Towards Adaptive Management: Examining the Strategies of Policy Entrepreneurs in Dutch Water Management Ecology and Society
Brouwer, Stijn; VU University Amsterdam, Institute for Environmental Studies (IVM); stijn.brouwer@ivm.vu.nl; Biermann, Frank; VU University Amsterdam, Institute for Environmental Studies (IVM); frank.biermann@ivm.vu.nl.
The growing awareness of the complexities and uncertainties in water management has put into question the existing paradigms in this field. Increasingly more flexible, integrated, and adaptive policies are promoted. In this context, the understanding of how to effect policy change is becoming more important. This article analyzes policy making at the micro level, focusing on the behavior of policy entrepreneurs, which we understand here as risk-taking bureaucrats who seek to change policy and are involved throughout the policy-change process. Policy entrepreneurs have received a certain level of attention in the adaptive co-management literature and the policy sciences in past decades. Yet, the understanding of the actions they can take to facilitate...

THE SUCCESS OF THE BRAZILIAN ALCOHOL PROGRAM (PROÁLCOOL) - A DECADE-BY-DECADE BRIEF HISTORY OF ETHANOL IN BRAZIL REA
Stolf,Rubismar; Oliveira,Ana Paula Rodrigues de.
ABSTRACT The National Alcohol Program (Proálcool) was a strategic policy of the Brazilian government to replace petroleum-based fuels with alcohol (ethanol). Based on the review, we can choose the 1960s as a start point for a leap in development. Over the 500 years of sugarcane history in Brazil, the crop enters the second decade of the 21st century with extraordinary strength and prestige, reaching its highest production in history. This made Brazil a leader in sugar and ethanol productions worldwide, with an energy-independent agribusiness. Moreover, effluents and polluting wastes were transformed into high-value inputs (e.g., vinasse, filter cake, and others). Environmentally friendly actions included developing organic cane production technology,...

ROMANIAN INSURANCE BUSINESS TRENDS AND THE INTERNATIONAL CRISIS EFFECTS ON IT AgEcon
Joldes, Cosmin; Horobet, Alexandra.
Is it interesting a 2 billion euro insurance market for the “old” Europe? “Not very much” one may say considering this figure represents no more than 16% of the insurance turn-over in the case of the most recent entry in the Romanian market, Groupama. The answer is still not as simple as that because “interesting” in business terms is not only about today, but very much about tomorrow. By the end of 2007 it was obvious that the Romanian insurance market is far from calming down. Not only that for the time being change is still the main real constant in use, but figures show that the market environment becomes more challenging than ever these days. The market situation showed that this allegation it was by that time more likely to be true than ever.

Bergevoet, Ron H.M.; Kuipers, Abele; Marija, Klopcic.
Agriculture in Slovenia is characterized by less-favourable natural and structural conditions. Exploratory Research into the Resilience of Farming Systems during Periods of Hardship AgEcon
Parsonson-Ensor, Chris; Saunders, Caroline M..
This paper investigates the management strategies and responses used by New Zealand sheep and beef farmers to ensure resilience during periods of hardship. Using two, farm level surveys conducted in 1986 and 2010, some aspects of resilient farming systems were identified. Despite apparent hardship current farmers seemed more willing to take risks, with many more borrowing to invest in on farm developments than those in 1986. The main similarity between time periods was the greatest response to economic changes being the adoption of a low input policy. This result was quite significant, as conventional farmers are generally believed to resort to other strategies or responses.
