fisheries in comparison to single species assessments....
