In September of 1994, the Army closed the Fort Ord Military Reservation, a Superfund site of some 28,000 acres located in Monterey County, California. Under the Base Closure and Realignment Act, nearly all of this land will be transferred to federal and state entities and to a number of cities of the Monterey peninsula that border the base. A good deal of this property is valuable real estate -- coastal dunes, golf courses, and barracks that can be converted to apartments or dormitories. For the beneficiaries of these property transfers the Fort Ord cleanup is a modern day gold rush that is taking place as part of a Superfund cleanup. Local governments in the United States use a wide range of tools to preserve rural landscapes. Some of these tools, like the purchase or transfer of development rights, are generally welcomed by farmers and other large landowners. Other tools, like increasing the minimum lot size in a town’s agricultural zone, are more controversial because they are believed to have negative effects on landowner wealth. In this contentious policy environment, it would be useful to know which land use tools actually work to control residential growth, thus achieving the consensual objective of rural preservation. Among multiple slippage effects potentially generated in voluntary land retirement programs, this study attempts to identify one unique source of slippage. Specifically, I examine slippage caused by within-a-farm land conversion from uncultivated land to cropland. With the U.S. Agricultural Census farm-level longitudinal data on land use and enrollment in the Conservation Reserve Program (CRP), I find that an average partial-farm CRP participant converts 25% of noncropland to cropping activities as a consequence of CRP enrollment. The goal of this work is to investigate land-use change at the global scale over the long run particularly in the context of analyzing the fundamental drivers behind land-use related GHG emissions. For this purpose, we identify the most important drivers of supply and demand for land. On the demand side, we begin with a dynamic general equilibrium (GE) model that predicts economic growth in each region of the world, based on exogenous projections of population, skilled and unskilled labor and technical change. Analyses of the impact of European policies on agricultural change are most often based on agricultural sector models. Such models have their limitations: they cannot specify the interaction between agriculture and the rest of the economy, and their spatial dimension is usually limited. Land use simulation models, on the other hand, usually depend on other models for assessing the demand for land. The consistency of those models with the assumptions and databases of the land use model is often not examined. Tirana, Albania's capital city, grew rapidly in size and population following 1991 governmental reforms. Before the 1990s, Tirana was a compact city of 225,000 inhabitants. Most properties were state owned. Privatization of land and buildings opened the city to rapid development, heavy traffic, and booming construction of shops, houses, and squatter settlements. Tirana's metropolitan population grew to more than 600,000; city size increased fivefold. This publication presents the results of the latest (2002) inventory of U.S. major land uses, drawing on data from the Census, public land management and conservation agencies, and other sources. The data are synthesized by State to calculate the use of several broad classes and subclasses of agricultural and nonagricultural land over time. The recent 9-billion-gallon increase in corn-based ethanol production, which resulted from a combination of rising gasoline prices and a suite of Federal bioenergy policies, provides evidence of how farmers altered their land-use decisions in response to increased demand for corn. As some forecasts had suggested, corn acreage increased mostly on farms that previously specialized in soybeans. Other farms, however, offset this shift by expanding soybean production. Organic matter plays an important role in many soil properties, and for that reason it is necessary to identify management systems which maintain or increase its concentrations. The aim of the present study was to determine the quality and quantity of organic C in different compartments of the soil fraction in different Amazonian ecosystems.
