Mexican Representative Hog Farms 1995-2004 Economic Outlook: Preliminary Study AgEcon

The farm-level financial outlook for representative Mexican hog operations is projected in this report. The primary objective of this analysis is to determine the economic viability of Mexican hog farms by region and production system over the 1995-2004 planning horizon. The Agricultural and Food Policy Center’s (AFPC) whole farm simulation model (FLIPSIM) and FAPRI’s sector level price projections were used. The FLIPSIM model incorporates historical production, economic and financial data to project future economic and financial performance of representative agricultural firms over a given planning horizon (Richardson and Nixon, 1985).

Market forces, when viewed from the perspective of faculty salaries alone, clearly indicate that the highest and best use of a faculty member's time and expertise is no longer university employment. As a result, many productive faculty members are becoming increasingly dissatisfied, and many top domestic undergraduate students are eliminating academia as an employment alternative. This trend operates to the long-run detriment of the land grant university system. The Economic Impacts of the Federal Milk Marketing Order Consolidation and Reform Proposed Rule AgEcon

USDA released the proposed rule for Federal Milk Marketing Order (EMMO) Consolidation and reform on January 23rd, 1998. The rule met the mandate of the 1996 farm bill to propose a plan to consolidate the number of federal orders. Class I differential and Basic Formula Price (BEP) reform was also addressed in the report. Based on the proposed rule and USDA’s economic impact study, this briefing paper contains an analysis of the impacts of the consolidation and reform rule on U.S. representative dairy farms over the 1999-2004 period. Arguably, since the 1930s, what farmers produced has been markedly influenced by farm programs. The 1996 farm bill affects farmers in terms of what they produce and their level of risk exposure. This paper investigates the farm level impacts of the 1996 farm bill on the South. Focus group perceptions of risk sources, observed acreage changes, and the farm level impact of increased price risk are evaluated.

In the 2001 Workshop the authors developed and applied a taxonomy and framework for assessing the status of agricultural and food policies in each of the NAFTA countries (Knutson, Loyns and Ochoa, 2002). For each area the paper identified the major points of conflict that existed in 2001 at the time the paper was written and the requirements for harmonization. Discussion: Animal Identification Systems in North America: Achievements and Future Challenges AgEcon

Although Canada has developed an effective animal identification system, and the provinces are progressing toward a system that has full traceback capabilities, the U.S. and Mexico have made little or no progress. Contemporary U.S. proposals for state initiatives will not work. In the meantime, the U.S. livestock industry will continue to lose markets for its products and has little to no basis for complaining about lost sales and the lack of open markets. Also indentified are relevant economic and political principles that both underlie animal identification systems and the failure to make positive steps forward toward establishing a North American animal identification system.

Economic Impacts of Farm Program Payment Limits AgEcon

The high levels of government payments to farmers resulting from the 1985 farm bill have once again led the Congress to examine the payment limit issue. Payment limits were initially established in 1970 and have since been revised several times. In this report, policy and farm management economists analyze the consequences of alternative payment limits on economic efficiency, economic viability of family-size farms, international competitiveness, and consumer food costs. Effective payment limits encourage reduced farm size and in the presence of economies of size, tend to increase production costs for program crops. Relatively low crop prices over the past two years, as well as regional weather adversity, has been the catalyst for the passage of "ad hoc" emergency relief. This paper examines the economic and financial status of 41 representative panel farms over the 1999-2002 period. When forecasting through the life of the 1996 Farm Bill, the representative crop farms are assessed by Texas A&M's Agricultural and Food Policy Center to be in the weakest condition observed over the last decade for liquidity and the related need to refinance.
