AMENITY BENEFITS AND PUBLIC POLICY: AN APPLICATION TO THE CONNECTICUT DAIRY SECTOR AgEcon
Lopez, Rigoberto A.; Altobello, Marilyn A.; Shah, Farhed A..
This article develops a conceptual framework for analyzing the role of state-level policies towards the dairy sector in the presence of farmland amenity benefits, and applies it to Connecticut. Milk supply, demand and amenity benefit functions are estimated, and three exogenously determined milk prices are considered. The empirical findings show, under each price scenario, the extent to which land is underallocated to the dairy sector if amenity benefits are ignored. Analysis of policy options reveals that a partial production cost subsidy represents the least-cost alternative for attaining the socially optimal solution for the region.

A területhasználat néhány változása és következményei a Tisza-tónál AgEcon
Vasvari, Agnes; David, Lorant; Szabo, Szilard.
A Tisza-tó jelentős változásokat idézett elő a térség életében, módosult a települések térbeli kiterjedése. Ez a fajta térmódosulás a tanulmányban bemutatott ábrákon kiválóan végigkövethető. Sarud, Abádszalók és Tiszafüred esetében egyértelműen megállapítható, hogy a települések térszerkezetének eltolódása a Tisza-tó partján kínálkozó turisztikai lehetőségek hatására következett be. A településkép beépítettségében, új településrészek kialakításában, a település arculatának módosulásában szintén közrejátszott a Tisza-tó léte. A strandok településformáló hatása is jelentős a feléjük vezető lineáris infrastruktúrák fejlődésében, az út mentén lévő telkek árainak felértékelésében és a parton végbemenő változásokban (például Abádszalók). Az elárasztással...

Landscape Maintenance and Farming in the Alps: From Family Firms Up-Keeping to Inter-Institutional Arrangements AgEcon
de Ros, Giorgio; Fleury, Philippe; Magnani, Natalia; Roque, Olivier.
This contribution discusses assets and limits of the local/territorial level as a core level to improve the sustainability of agriculture. The focus is on the issue of rural landscape maintenance through farming. Some possible institutional solutions to overcome the difficulties of family farms are examined. New institutional settings such as the "local group", constituting an interface for the negotiation among different local stakeholders, seem to effectively facilitate the stipulation of local contracts for landscape management. The participation to these contracts requires a change in farmers' identity and a more general re-conceptualization of agricultural and environmental problems as community problems.

The Economic Situation of Individual (Family) Farms in Hungary AgEcon
Burger, Anna; Szep, Katalin.
Combined elaboration of the first and second parts of papers prepared for presentation at the IAMO FORUM 2007 Halle, Germany 24-29 June 2007 and the IAAE-EAAE 104th seminar Budapest, Hungary 6-8 September 2007. In 2003 a research study looked at the position of smallholders; the survey was carried out using questionnaires and interviews. The farms included in the survey were situated in 3 counties in the Southern Great Plain of Hungary and in 3 counties of the western part of the country (Transdanubia). The results of the survey showed that there was a firm tendency of concentration among the Hungarian individual farms. Though their average size is about 3 ha, the number and area of farms over 50 ha size are rapidly growing and taking a significant part...

The Political Economy of Downzoning AgEcon
Adelaja, Adesoji O.; Gottlieb, Paul D..
“Substantial downzoning” is defined as the exercise of police power to significantly reduce the legally permitted density on undeveloped land in a community. This contentious practice is typically challenged by those who perceive the action to limit their market opportunities (e.g., farmers and developers), their sympathizers, and others who prefer the status quo. Supporters tend to be those who perceive positive benefits (e.g., environmentalists, conservationists, and homeowners) and those who see it as a supplement to other preservation techniques, based on concerns over such things as growing public costs of land acquisition, limited effectiveness of existing alternatives, or the perceived urgency to act to manage growth. Given the complexity of the...

ECONOMIC ASPECTS OF LAND USE AgEcon
Bozsik, Norbert; Magda, Robert.
The aim of our paper is to show the economic importance of land usage. This topic is very important because land is the basis of industrial, agricultural production, energy and environmental security. The analysis focuses on the relationship between land use and scarcity, sustainability and competitiveness. ------------------------------------------- Cikkünk célja a földhasználat gazdasági jelentőségének bemutatása.

