Las políticas agrícolas, requieren de una coherencia con las políticas macroeconómicas. El objetivo central de la investigación, fue analizar la participación del gobierno mexicano en el desarrollo del sector agropecuario en el periodo de 1995 a 2009. La metodología utilizada es mediante el análisis multivariado. La política agrícola se clasifico en cuatro grupos, y en cada uno se efectuó un análisis de componentes principales, de donde se obtuvo por un lado información referente a la estructura de cada grupo, y por el otro, dadas las propiedades del análisis, se redujo el número de variables originales de política agrícola a unas cuantas variables nuevas o componentes principales. Las mediciones tradicionales de la contribución del sector agropecuario a la economía se reducen básicamente al aporte que éste hace al Producto Interno Bruto (PIB), esto debido a las limitaciones estadísticas que impiden generar modelos y realizar análisis detallados. We argue that the often-proclaimed disregard of ex-ante assessments of the provision of ecosystem goods and services in policy-making processes is not only due to a neglect or a misinterpretation of the results of such assessments in the relevant political processes, but also due to an inaccurate inclusion of political variables into those assessments. To address this weakness, we combine a model-based scenario analysis with a policy network analysis. Analyzing the structure of the policy network and taking into account the policy preferences of the individual network actors allows us to assess the feasibility and likelihood of policy developments as derived from scenario-based modeling assessments. We present a modeling framework that synthesizes social, economic, and ecological aspects of landscape change to evaluate how different agricultural policy and land tenure scenarios and land management preferences affect landscape pattern and downstream water quality. We linked a stylized agent-based model (ABM) of farmers’ conservation practice adoption decisions with a water quality model, the Soil and Water Assessment Tool (SWAT), to simulate the water quality effects of changing land tenure dynamics and different policies for crop revenue insurance in lieu of commodity payments over 41 years (1970–2010) for a predominantly agricultural watershed of Lake Erie. Assessing Participation in the Milk Income Loss Contract Program and its Impact on Milk Production AgEcon

The MILC program, a counter-cyclical income support program, was designed to provide price support to dairy farmers. Since the inception of the MILC program it has been argued that the program is inefficient and rewards inefficiency by keeping high cost, small dairy farms in business. Large dairy producers have expressed concerns that the MILC payments have negatively affected their farming income. Using farm-level, ARMS data from 2005, this study investigated the factors that affect farmer’s decision to participate in MILC program and if participation in MILC has an impact on milk production. Evaluating the Saskatchewan Short-Term Hog Loan Program AgEcon

The Saskatchewan short-term hog loan program of 2002 provided a non-market credit line to participating hog producers. The repayment conditions for cash advances committed to by the provincial government depend on later hog prices, and so the program has derivative contract attributes. We model the contracts and use an estimated spot price stochastic process to establish summary statistics for producer benefits from the program.

A note on the performance measure of conservation auctions AgEcon
Latacz-Lohmann, Uwe; Schilizzi, Steven.
We argue that previous assessments of discriminatory-price conservation auctions may have systematically overestimated their performance relative to uniform-payment schemes due to an inappropriate counterfactual comparison. We demonstrate that the cost curve (and not the bid curve) is the relevant supply curve when a uniform payment is offered and provide a theoretically rigorous counterfactual based on that insight. We estimate that the performance of BushTender may have been overrated by more than 50%.

What makes agriculture especially deserving of an active government safety net? What is different about agricultural production? Are we concerned about a safe and reliable food supply or about farmers' incomes and returns to assets? Those who make farm policy base their arguments on all of these points: the diffuse nature of agricultural production, the inherent production risk in agriculture, the need for a safe and reliable food supply, shortcomings in farm income, and low returns to assets in agriculture. This paper addresses these points and, in so doing, rules out some of these concerns as legitimate bases for current agricultural policies. The Complexities of the Interface between Agricultural Policy and Trade AgEcon

Tariff and non-tariff barriers are widespread as applied to agricultural trade. The theory of gains from trade considers the impacts of free trade relative to no trade and to non-tariff barriers, while the theory of agricultural policy generally places little weight on the international trading sector. However, it is necessary to combine agricultural policy with the international trading sector so that agricultural policy instruments such as price supports are considered together with barriers to trade such as tariffs. This is possible within the context of welfare economics when considering the costs and benefits of alternative agricultural and trade policies.

Debt, Trade, and Payments Issues of Developing Countries and U.S.-Mexican Economic Interdependencies AgEcon
Debt problems of developing countries seriously constrain their economic and social development as well as the prospects and pace of economic recovery in the developed countries. Debt and trade problems of Mexico are particularly important for the U.S. agricultural economy because of the size and importance of U.S.-Mexican agricultural trade. The importance of Mexico as a U.S. trading partner lends importance to research on Mexican supply, demand, and trade of agricultural commodities and on macroeconomic and monetary policies affecting Mexico's demand and capacity to import. The ninth meeting of the Consortium on Trade Research focused on the debt, trade, and payments problems of developing countries and on U.S.-Mexican economic relationships.

Dynamic modelling of agricultural policies: the role of expectation schemes AgEcon

The highly disputed effects of agricultural trade liberalisation are mostly simulated with static models. Our main objective in this paper is to evaluate the robustness of the static simulation results to the consistent modelling of dynamic behaviours and to the linked specification of price/return expectations. Focusing on a complete trade liberalisation scenario of arable crop markets by developed countries, we find that available static results are quite robust to dynamic specifications and to most expectation schemes. Endogenous market fluctuations due to expectation errors may appear following trade liberalisation. These fluctuations are nevertheless limited by the many feedback effects revealed by our general equilibrium framework.

There have been different degrees of exchange rate disequilibrium in the developing countries during transition or reform periods since the mid 1980s. The level of the exchange rate and its misalignment can have significant impacts on agricultural policy measures such as Producer Support Estimates (PSEs). In the conventional PSE analysis, however, the actual (nominal) exchange rates are used. There is general agreement that the use of actual exchange rates may introduce a bias in the PSE calculations, and that this bias can be substantial in some cases.
