In 2009, the World Bank published a comparative study of cotton sector reforms, based on detailed case studies carried out during 2007/08 in nine of Africa’s main cotton producing countries. The purpose of the study was to draw practical insights from the diversity of experiences in institutional reforms of cotton sectors and to better understand the strengths and weaknesses of the different types of sectors operating in Africa, the likely effects of specific types of policy change, and the possible ways forward. The Many Paths of Cotton Sector Reform in Eastern and Southern Africa: Lessons From a Decade of Experience AgEcon

With cotton sector reform in much of SSA a decade old, it is now possible to review the empirical record and begin drawing lessons from experience. This paper assesses the record of five countries in southern and eastern Africa: Tanzania, Uganda, Zimbabwe, Zambia, and Mozambique. In four of these countries, cotton is the first- or second most important smallholder cash crop; only in Uganda does it substantially lag other cash crops. Mali’s Food Security Challenges: An Overview AgEcon

Mali has a high incidence of malnutrition. The fourth Demographic and Health survey reports that in 2006 the incidence of wasting, stunting and underweight children under 5 years of age was 13.8%, 37.9% and 24.5% respectively in rural areas, and 12%, 24% and 25% respectively in urban areas. While malnutrition is found in all regions of Mali, the regions of Timbuktu and Sikasso have higher than average levels for all three indicators, while the region of Kidal has high levels of wasting. Rapid Reconnaissance of Coarse Grain Production and Marketing in the CMDT zone of southern Mali: field work report of the IER-CSA-PROMISAM team December 13-19, 2009 AgEcon

This report presents principal findings of a rapid reconnaissance undertaken in December, 2009 as preparation for more detailed marketing studies to be undertaken in the context of PROMISAM II’s applied research program on promoting food security in Mali. The objective of the reconnaissance was to explore changes in cereal production and marketing patterns as an input to the design of a forthcoming study of changes in the structure, conduct and performance of the coarse grain sector in Mali. To facilitate discussions with farmers and traders an interview guide was prepared. The first section of this report synthesizes the principal findings, while the annex presents detailed field notes from the study together with the interview guide.

Without renewed attention to sustained agricultural productivity growth, most small farms in developing countries will become increasingly unviable economic and social units. Sustained agricultural productivity growth and poverty reduction will require progress on a number of fronts, most importantly increased public goods investments to agriculture; a policy environment that supports private investment in input, output, and financial markets and provision of key support services; a more level global trade policy environment; supportive donor programs; and improved governance. This report evaluates the 2006/7 Malawi Government Agricultural Input Subsidy Programme (AISP). The main objective of the evaluation is to assess the impact and implementation of the AISP in order to provide lessons for future interventions in growth and social protection. The evaluation combined qualitative and quantitative methods of data collection and analysis. Quantitative data were collected through a national survey in 2007 of 2,491 households who were previously interviewed in the 2004/05 Integrated Household Survey, a survey of retail shops selling inputs in six districts and data on stocks and sales from manufacturers, large-scale importers and dealers of fertilizers and seeds. This paper aims to identify the geographic extent of major staple food market sheds in West Africa as well as the major trade corridors that link surplus producing areas with the deficit markets they serve. The method employed combines data on the spatial distribution of rural and urban population, maps of differing food staple zones, crop production data and consumption patterns as described in an array of recent household surveys to map major urban food markets as well as principal surplus production zones. Increasing Seed System Efficiency in Africa: Concepts, Strategies and Issues AgEcon

The purpose of this paper is to provide a conceptual framework that can be used by agricultural leaders, administrators, policy makers, and seed program managers to (1) understand key factors affecting seed system development; and (2) compare organizational and institutional strategies for increasing seed system effectiveness. A literature review of recent studies on seed system development in Sub-Saharan Africa (SSA) was undertaken to achieve these objectives. The studies reviewed included published and unpublished reports, monographs, and case studies.

Agricultural Research Impact Assessment: The Case of Maize Technology Adoption in Southern Mali AgEcon

Adoption of the improved maize package was particularly rapid during the period 1980-86 when an attractive guaranteed price was offered and extension activities were reinforced by a maize project that included the establishment of a seed multiplication program. Following cereal market price liberalization in 1986, maize prices fell and have been subject to considerable variability. Area has continued to expand, but farmers have greatly reduced fertilizer use, switched back to maize-late millet intercropping, and substituted early maturing varieties better suited to their own food security needs.