Farmland Allocation along the Rural-Urban Gradient: The Impacts of Urbanization and Urban Sprawl AgEcon
Delbecq, Benoit A.; Florax, Raymond J.G.M..
In the vicinity of a city, farmers are confronted with increasing agricultural land prices and rents along the rural-urban gradient, but they concurrently enjoy the advantages associated with proximity to a larger and wealthier consumer base. We hypothesize that farmers transition from low-value, land-intensive \traditional" crops to high-value, labor-intensive \specialized" crops on parcels located closer to urban centers. Once returns to development of a parcel exceed the profits associated with farming, exurban farmers may sell their land for conversion to urban use. Urban pressure in the rural-urban fringe intensifies as cities expand. We differentiate between a gradual process of urban growth (or urbanization) and urban sprawl. Utilizing farmland...

World Market Impacts of High Biofuel Use in the European Union AgEcon
Carriquiry, Miguel A.; Dong, Fengxia; Du, Xiaodong; Elobeid, Amani E.; Fabiosa, Jacinto F.; Chavez, Eddie C.; Pan, Suwen.
This study examines the world market impact of an expansion in the biofuel sector in the European Union with particular focus on indirect land-use impacts. In the first scenario, an increase of 1 million tonnes oil equivalent (Mtoe) of wheat ethanol use in the European Union expands world land area used in agricultural commodity production by 366,000 hectares, representing an increase of 0.039% in total area. In the second scenario, an increase of 1 Mtoe of rapeseed oil biodiesel use in the European Union expands world land area by 352,000 hectares, representing an increase of 0.038% in total area. With additional land use somewhat close between the two scenarios, the main difference is the spatial distribution of the sources of additional supply. Because...

Modelling the likely impact of healthy eating guidelines on agriculture in England and Wales AgEcon
Arnoult, Matthieu H.; Jones, Philip J.; Tranter, Richard B.; Tiffin, J. Richard; Traill, W. Bruce.
Household food consumption data is used to estimate likely changes in diet under healthy eating guidelines, and the consequences this would have on the agricultural sector in England and Wales. The first step entails imposing nutrient restrictions on food consumption following dietary recommendations. The resulting diet is then used as a proxy for demand in agricultural commodities, to test the impact of such a scenario on agricultural land use and production. Results of the diet optimisation indicate a severe drop in foods rich in saturated fats and sugar, essentially cheese and sugar-based products, along with lesser cuts in fat and meat products Conversely, consumption of fruit & vegetables, cereals, and flour would increase to meet dietary fibre...

REDUCING NITROGEN LOSSES FROM AGRICULTURAL SYSTEMS: AN INTEGRATED ECONOMIC ASSESSMENT AgEcon
Hartmann, Michael; Hediger, Werner; Peter, Simon.
The loss of reactive nitrogen from agriculture into the environment is a major threat to the global environment and a challenge for agri-environmental policy. We therefore investigate the problem of reducing nitrogen losses from agriculture into the environment from an economic perspective. Based on a recursive-dynamic linear programming model, our study reveals that the above difficulty is primarily due to the rigidities associated with the nutrientforage cycle and existing production structures. Moreover, we assess the cost and effectiveness of different nitrogen taxes for the case of Switzerland. Our results show that a tax on fertilizers only exhibits the best performance in terms of cost-effectiveness.

