Research shows households are more likely to be poor in rural versus urban America. Does this phenomenon partly reflect that people who choose rural residence have unmeasured attributes related to human impoverishment? To address this, two models are estimated using Panel Study of Income Dynamics data. A single equation Probit model of household poverty replicates the well-documented finding of higher poverty risk in rural places. However, a two-stage instrumental variables approach accounting for residential choice finds no measured effect of rural location on poverty. Results suggest failure to correct for endogenous rural residence leads to over-estimation of the "rural effect". |

The objective of this paper is identify the determinants of reaction to decoupling, focusing, in particular, on farm strategies and investment behaviour both on-farm and off-farm investment. The paper analyses a sample of 248 farm-households located in 8 EU countries, using decision tree algorithms. The factors emerging as determinants of an increase of on-farm investment as a reaction to decoupling are the existence of a successor, age, farm size, part time vs. full time head of farm. Allowing for the use of country variables, these tend to account already for the factors listed above and become the main predictors, followed by labour endowment, specialisation and expectations. |

Most adults are married, plan for retirement with their spouse, and pool assets to a significant degree. How then are each individual’s risk preferences combined in choosing the portfolio that represents for them the optimal tradeoff between risk and return? There are two pathways through which marriage could amplify the expression of individual risk preferences at the household level. First, if people choose spouses in part based on their appetite for risk, or another characteristic correlated with risk tolerance, then there could be polarization of household level risk preferences towards extremes. Second, spouses may strategically adjust their decisions to compensate for their spouse’s preferences. Is an only mildly risk averse person that is... |

Farming communities in water-scarce regions increasingly practice the use of urban wastewater in agriculture. Untreated urban wastewater is generally considered unacceptable for direct use because of potential health risks. However, in many parts of the world, poor farmers in peri-urban areas use untreated wastewater. This situation is considered likely to continue even in the foreseeable future due to the high investment cost associated with the installation of treatment facilities. |

This Working Paper presents a framework for assessing the impact of livestock diseases on the household economy and at local level. The framework is designed to help decision and policy makers in their selection of pro-poor livestock interventions. It should also help to protect them from making decisions under unwanted pressure from strong, non-objective political voices. The immediate users of the assessment methods presented in the Working Paper are expected to be consultants who have to evaluate interventions on behalf of their clients. These clients may be multi and bi lateral donors and, possibly, NGOs. Other users of the output could be governments receiving aid and communities receiving support. The author has drawn upon past experience to... |
