Structure and Power in Multilateral Negotiations: An Application to French Water Policy AgEcon

Stakeholder negotiation is an increasingly important policymaking tool. However, relatively little is understood about the relationship between the structure of the negotiating process and the effectiveness with which stakeholders can pursue their individual interests. We apply the Rausser- Simon multilateral bargaining model to a specific negotiation process involving water storage capacity and use in the upper Adour Basin in southwestern France. We focus on a coalition of three stakeholder groups with aligned but distinct interests. RESUMEN: Se propone una metodología para obtener un "precio social y ambiental óptimo" que pueda aplicarse al agua de riego en la Comunidad Foral de Navarra (CFN) de modo que maximice la internalización de los costes ambientales asociados al consumo no contemplados en el actual precio sin que el nivel general de la economía regional se resienta. Para ello se elabora un modelo económico sobre un Sistema de Información Geográfica (SIG) que permite cuantificar y valorar los costes ambientales en cada una de las subcuencas de la Comunidad. There has been substantial water resources development for agriculture in India but the emphasis has been mainly on the technical side - the building of the necessary institutions required for effective management of the resource has received little attention. Structuring Exotic Options Contracts on Water to Improve the Efficiency of Resource Allocation in the Water Spot Market AgEcon

With the current drought in South-Eastern Australia highlighting the scarcity and value of inland Australia’s water resources, focus turns to how these resources can be allocated more efficiently. The first major step was taken almost a decade ago with the separation of land and water property rights allowing openly traded water markets. This study assesses the potential economic benefits that options contracts bring to the water market in the Murray Valley water market. Incentives for Residential Water Conservation: Water Price, Revenue, and Consumer Equity in Florida AgEcon

Economic theory suggests that price incentives can be used to encourage water conservation in residential consumers. Conservation water rates are designed to send price signals that encourage households to reduce discretionary water use in the long term. However, it is not always clear that conservation rates effectively provide meaningful incentives. Utilities themselves may also not have strong incentives to implement conservation rates. If conservation rates have a negative impact on revenue, or if they lead to increased revenue variability, utilities may have a disincentive to use them. The 2003 Common Agricultural Policy Reform aimed to promote the socio-economic and environmental sustainability of agricultural systems. An important question is how far the Reform has indeed encouraged farmers to contribute to achieving broad economic and environmental goals. The economic and water resource effects of the Reform have been explored for the case study area of the Lunan catchment, which is typical of Scottish arable cropping areas. Land use data analysis, bio-physical modelling and bio-economic modelling were used in combination to identify the effects of a range of scenarios. The relative merits of different systems of property rights to allocate water among different extractive uses are evaluated for the case where variability of supply is important. Three systems of property rights are considered. In the first, variable supply is dealt with through the use of water entitlements defined as shares of the total quantity available. In the second, there are two types of water entitlements, one for water with a high security of supply and the other a lower security right for the residual supply. International agricultural trade has been growing significantly during the last decade. Many countries rely on imports to ensure adequate food supplies to the people. A few are becoming food baskets of the world. This process raises issues about the food security in depending countries and potentially unsustainable land and water use in exporting countries. In this paper, we analyse the impacts of amplified farm trade on natural resources, especially water. Australia is investing in training, capacity building and international partnerships to bring these skills to our policy makers. This paper examines the impacts of different irrigation scenarios on Uzbekistan's cotton sector and world cotton trade. The immediate challenges for this region's water resource management represent a test case for the long-run challenges associated with global climate change. Two-Part Tariffs versus Linear Pricing Between Manufacturers and Retailers: Empirical Tests on Differentiated Products Markets AgEcon

We present a methodology allowing to introduce manufacturers and retailers vertical contracting in their pricing strategies on a differentiated product market. We consider in particular two types of non linear pricing relationships, one where resale price maintenance is used with two part tariffs contracts and one where no resale price maintenance is allowed in two part tariffs contracts. Our contribution allows to recover price-cost margins from estimates of demand parameters both under linear pricing models and two part tariffs. A Stochastic-Dynamic Model of Costly Reversible Technology Adoption AgEcon

We develop a stochastic-dynamic model of technology adoption that imposes fewer restrictions on behavior than do previous studies of similar decision problems. Like these previous studies, our model is forward-looking and can be used to demonstrate the additional "hurdle rate" that must be met before adoption will take place when the future state of the world is uncertain. Unlike these previous studies, our approach does not impose the untenable assumptions that investment in a new technology is irreversible or that technologies have unlimited useful lifetimes. This study determined a function demand for residential water. The data were stratified by geographic areas according to the level of regularity of water supply to the households. Income, price, number of rooms and persons in the households were found to be the main variables influencing the level of water consumption. Differences between: i) households connected to the water and sewage systems and those connected only to the water system; ii) households with up to 20 m3 of water consumption and those with consumption between 20 and 50 m3 and finally those with consumption above 50 m3 were surveyed. RESUMEN Este trabajo presenta los resultados derivados de un estudio sobre eficiencia y productividad del agua en la horticultura intensiva litoral del sureste español. Tras la caracterización de esta actividad productiva, se analizan 230 encuestas directas a horticultores y 50 entrevistas a técnicos agrarios realizadas en la campaña 2004/2005, calculando la productividad aparente y los precios de nivelación y cierre para los cultivos más característicos. Impacts of changing water price and availability on irrigated dairy farms in northern Victoria AgEcon

Farming systems throughout the Murray-Darling Basin are under increasing scrutiny from the perspective of ecological sustainability of farm and catchment systems. In northern Victoria, the dairy industry is a major user of water, and contributes to the environmental issues. Changes in irrigation water price, availability and policy will invariably impact on the viability of dairy farming in this region, but the diversity of dairy farm systems suggests that the impact will vary between farms. Two case study farms, a 'water reliant' farm and a 'fodder reliant' farm, were used to examine economic and social impacts of changes in water price, availability and policy.
