Looking Ahead: Long-Term Prospects for Africa’s Agricultural Development and Food Security AgEcon
Rosegrant, Mark W.; Cline, Sarah A.; Li, Weibo; Sulser, Timothy B.; Valmonte-Santos, Rowena A..
Sub-Saharan Africa is the only developing region in the world where food insecurity has worsened instead of improved in recent decades. In this discussion paper, Mark W. Rosegrant, Sarah A. Cline, Weibo Li, Timothy B. Sulser, and Rowena A. Valmonte-Santos show that this discouraging trend need not be a blueprint for the future. The research contained in this discussion paper was conducted in preparation for the IFPRI 2020 Africa conference “Assuring Food and Nutrition Security in Africa by 2020: Prioritizing Actions, Strengthening Actors, and Facilitating Partnerships,” held in Kampala, Uganda, April 1–3, 2004. The authors examine the implications of several different policy scenarios based on IFPRI’s International Model for Policy Analysis of Agricultural...

Economic Incentives and Comparative Advantage in Indonesian Food Crop Production AgEcon
Gonzales, Leonardo A.; Kasryno, Faisal; Perez, Nicostrato D.; Rosegrant, Mark W..
Recognizing that the green revolution has resulted in considerable success in production of rice and wheat in many Asian countries, which are now self-sufficient or surpluses in these cereals, IFPRI believes that further growth in agriculture will rely on the productivity of these countries to diversify their agricultural production, while improving productivity in cereals through management and human capital-intensive increase in yield levels. Indonesia is an important example of a country where policy successes in rice production combined with other domestic and world developments in the economic environment of agriculture encouraged policymakers to consider agricultural diversification policies. Key developments leading to an increased interest in...

Pricing behavior in Philippine Corn Markets: Implications For Market Efficiency AgEcon
Mendoz, Meyra Sebello; Rosegrant, Mark W..
Income-led growth in demand for meat is expected to provide the major stimulus for expansion in the Philippine corn sector. Traditionally eaten as a cheaper carbohydrate substituting for rice by many Filipinos, corn is now increasingly being used to grow corn, which has displaced rice as the most important crop in terms of cultivated area. In recent years, the Philippine government had vigorously pursued a series of sectoral and economy wide policy reforms to invigorate the corn sector and support the feed requirements of the livestock industry. These reforms include more liberal foreign exchange policies, lifting of control over domestic marketing operations, deregulation of the interisland transportation system, and production- augmenting programs. A...

Global Water and Food Security: Emerging Issues AgEcon
Rosegrant, Mark W.; Cline, Sarah A.; Valmonte-Santos, Rowena A..
Feeding the world’s population is an ongoing challenge that incorporates issues such as economic growth and equity, sustainable natural resource management, agricultural research and technology innovation, and effective institutions and governance. Many emerging factors will affect our ability to address this challenge into the future, as we respond to population growth, resource degradation and scarcity, climate change and so on. To a large extent, agricultural production growth will depend on irrigation, but the future of irrigation water supplies is increasingly constrained by competition for water from other sectors. Declining water quality, falling groundwater tables, and growing environmental demands for water are further constraints, and...

Impact of global warming on Chinese wheat productivity AgEcon
You, Liangzhi; Rosegrant, Mark W.; Fang, Cheng; Wood, Stanley.
Climate change continues to have major impact on crop productivity all over the world. While many researchers have evaluated the possible impact of global warming on crop yields using mainly indirect crop simulation models, there are relatively few direct assessments on the impact of observed climate change on past crop yield and growth. We use a 1979-2000 Chinese crop-specific panel dataset to investigate the climate impact on Chinese wheat yield growth. We find that a 1 percent increase in wheat growing season temperature reduces wheat yields by about 0.3 percent. This negative impact is less severe than those reported in other regions. Rising temperature over the past two decades accounts for a 2.4 percent decline in wheat yields in China while the...

Total Factor Productivity and Sources of Long-term Growth in Indian Agriculture AgEcon
Rosegrant, Mark W.; Evenson, Robert E..
This paper assesses total factor productivity (TFP) growth in India, examines the sources of productivity growth, including public and private investment, and estimates the rates of return to public investments in agriculture. The results show that significant TFP growth in the Indian crops sector was produced by investments -- primarily in research -- but also in extension, markets, and irrigation. The high rates of return, particularly to public agricultural research and extension, indicate that the Government of India is not over investing in agricultural research and investment, but rather that current levels of public investment could be profitably expanded.

Quality-Equivalent and Cost Adjusted Measurement of International Competitiveness In Japanese Rice Markets AgEcon
Ito, Shoichi; Rosegrant, Mark W.; Agcaoili-Sombilla, Mercedita C..
In this research, the quality of foreign japonica rices was evaluated in terms of prices relative to Japanese domestic retail prices. Then, retail prices, consumer benefit, and competitiveness among the foreign rices in the Japanese market were estimated assuming those rices were imported at prices based on their production and transportation costs. According to the results, rices produced in China are quite superior to rices grown in the United States. Further, a 700 percent of tariff, which was discussed in the GATT negotiation and assumed to be imposed on rices imported to Japan, appears to be too low for Chinese rices and too high for American rices.

Livestock to 2020: The Next Food Revolution AgEcon
Delgado, Christopher L.; Rosegrant, Mark W.; Steinfeld, Henning; Ehui, Simeon K.; Courbois, Claude B..
The combined per capita consumption of meat, eggs, and milk in developing countries grew by about 50 per cent from the early 1970s to the early 1990s. As incomes rise and cities swell, people in the developing world are diversifying their diets to include a variety of meats, eggs, and dairy products. This trend toward diversified eating habits is likely to continue for some time to come and it has led to considerable controversy about the risks and opportunities involved. Some observers fear that greatly increased demand for feed grains will raise the price of cereals to the poor. Others are concerned that higher concentration of livestock production near cities adds to pollution. Still others worry about the public health effects of increased consumption...
