Balancing Development and Conservation? An Assessment of Livelihood and Environmental Outcomes of Nontimber Forest Product Trade in Asia, Africa, and Latin America Ecology and Society
Kusters, Koen; Center for International Forestry Research (CIFOR); k.kusters@cgiar.org; Achdiawan, Ramadhani; Center for International Forestry Research (CIFOR); r.achdiawan@cgiar.org; Belcher, Brian; Center for International Forestry Research (CIFOR); b.belcher@cgiar.org.
This article addresses the question, to what extent and under which conditions nontimber forest product (NTFP) trade leads to both livelihood improvement and forest conservation. We based the analysis on a standardized expert-judgment assessment of the livelihood and environmental outcomes of 55 cases of NTFP trade from Asia, Africa, and Latin America. The results show that NTFP trade benefits several components of peoples' livelihoods, but may increase inequality between households. Involvement of women in the production-to-consumption system (PCS) tends to have a positive impact on intrahousehold equity. In 80% of the cases, the commercial production of NTFPs does not enable people to make financial investments to increase quality and quantity of...

The Northern Highlands Lake District of Wisconsin is in transition from a sparsely settled region to a more densely populated one. Expected changes offer benefits to northern Wisconsin residents but also threaten to degrade the ecological services they rely on. Because the future of this region is uncertain, it is difficult to make decisions that will avoid potential risks and take advantage of potential opportunities. We adopt a scenario planning approach to cope with this problem of prediction. We use an ecological assessment framework developed by the Millennium Ecosystem Assessment to determine key social and ecological driving forces in the Northern Highlands Lake District. From these, we describe three alternative scenarios to the year 2025 in which...

Assessing Changes in Fisheries Using Fishers’ Knowledge to Generate Long Time Series of Catch Rates: a Case Study from the Red Sea Ecology and Society
Tesfamichael, Dawit; Fisheries Centre, University of British Columbia; Department of Marine Science, University of Asmara; d.tesfamichael@fisheries.ubc.ca; Pitcher, Tony J.; Fisheries Centre, University of British Columbia; pitcher.t@gmail.com; Pauly, Daniel; Fisheries Centre, University of British Columbia; d.pauly@fisheries.ubc.ca.
The data requirements for most quantitative fishery assessment models are extensive, and most of the fisheries in the world lack time series of the required biological and socioeconomic data. Many innovative approaches have been developed to improve data collection for fisheries. We explored the use of data from fishers’ interviews to estimate time series of approximate “best” catch rates. A total of 472 standardized interviews were conducted with 423 fishers along the southern Red Sea coast recording the best catch recalled and the change in average catch rates throughout the fishing career of interviewees. The results showed a decline of best catch rates in all fisheries, ranging from 4% to 10% per year for more than 50...

Assessments of ecosystem services and human well-being in Thailand build and create demand for coproductive capacity Ecology and Society
Lebel, Louis; Chiang Mai University, Thailand; llebel@loxinfo.co.th; Wattana, Suchada; Policy and Planning Bureau, Ministry of Interior, Thailand; suchadawattana@hotmail.com; Talerngsri, Pawin; United Nations Development Programme; pawin.talerngsri@undp.org.
Assessments of ecosystem services have been proposed as one way of incorporating concerns about environmental change and ecosystem conditions into subnational development planning. In Thailand a policy window for such initiatives is opening because of a transition in national policy toward area-based planning combined with broader political reforms to expand public participation and encourage more evidence-based decision making. We explored three case studies in Thailand in which central and local government agencies and research organizations partnered to engage local communities and other stakeholders in assessments of ecosystem services and human well-being. The analysis focused on the role ecosystem assessments play in building and creating demand...

Analysis of gear interactions in a hake fishery: The case of the Gulf of Lions (NW Mediterranean) ArchiMer
Aldebert, Yvonne; Recasens, Laura; Lleonart, Jordi.
The hake of the Gulf of Lions is the most important target species of the demersal fishery. It is exploited by four types of gear (two trawls, gillnet and longline) used by two countries (France and Spain). Some analyses of its dynamics, based on 19 88 length frequency data by gear, have been performed. These analyses consisted in a VPA (Virtual Population Analysis). phis a Y/R (Yield per Recruit analysis) carried out on two parameter scenarios by sex, under a steady state hypothesis (with constant recruitment). Some estimates of biomass and exploitation level were obtained, and sensitivity to the biological parameters and interaction between types of gear were studied. As a main conclusion, it can be seen that the types of gear fishing mainly small...

