Assessing the Effectiveness of Coastal Marine Protected Area Management: Four Learned Lessons for Science Uptake and Upscaling ArchiMer
Pelletier, Dominique.
For almost two decades, marine protected areas (MPAs) have been a central instrument of coastal conservation and management policies, but concerns about their abilities to meet conservation goals have grown as the number and sizes of MPAs have dramatically increased. This paper describes how a large (15 years) program of transdisciplinary research was used to successfully measure MPA management effectiveness (ME)—how well an MPA is managed, how well it is protecting values, and how well it is achieving the various goals and objectives for which it was created. This paper addresses the co-production and uptake of monitoring-based evidence for assessing ME in coastal MPAs by synthesizing the experiences of this program conducted with MPA managers. I present...

Bockel, Thomas; Pelletier, Dominique; Carpentier, Liliane; Schohn, Thomas.
Conducted within the AMBIO project, this work deals with coral reef fish communities and associated habitats, in the New Caledonian lagoons. It relies on remote unbaited underwater video observations, using the STAVIRO rotating technique. The field work was realized in 2013 in and around the Merlet Marine Reserve, in the south of New-Caledonia, and located within the “Grand Lagon Sud” world heritage area. The sampling design covers the entire area, and was stratified according to reef type (outer slope, reef flat, reef shallow terrace, lagoon, and fringing reef). 162 stations were validated within 6 days. They were analyzed to characterize the habitat surrounding each station, and fish communities, based on a list of 429 fish species (cf. AMBIO/A/1). 28...

Remote High-Definition Rotating Video Enables Fast Spatial Survey of Marine Underwater Macrofauna and Habitats ArchiMer
Pelletier, Dominique; Leleu, Kevin; Mallet, Delphine; Mou-tham, Gerard; Herve, Gilles; Boureau, Matthieu; Guilpart, Nicolas.
Observing spatial and temporal variations of marine biodiversity from non-destructive techniques is central for understanding ecosystem resilience, and for monitoring and assessing conservation strategies, e.g. Marine Protected Areas. Observations are generally obtained through Underwater Visual Censuses (UVC) conducted by divers. The problems inherent to the presence of divers have been discussed in several papers. Video techniques are increasingly used for observing underwater macrofauna and habitat. Most video techniques that do not need the presence of a diver use baited remote systems. In this paper, we present an original video technique which relies on a remote unbaited rotating remote system including a high definition camera. The system is set on...

Sensitivity and variance estimators for virtual population analysis and the equilibrium yield per recruit model ArchiMer
Pelletier, Dominique.
Fish stock assessment makes Widespread use of Virtual Population Analysis (VPA) and long-term equilibrium prediction models. Although there have been some statistical investigations about the properties of VPA results, apparently there are no complete analyse about predictions statistical and numerical behaviour. However, management decisions generally rely upon production forecasts. This paper compares stability properties of VPA and the yield per recruit model with regard to various errors concerning all the input parameters. Robustness fis assessed by means of first-ordo sensitivities whereas variances are inferred from delta-method estimators. Sensitivity of yield per recruit appears to be mainly due to terminal mortality rate and age-specific weights,...

Echantillonnage des débarquements en criée. Estimateurs des captures et variances associées ArchiMer
Pelletier, Dominique.
Stock assessment models generally rely upon catch analysis. Catches are estimated from the sampling of landings. The evaluation of the variance associated to these estimators allows to study the induced uncertainty on models results and hence on stock management decisions. Moreover, the sampling scheme may be improved by analysing the variance components. The results show that the variance is mainly due to the variability of landings between days. In addition, as assessment models show liUle sensitivity to old age groups, sampling effort could be partially transferred from the corresponding market category to those of major economie interesl.

La vidéo rotative autonome pour l’observation des habitats et de la macrofaune côtiers. Guide méthodologique des systèmes STAVIRO et MICADO. ArchiMer
Pelletier, Dominique; Carpentier, Liliane; Roman, William; Bockel, Thomas.
• This guide depicts the STAVIRO and MICADO rotating video techniques. It is intended for potential users, whether, environmental managing bodies, academics and other scientists. • The STAVIRO is a remote underwater unbaited video system for monitoring and studying shallow biodiversity, mostly in coastal areas (between 0 and 50 m). It enables observing habitat and vagile macrofauna within a 5m (and often 10 m) distance around the system. Because it rotates, the STAVIRO enables a panoramic view without distorting image due to wide angle. Many stations can be achieved quickly (ca. 20-25 stations per day with two systems) without the need for divers, and field work does not require a scientific background. It allows to survey extended areas and to replicate...

Avantages et inconvénients de la stéréo vidéo : applicabilité au protocole pour STAVIRO ArchiMer
Powell, Abigail; Pelletier, Dominique; Roman, William; Giraud-carrier, Charlotte; Jac, Cyrielle; Gins, Niels; Preuss, Bastien.

