The notion that effective environmental governance depends in part on achieving a reasonable fit between institutional arrangements and the features of ecosystems and their interconnections with users has been central to much thinking about social-ecological systems for more than a decade. Based on expert consultations this study proposes a set of six dimensions of fit for water governance regimes and then empirically explores variation in measures of these in 28 case studies of national parts of river basins in Europe, Asia, Latin America, and Africa drawing on a database compiled by the Twin2Go project. The six measures capture different but potentially important dimensions of fit: allocation, integration, conservation, basinization, participation, and...

Adaptation of forest management practices in the context of rapid climatic and socioeconomic changes is a global concern. Stakeholders in the forest-based sector as well as policy makers need improved methods and tools to assess potential impacts of changes in management on sustainability indicators. In this special feature, we introduce a methodological framework for classification of forest management approaches in European forestry and explore how changes in forest management might affect the delivery of various ecosystem goods and services and appropriate sustainability indicators over time and space from local to continental scales. The complementary papers in this special feature explore different aspects of sustainability and risks in representative...

Variance as a Leading Indicator of Regime Shift in Ecosystem Services Ecology and Society
Brock, William A; University of Wisconsin-Madison; WBrock@ssc.wisc.edu; Carpenter, Stephen R; University of Wisconsin-Madison; srcarpen@wisc.edu.
Many environmental conflicts involve pollutants such as greenhouse gas emissions that are dispersed through space and cause losses of ecosystem services. As pollutant emissions rise in one place, a spatial cascade of declining ecosystem services can spread across a larger landscape because of the dispersion of the pollutant. This paper considers the problem of anticipating such spatial regime shifts by monitoring time series of the pollutant or associated ecosystem services. Using such data, it is possible to construct indicators that rise sharply in advance of regime shifts. Specifically, the maximum eigenvalue of the variance-covariance matrix of the multivariate time series of pollutants and ecosystem services rises prior to the regime shift. No...

Responsibility for the management of many protected areas in the Northern Territory, Australia, is shared between the management agency and the aboriginal owners of that land. We describe (1) the creation and types of indicators developed by partners in a participatory process to measure management effectiveness, (2) the assessment method used to monitor progress, and (3) the results of the first cycle of evaluations in four jointly managed parks. Although each pilot park area has distinctive features, we were able to identify a set of twelve common indicators that were applied across the four park areas. The agreed indicators, which were scored using a color scale to indicate level of achievement, were primarily concerned with process rather than outcome,...

New and alternative models for agri-food production and consumption have brought up questions regarding the effects they have on local development processes in terms of the economic exploitation of rural areas as well as environmental, cultural, and social factors. The agri-food system proposed by the Slow Food (SF) Presidia Project, which focuses on farm-to-market systems for local, high-quality, sustainable products, can respond to the new and emerging needs of both rural and urban populaces via several approaches in addition to food production itself. However, evaluating these parameters is challenging. The aim of this study was to develop an indicator-based tool to monitor the sustainability in agri-food systems that considers quality as well as...

The need to track climate change adaptation progress is being increasingly recognized but our ability to do the tracking is constrained by the complex nature of adaptation and the absence of measurable outcomes or indicators by which to judge if and how adaptation is occurring. We developed a typology of approaches by which climate change adaptation can be tracked globally at a national level. On the one hand, outcome-based approaches directly measure adaptation progress and effectiveness with reference to avoided climate change impacts. However, given that full exposure to climate change impacts will not happen for decades, alternative approaches focus on developing indicators or proxies by which adaptation can be monitored. These include systematic...

Managing agricultural biotechnology in Colombia Electron. J. Biotechnol.
Schuler,Ingrid; Orozco,Luis Antonio.
The international scenario for biotechnology shows a rapid tendency at industrialized countries in the increase of publications, patents, enterprises and novel solutions for the industry, the environment, health and agriculture. Nevertheless, Colombia has an important delay in relation to the international scientific development and the capacity to generate wealth and services for its productive systems. This delay has been one of the concerns of the country's policy during the last years, and more precisely since 2002, when for the first time biotechnology was included in a National Development Plan as one of the mechanisms for competitiveness and the use of biodiversity and genetic resources. This paper is the result of a survey conducted in 2005 aimed...