Les campagnes d'évaluation du stock de coquilles Saint-Jacques en Manche orientale : méthodologie et estimation des indices d'abondance ArchiMer
Vigneau, Joel; Fifas, Spyros; Foucher, Eric.
The methodology used for obtaining absolute abundance indices for Eastern Channel scallop is described in this paper. For the survey (COMOR), stratified multi-stage random sampling is used. The number of sampled units is computed based on variance estimates from the last survey. Knowledge of gear (Brittany dredge with a diving plate) selectivity and efficiency parameters is required for estimating total exploitable biomass and absolute abundance indices by age and strata. Details of the mathematical development of all estimators are given. A non parametric bootstrap provides confidence intervals for all estimates.

A triage approach to improve the relevance of marine ecosystem services assessments ArchiMer
Pendleton, Linwood; Mongruel, Remi; Beaumont, Nicola; Hooper, Tara; Charles, Mahe.
Ecosystem services assessments are increasingly being used to inform marine policy and planning. These assessments involve significant time, effort, and expertise. It is important at the outset to determine which of many ecosystem services should be quantified and which measures of ecological output, economic impact, or value should be assessed. Furthermore, the literature shows that in practice such assessments are unevenly applied and rarely used effectively in decision-making processes. We develop a structured decision-making approach, called a triage, to assess what types of ecosystem services should be assessed to improve the uptake and usefulness of such information in marine planning. Two case studies, in France and the United Kingdom, provide...

Devreker, David; Lefebvre, Alain.
This report is the second assessment of French marine water eutrophication status (descriptor 5) done in the framework of the MSFD. The goal of this report is to determine if French marine water reach the Good Ecological State as defined by the MSFD. It stands next to the initial evaluation made in 2012, from which it is an update. It introduces the second cycle of the Marine Environment Action Program. It shows that French marine waters, behind the 12 nm line, reach the GES as defined by the MSFD. Problems link to eutrophication occurs in marine waters above the 12 nm, where 6.5% of the area do not reach the GES.

Integrated chemical and biological assessment of contaminant impacts in selected european coastal and offshore marine areas ArchiMer
Hylland, Ketil; Robinson, Craig D.; Burgeot, Thierry; Martinez-gomez, Concepcion; Lang, Thomas; Svavarsson, Jorundur; Thain, John E.; Vethaak, A. Dick; Gubbins, Mattew J..
This paper reports a full assessment of results from ICON, an international workshop on marine integrated contaminant monitoring, encompassing different matrices (sediment, fish, mussels, gastropods), areas (Iceland, North Sea, Baltic, Wadden Sea, Seine estuary and the western Mediterranean) and endpoints (chemical analyses, biological effects). ICON has demonstrated the use of a framework for integrated contaminant assessment on European coastal and offshore areas. The assessment showed that chemical contamination did not always correspond with biological effects, indicating that both are required. The framework can be used to develop assessments for EU directives. If a 95% target were to be used as a regional indicator of MSFD GES, Iceland and offshore...

Radar altimeters have been measuring ocean significant wave height for more than three decades, with their data used to record the severity of storms, the mixing of surface waters and the potential threats to offshore structures and low-lying land, and to improve operational wave forecasting. Understanding climate change and long-term planning for enhanced storm and flooding hazards are imposing more stringent requirements on the robustness, precision, and accuracy of the estimates than have hitherto been needed. Taking advantage of novel retracking algorithms, particularly developed for the coastal zone, the present work aims at establishing an objective baseline processing chain for wave height retrieval that can be adapted to all satellite missions. In...