Gonson, Charles; Ferraris, Jocelyne; Pelletier, Dominique; Jollit, Isabelle.
With the worldwide growing of human populations in coastal areas, recreational activities are increasing and diversifying. New Caledonia is surrounded by a large lagoon that provides a shelter for these popular activities. Although most of the lagoon areas are managed through well-established Marine Protected Areas (MPA) and 80% of its surface is a World Heritage property, these uses result in accrued and increasing pressures on the coastal environment. This paper provides an overview of the research projects developed since 2000 to better understand and assess recreational uses in the New Caledonian lagoon. Most of these projects were conducted in collaboration with MPA, environmental managers and with stakeholders.

Considering multiple-species attributes to understand better the effects of successive changes in protection status on a coral reef fish assemblage ArchiMer
Preuss, Bastien; Pelletier, Dominique; Wantiez, Laurent; Letourneur, Yves; Sarramegna, Sebastien; Kulbicki, Michel; Galzin, Rene; Ferraris, Jocelyne.
The response of fish assemblages to changes in protection status is a major issue for both biodiversity conservation and fishery management. In New Caledonia, the Abore reef marine reserve harbours more than 500 fish species, and has been subjected to changes in protection status since 1988. The present study investigates the impact of these changes on a wide subset of species (213), based on underwater visual counts collected before the opening and after the closure to fishing of this marine protected area (MPA). We analysed the spatial and temporal variability in fish assemblage attributable to protection status, explicitly considering habitat. To understand the successive responses of fish assemblage to fishing and protection, the assessment models...

A regionally scalable habitat typology for assessing benthic habitats and fish communities: Application to New Caledonia reefs and lagoons ArchiMer
Pelletier, Dominique; Selmaoui‐folcher, Nazha; Bockel, Thomas; Schohn, Thomas.
Scalable assessments of biodiversity are required to successfully and adaptively manage coastal ecosystems. Assessments must account for habitat variations at multiple spatial scales, including the small scales (<100 m) at which biotic and abiotic habitat components structure the distribution of fauna, including fishes. Associated challenges include achieving consistent habitat descriptions and upscaling from in situ‐monitored stations to larger scales. We developed a methodology for (a) determining habitat types consistent across scales within large management units, (b) characterizing heterogeneities within each habitat, and (c) predicting habitat from new survey data. It relies on clustering techniques and supervised classification rules and was...

ISIS-Fish, a generic and spatially explicit simulation tool for evaluating the impact of management measures on fisheries dynamics ArchiMer
Mahevas, Stephanie; Pelletier, Dominique.
Assessing the impact of management scenarii on multi-species multi-fleet fisheries requires spatially and seasonally explicit simulation tools. No such tools are currently available in fisheries science. This paper presents a software that evaluates the impact of management measures on the dynamics of a complex fishery. The simulation model is generic in order to be used for different types of fisheries. Existing knowledge about each fishery is stored in a database included in the software, and may be easily modified. This includes the parameters describing each population and each fishing activity. Furthermore, the software allows for flexibility in several model assumptions. Both management measures and behaviour of fishermen in reaction to these...

A step toward the definition of ecological indicators of the impact of fishing on the fish assemblage of the Abore reef reserve (New Caledonia) ArchiMer
Amand, Marion; Pelletier, Dominique; Ferrari, Jocelyne; Kulbicki, Michel.
Marine Protected Areas (MPA) are often contemplated as a tool for the sustainable management of exploited resources and ecosystem conservation. This paper proposes an approach to establish a statistical diagnostic of the effects of MPAs on fish assemblages, and define corresponding ecological indicators. This requires choosing relevant variables (abundance, diversity, demographic parameters..) and appropriate statistical methods. The study was based on data from the Abore reef Reserve in New Caledonia. Two sets of methods: 1-inferential linear models (ANOVA, GLM): 2- Partial Least Squares (PLS) methods of regression, were used to test the effects of this MPA. PLS enabled us to test simultaneously within a model, density, species richness, biomass and mean...

Spearfishing Regulation Benefits Artisanal Fisheries: The ReGS Indicator and Its Application to a Multiple-Use Mediterranean Marine Protected Area ArchiMer
Rocklin, Delphine; Tomasini, Jean-antoine; Culioli, Jean-michel; Pelletier, Dominique; Mouillot, David.
The development of fishing efficiency coupled with an increase of fishing effort led to the overexploitation of numerous natural marine resources. In addition to this commercial pressure, the impact of recreational activities on fish assemblages remains barely known. Here we examined the impact of spearfishing limitation on resources in a marine protected area (MPA) and the benefit it provides for the local artisanal fishery through the use of a novel indicator. We analysed trends in the fish assemblage composition using artisanal fisheries data collected in the Bonifacio Strait Natural Reserve (BSNR), a Mediterranean MPA where the spearfishing activity has been forbidden over 15% of its area. Fish species were pooled into three response groups according...
