Agricultural and Food Security Policy Analysis in Central America: Assessing Local Institutional Capacity, Data Availability, and Outcomes AgEcon
Tschirley, David L.; Flores, Luis; Mather, David.
Performance of the agricultural sector in developing countries is fundamental to ensuring robust and equitable economic growth and broad-based food security. Yet donor support to agricultural development in developing countries has declined continuously for 30 years. This same period saw dramatic deterioration in developing countries’ institutional capacity to provide services to their agricultural sectors. These trends may now be changing, due in part to the global food price crisis of 2007 and 2008 and concerns that it unleashed about the world’s ability to feed its poorest inhabitants. This paper reports on the results of a two week trip to Guatemala and Nicaragua made by Michigan State University’s Food Security Group. The purpose of the trip was to...

Medição do Impacto dos Bens Públicos e Privados sobre os Rendimentos Familiares Provenientes de Culturas em Moçambique Rural, 2002-2005 AgEcon
Mather, David; Donovan, Cynthia; Boughton, Duncan.
This brief summarizes detailed analysis of the determinants of household crop income in rural Mozambique from 2002 to 2005. Increased crop income is associated with increases in household land area, use of animal traction, crop diversification into tobacco or cotton, access to market price information, and access to extension agents (for tobacco/cotton growers). Decreases in crop income are associated with drought. Results demonstrate that there are both public and private investments that can enhance farmers’ ability to increase crop income and avoid losses. Priority investments include: development and dissemination of drought-resistant varieties for maize and cassava, conservation farming, animal traction, market information, access to high-value crops...

The Impact of State Marketing Board Operations on Smallholder Behavior and Incomes: The Case of Kenya AgEcon
Mather, David; Jayne, Thomas S..
Despite the resurgence of parastatal marketing boards and strategic grain reserves over the last decade in eastern and southern Africa, there is little empirical evidence about how their activities affect smallholder input use and cropping decisions. This paper uses panel survey data from 1997-2007 on Kenyan smallholders to investigate the effect of Kenya’s National Cereal Produce Board (NCPB) activities on farm-gate maize price expectations, output supply, and factor demand.

Impact Assessment of Technologies That Mitigate Adverse Circumstances: The Case of Disease-Resistant Beans in Honduras AgEcon
Mather, David; Oehmke, James F..
Constructing appropriate counterfactual scenarios is an ongoing challenge for impact assessment of agricultural research. Using farm-level survey data from Honduras, this paper adapts the Heckman two-step procedure to construct the counterfactual to resistant variety (RV) bean yields by predicting imputed traditional variety yields of RV users.

Determinants of Crop Income in Rural Mozambique, 2002-2005. AgEcon
Mather, David.
Crop income is the predominant source of income for most rural Mozambican households, accounting for 73% of rural household income on average in 2002, and greater than 80% of the total income of the poorest 40% of rural households. While the Government of Mozambique recognizes the need to improve agricultural productivity, there is little empirical evidence to date suggesting what mix of public and private assets would best foster improved agricultural productivity in rural Mozambique. This paper aims to better understand the determinants of household crop income in rural Mozambique, by using the TIA panel household survey of 2002-2005 to measure the impact of various private and public assets on crop income. We build upon Walker et al.’s (2004) analysis...

COLLECTION AND ANALYSIS OF CROSS-SECTIONAL HOUSEHOLD SURVEY DATA ON RURAL MORBIDITY AND MORTALITY: LESSONS LEARNED FROM INITIAL SURVEYS AgEcon
Mather, David; Donovan, Cynthia.
In southern Africa, HIV/AIDS is considered to be a critical factor conditioning rural economic development , exacerbating already difficult problems with climatic variability and poverty. In their efforts to use household surveys to obtain information on rural adult mortality and morbidity and their effects on rural household livelihoods, Michigan State University researchers and their local collaborators in the Ministries of Agriculture of Rwanda (MINAGRI) and Mozambique (MADER), have learned various lessons. Using household surveys to estimate the impact on the households requires careful attention to detail as well as skilled use of econometric tools. The difficult modeling issues involved in such estimation is not be discussed in this paper. Rather, we...