Scenario analyses have been used in multiple science-policy assessments to better understand complex plausible futures. Scenario archetype approaches are based on the fact that many future scenarios have similar underlying storylines, assumptions, and trends in drivers of change, which allows for grouping of scenarios into typologies, or archetypes, facilitating comparisons between a large range of studies. The use of scenario archetypes in environmental assessments foregrounds important policy questions and can be used to codesign interventions tackling future sustainability issues. Recently, scenario archetypes were used in four regional assessments and one ongoing global assessment within the Intergovernmental Science-Policy Platform for Biodiversity...

Utilisation de l'écho-intégration en recherche halieutique (Analyse de 5 campagnes effectuées dans le Golfe de Gascogne de 1983 à 1987) ArchiMer

Afler a short review of acoustic principles, methodology and purposes of accustic surveys are described and some examples given. IFREMER instrumentation, strategy and calculations used during echo sur veys are  described in details and criticized. Five acouslic sur veys carried o t in the Bay of Biscay between 1983 and 1987 show that several species are generally mixed , and lheir identification is very oflen biased by behaviour phenomena. A new way of classi fying echotraces and interpretating data has been applied to these surveys. The results are summarized in tables and maps. Whenever multispecies structures are concerned, it seems at present impossible to assess absolute biomasses based on acoustic survey method. ln such a situation, acoustic surveys...

Gonson, Charles.
Coastal areas are complex socio-ecosystem where ecological, human and decisional compounds show multiple and reciprocal relationships. Because of the growth of population and tourism sector, coastal areas are permanently threatened through increase of recreational uses and diversification of related activities. To better understand coastal areas functioning, it is necessary to take into account uses and their management. Monitoring data over a ten years period revealed that recreational uses greatly increased especially within Marine Protecting Areas (MPA), during week-end days and warm season resulting to higher and more frequent frequentation peaks. While, practices within MPA are managed to decrease impacts, pressures associated with recreational uses...

Intersection-union tests for characterising recent changes in smoothed indicator time series ArchiMer
Trenkel, Verena; Rochet, Marie-joelle.
Using indicator time series for assessment and management requires methods for characterising recent time trends. We propose an approach where first the indicator time series is smoothed using a generalised additive model with optimal selection of the degree of smoothness. Second an intersection-union test is carried out using two test statistics which are the occurrence of the global maximum (or minimum) within the most recent years and the signs of the estimated annual first derivatives of the smoothed indicator times series during the same period, including years with missing data. The proposed test is applied to fish abundance indices for the North Sea, for which it is they are able to pick up changes happening during the last 3-5 years in contrast to...

First Comprehensive Quantitative Multi-Parameter Assessment of the Eutrophication Status from Coastal to Marine French Waters in the English Channel, the Celtic Sea, the Bay of Biscay, and the Mediterranean Sea ArchiMer
Lefebvre, Alain; Devreker, David.
The first quantitative and comprehensive assessment of the eutrophication status from coastal to offshore French waters was performed within the Marine Strategy Framework Directive (MSFD descriptor 5) for the English Channel, the southern bight of the North Sea, the Celtic Seas, the Bay of Biscay and the Western Mediterranean Sea. Based on a combination of different data sources (in situ, satellite, and modeling products), a fully-integrated dataset was generated over the period 2010–2016. Using the best available knowledge on the eutrophication process and definition, the assessment procedure was implemented considering nutrient pressures, and direct and indirect effects of excessive inputs. The different steps of the assessment were: (i) Establishment of...

Evidence of a variable "unsampled" pelagic fish biomass in shallow water (< 20 m): the case of the Gulf of Lion ArchiMer
Brehmer, P; Guillard, J; Guennegan, Yvon; Bigot, Jean-louis; Liorzou, Bernard.
Studies of small pelagic fish biomass are limited by the fact that research vessels and fishing boats are usually restricted to working areas with a bottom depth > 20 m. Consequently, "unsampled" areas can represent a large proportion of the continental shelf, and the biomass in those areas can be important and must be taken into account in assessment methods in order to avoid misleading interpretations in population dynamics. A time-series tell years long has been compiled from acoustic-assessment surveys of small pelagic fish stocks, and the results show an overall increase in the acoustic fish density towards the coast, where values were the highest. Additional experiments on transects covering shallow-water areas (5-20 m) were conducted from 2001 to...