Models and indicators for assessing conservation and fisheries-related effects of marine protected areas ArchiMer
Pelletier, Dominique; Claudet, Joachim; Ferraris, J; Benedetti Cecchi, L; Garcia Charton, J.
Two kinds of approaches have been used for assessing conservation and fisheries-related effects of marine protected areas (MPAs): (i) statistical modelling based on field data and (ii) mathematical modelling quantifying the consequences of MPAs on the dynamics of populations, communities, and fisheries. Statistical models provide a diagnostic on the impact of MPAs on the ecosystem and resources; they are also needed for devising and assessing sampling designs for monitoring programs. Dynamic models enable exploration of the consequences of MPA designs and other management policies. We briefly review how each of these approaches has been implemented up to now in the literature and identify potential indicators of MPA effects that can be obtained from each...

Indicator-Based Geostatistical Models For Mapping Fish Survey Data ArchiMer
Petitgas, Pierre; Woillez, Mathieu; Doray, Mathieu; Rivoirard, Jacques.
Marine research survey data on fish stocks often show a small proportion of very high-density values, as for many environmental data. This makes the estimation of second-order statistics, such as the variance and the variogram, non-robust. The high fish density values are generated by fish aggregative behaviour, which may vary greatly at small scale in time and space. The high values are thus imprecisely known, both in their spatial occurrence and order of magnitude. To map such data, three indicator-based geostatistical methods were considered, the top-cut model, min–max autocorrelation factors (MAF) of indicators, and multiple indicator kriging. In the top-cut and MAF approaches, the variable is decomposed into components and the most continuous ones...

Towards multidisciplinary indicator dashboards for coral reef fisheries management ArchiMer

The diversity of reef ecosystems, the multiplicity of reef resource uses and the breadth of the range of the island socio-cultural contexts concerned make coral reef fisheries (CRF) management in the South Pacific a complex task. The health and state of the targeted resources depend both on ecosystem characteristics (as determined by ecological and biological factors) and on fishing pressure, whose effects are only partly known. Increasing harvests from commercial and recreational fishing increasingly overlap with traditional Subsistence activity, creating an important CRF management challenge. This paper presents a new approach to CRF assessment and monitoring by providing a set of multidisciplinary indicators. The fisheries system is assessed from three...

Small scale fisheries in Europe: A comparative analysis based on a selection of case studies ArchiMer

Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which...

Little work dealing with the evaluation of aquaculture system sustainability has so far been undertaken on a global and comparative basis. Moreover, such work is mostly based on very unbalanced approaches in terms of the dimensions of sustainable development that are taken into account. The approach adopted in this article is designed to encompass all the dimensions of sustainability including the institutional one (governance). The taking into account of this latter, in particular, together with the role played by aquaculture in sustainability at the territorial level gives the approach its original and innovative nature. The process of establishing the checklist of sustainability indicators in aquaculture relies on a hierarchical nesting approach which...

Évaluation du descripteur 5 « Eutrophisation » en France métropolitaine. Rapport scientifique pour l’évaluation 2018 au titre de la DCSMM ArchiMer
Devreker, David; Lefebvre, Alain.
This report is the second assessment of French marine water eutrophication status (descriptor 5) done in the framework of the MSFD. The goal of this report is to determine if French marine water reach the Good Ecological State as defined by the MSFD. It stands next to the initial evaluation made in 2012, from which it is an update. It introduces the second cycle of the Marine Environment Action Program. It shows that French marine waters, behind the 12 nm line, reach the GES as defined by the MSFD. Problems link to eutrophication occurs in marine waters above the 12 nm, where 6.5% of the area do not reach the GES.

Impact des mesures de gestion sur la dynamique de la pêcherie pélagique du golfe de Gascogne : Quelles certitudes ? Quels descripteurs ? ArchiMer
Lehuta, Sigrid.
Quantitative evaluations of management measure impact on resource and fleet viability are required to provide diagnostics and feed decision process. Fisheries are complex systems where numerous dynamics interact at various spatial and temporal scales. This complexity and the difficulty to observe marine systems are responsible for the high uncertainty surrounding fishery functioning that makes it hard to identify adequate management measures. The increasing consideration of uncertainties in diagnostics argues in favor of robust management measures rather than optimal management measures. Identifying robust management measures requires the development of models that account for complexity and uncertainty in the description and prediction of management...

Combining indicator trends to assess ongoing changes in exploited fish communities: diagnostic of communities off the coasts of France ArchiMer

We present a method for combining individual indicator results into a comprehensive diagnostic of fishing impacts on fish populations and communities. A conceptual framework for interpreting combined trends in a set of simple indicators is proposed, relying beforehand on qualitative expectations anchored in ecological theory. The initial state of the community is first assessed using published information. Which combinations of trends are acceptable or undesirable is decided, depending on the initial status. The indicators are then calculated from a time-series and their time trends are estimated as the slopes of linear models. Finally, the test results are combined within the predefined framework, providing a diagnostic on the dynamics of fishing impacts...
