The relative merits of different systems of property rights to allocate water among different extractive uses are evaluated for the case where variability of supply is important. Three systems of property rights are considered. In the first, variable supply is dealt with through the use of water entitlements defined as shares of the total quantity available. In the second, there are two types of water entitlements, one for water with a high security of supply and the other a lower security right for the residual supply. Experiments in economics and their application to policy design continue to gain increasing popular appeal. Australia is investing in training, capacity building and international partnerships to bring these skills to our policy makers. Economic experiments are used to test policy-related hypotheses: to examine the behavioural processes upon which the policy is built, identify policy bugs, confirm incentive mechanism performance, investigate new decision processes, and illustrate economic allocation systems to stakeholders. Farming systems throughout the Murray-Darling Basin are under increasing scrutiny from the perspective of ecological sustainability of farm and catchment systems. In northern Victoria, the dairy industry is a major user of water, and contributes to the environmental issues. Changes in irrigation water price, availability and policy will invariably impact on the viability of dairy farming in this region, but the diversity of dairy farm systems suggests that the impact will vary between farms. Two case study farms, a 'water reliant' farm and a 'fodder reliant' farm, were used to examine economic and social impacts of changes in water price, availability and policy. |
