An Optimal Control Framework to Address the Relationship between Water Resource Management and Water-Borne Health Impacts: Focus on the Texas Lower Rio Grande Valley AgEcon

The objective of this study is develop a theoretical model that can evaluate two types of public health expenditures on water-borne health risks: water-related municipal services, an ex ante preventative measure against water-borne contamination, and medical treatment, an ex post treatment of the water-borne pollutant’s harmful effects on human health. The modeled community can allocate resources in either centralized-municipal water-services, point-of-use water-services, or medical intervention, with expenditures subject to a budget constraint. IMPLICIT PRICE ESTIMATION OF RICE QUALITY ATTRIBUTES FOR ASIAN AMERICANS AgEcon

Product placement survey data for 192 Asian-American households in Houston were used to analyze the value of rice quality attributes via the Consumer Goods Characteristics model (CGCM). Five rice varieties were used for this study: domestic Lemont, Jasmine 85, Toro II, and two different Thai import varieties. For each variety, marginal implicit prices were calculated at the means for seven characteristics: color, texture, aroma, stickiness, flavor, aftertaste, and moisture.

The levels and risk-free nature of rice market transition payments associated with the FAIR Act of 1996 have encouraged many rice landowners to reconsider their tenure contracts. A methodology for comparing landowners' decision to "self-operate" versus "rent to a tenant" is presented.

EVALUATING USE OF OUTLOOK INFORMATION IN GRAIN SORGHUM STORAGE DECISIONS AgEcon

This study examines grain sorghum storage decisions in the Texas Coastal Bend region. Decisions involving use and non-use of outlook information are compared using stochastic dominance criteria. Results indicate outlook information is of value to most classes of decision-makers. The value of outlook information, however, is contingent upon producers' risk preferences. The methodology presented could be used to evaluate a more extensive set of marketing strategies for grain sorghum as well as for other crops.

Estimation of Irrigation Water Demand: A Case Study for the Texas High Plains AgEcon

On the Texas High Plains, water from the Ogallala aquifer is used to supplement irrigation requirements, since annual rainfall is below 20.5 in/ year. This study addresses land and water demand by testing the effects of water costs, crop prices, and technology on water use and crop production acreages.

RISK ATTITUDES AND FARM/PRODUCER ATTRIBUTES: A CASE STUDY OF TEXAS COASTAL BEND GRAIN SORGHUM PRODUCERS AgEcon

An analysis of risk attitudes for a sample of grain sorghum producers in the Texas Coastal Bend is reported. Four alternative functional forms were estimated on data elicited by the direct elicitation of utility approach. The exponential functional form described most producers' utility preferences better than other utility forms. Relationships between exponential risk measures and both producer attributes and farm characteristics, including interactions among them, were identified as significant. Risk aversion was found to diminish with more experience in farming and to increase with more leasing of farm land. Risk aversion was also found to decline with larger farm size and to increase with higher dependency of farm operators on farm income.

The Federal Agriculture Improvement and Reform Act of 1996 (FAIR Act) introduces several significant changes to farm commodity legislation. While these changes impact all program commodities, they have prompted considerable concern for the future of the Texas rice industry. Changes in the farm program have prompted many landowners and tenants to evaluate their current rental arrangements and determine if changes are required. Mitigating Cotton Revenue Risk Through Irrigation, Insurance, and Hedging AgEcon

This study focuses on managing cotton production and marketing risks using combinations of irrigation levels, put options (as price insurance), and crop insurance. Stochastic cotton yields and prices are used to simulate a whole-farm financial statement for a 1,000 acre furrow irrigated cotton farm in the Texas Lower Rio Grande Valley under 16 combinations of risk management strategies. Analyses for risk-averse decision makers indicate that multiple irrigations are preferred. The benefits to purchasing put options increase with yields, as they are more beneficial when higher yields are expected from applying more irrigation applications. Crop insurance is strongly preferred at lower irrigation levels.

E-V studies traditionally have relied on historical data to calculate returns and variance. Historical data may not fully reflect current conditions, particularly when decisions involve government-supported crops. This paper presents a method for calculating mean and variance using subjectively-estimated data. The method is developed for both government-supported and non-program crops. Comparisons to alternative methods suggest the approach provides reasonable accuracy.

Summary statistics and corresponding Spearman correlation coefficients are illustrated for various subsets of aromatic milled rice storage time and temperature data from (a) the College Station texture sensory panel, (b) the New Orleans aroma and flavor sensory panel, and (c) the Beaumont USDA-ARS Rice Quality Laboratory. These correlations represent the inclinations of seemingly-related measures of several attributes to "move together," acting as an indicator of their associations with or impacts on one another.

Most municipalities use conventional treatment to produce potable water. Historically, desalination has not been economically feasible, but technological advancements warrant a new analysis. This study analyzes the costs of two Texas municipal facilities producing water using the above technologies based on Capital Budgeting-NPV analysis combined with annuity equivalents.

SCHEDULING INPUTS WITH PRODUCTION FUNCTIONS: OPTIMAL NITROGEN PROGRAMS FOR RICE AgEcon

The problem of scheduling input applications can be examined by extending conventional production function analysis. Using appropriately designed agricultural experiments, it is possible to estimate production function parameters with alternative specifications for input timing (and amount). A study of nitrogen applications to rice is employed to illustrate scheduling via production functions. Alternative specifications and functional forms are simultaneously examined to determine the sensitivity of economic results to these factors. Sensitivity is found to be high, and this finding is hypothesized to be critical for other approaches to input scheduling as well.