Nemzeti kincsünk a vidék! AgEcon
Magda, Sandor; Marselek, Sandor.
Társadalmunk gazdasági fejlődése a természeti erőforrások használatára épül. A földtulajdon és a földhasználati rendszer hatékonysága hazánkban és az EU-ban is a figyelem középpontjában áll. A birtokstruktúra és a földhasználat döntően befolyásolják a gazdálkodás eredményességét. A Kormány a Nemzeti Földalap létrehozásával gátat kíván szabni a földspekulációnak. Vidéken a föld racionális használata megkerülhetetlen. INVESTIGATING THE ECONOMIC AND WATER QUALITY EFFECTS OF THE 2003 CAP REFORM ON ARABLE CROPPING SYSTEMS: A SCOTTISH CASE STUDY AgEcon
Mouratiadou, Ioanna; Russell, Graham; Topp, Cairistiona; Louhichi, Kamel.
The 2003 Common Agricultural Policy Reform aimed to promote the socio-economic and environmental sustainability of agricultural systems. An important question is how far the Reform has indeed encouraged farmers to contribute to achieving broad economic and environmental goals. The economic and water resource effects of the Reform have been explored for the case study area of the Lunan catchment, which is typical of Scottish arable cropping areas. Land use data analysis, bio-physical modelling and bio-economic modelling were used in combination to identify the effects of a range of scenarios. The results indicate only small changes in the cropping pattern and associated economic and water quality indicators as a result of the Reform, with the main changes...

AGRICULTURAL LAND PROTECTION POLICY FOR ALBANIA: LESSONS FROM WESTERN EUROPE, NORTH AMERICA, AND JAPAN AgEcon
Jacobs, Harvey M..
This report has been prepared as one effort to assist the Albanian government in formulating a policy approach appropriate to the conditions and culture of their country. The goal of this report is to examine the approach to agricultural land protection in other parts of the world, for the lessons they can provide to Albania. There is little recent literature on the subject of agricultural land protection policies. Most of the articles found in the English-language literature are six to ten years old, and in turn often rely on other sources that are several years older still. Thus, this survey should be viewed as a somewhat dated catalog of policy approaches which have been used at various times in the respective jurisdictions rather than as a statement of...

Global Biofuel Expansion and the Demand for Brazilian Land: Intensification versus Expansion AgEcon
Elobeid, Amani E.; Carriquiry, Miguel A.; Fabiosa, Jacinto F..
We use a spatially disaggregated model of Brazilian agriculture to assess the implications of global biofuel expansion on Brazilian land usage at the regional level. This Brazilian model is part of the FAPRI agricultural modeling system, a multimarket, multi-commodity international agricultural model, used to quantify the emergence of biofuels and to analyze the impact of biofuel expansion and policies on both Brazilian and world agriculture. We evaluate two scenarios in which we introduce a 25% exogenous increase in the global demand for ethanol and one scenario in which we increase global ethanol demand by 50%. We then analyze the impact of these increases in terms of land-use change and commodity price changes particularly in Brazil. In the first...

A földbirtok-politika lehetséges irányai (Az eddigi vita összefoglalása) AgEcon
Kapronczai, Istvan.
A „Gazdálkodás” 2010. évi 2. számában vitacikkem jelent meg „A földbirtok-politikaválaszt igénylő kérdései” címen. Ezzel az volt a célom, hogy a témakörrel kapcsolatban felvessek kérdéseket, leírjak megállapításokat, és ezzel egy olyan vitát generáljak, ami fórumot ad a tudományos közélet szereplőinek a megszólalásra, a vélemények ütköztetésére, egymás nézeteinek jobb megértésére, a politika számára javaslatok megfogalmazására. A vitában az agrárgazdaságtan, üzemtan képviselői és mások kifejthették a véleményüket olyan fontos birtokpolitikai kérdésekkel kapcsolatban, mint a földtulajdon, a földhasználat, a földbérlet, a földpiac, a mezőgazdasági üzemszabályozás, a tagosítás, a föld öröklése, a külföldiek földhöz jutása, az állam szerepvállalása és ennek...

Role of state administration in updating land-estate and farm-size conditions AgEcon
Fekete-Farkas, Maria; Molnar, Jozsef; Szucs, Istvan.
The structure of land estates and farm-sizes are the basis of a competitive agricultural production, hence these questions belong to the evergreen themes both of theory and practice also on international level. In Central and Eastern European Countries (CEECs), the change of political and economic regime virtually tore into the agriculture in beginning of 1990s, destroying the existing structure of land estates by the privatization, restitutions or restoration of ownership rights resulting in fragmentation of land ownership. Over the past 10-15 years this situation has not undergone any fundamental changes. Due to economic and political situation in the transition countries market forces can not function as primary engine for land consolidation. For that...
