Mali’s Food Security Challenges: An Overview AgEcon

Mali has a high incidence of malnutrition. The fourth Demographic and Health survey reports that in 2006 the incidence of wasting, stunting and underweight children under 5 years of age was 13.8%, 37.9% and 24.5% respectively in rural areas, and 12%, 24% and 25% respectively in urban areas. While malnutrition is found in all regions of Mali, the regions of Timbuktu and Sikasso have higher than average levels for all three indicators, while the region of Kidal has high levels of wasting. Poor child health and nutrition persist throughout West Africa. This research analyzes the impact of key economic variables, including income, education and background characteristics, on child health and nutrition across nine different countries. The results are interpreted in the context of differing levels of economic development among these nations. The findings do not show wealth and parental education to be robust across the sample, but maternal background characteristics have a positive, statistically significant and highly consistent effect across all the countries. This paper examines the environment within which West African countries are designing their regional self-reliance food security strategy following the Uruguay Round Agreements on Agriculture (URAA). The self-reliance strategy combines regionally-coordinated domestic food production with food imports. Three aspects of the URAA-food security linkages were emphasized in this study. First, while the regional model may increase efficiency in regional food production and distribution systems, it may also restrain the flexibility and/or the effectiveness of using tariff protection when needed. To improve national food security, successive Mali governments have always focused on expanding and intensifying production in the government-managed irrigation schemes (Office du Niger), which account for about 50% of domestic rice production. Because the cost of expanding and rehabilitating those schemes is high, the government is looking for complementary cost-effective ways to achieve this goal. The objectives of this report are to identify market-oriented strategies to alleviate both chronic and transitory food insecurity, and to examine the interactions between short-run targeting mechanisms and longer-run strategies designed to alleviate the chronic causes of inadequate access to food. Evaluating the impact on market performance of investments in agricultural market information systems (MIS) face several methodological challenges. These fall into two broad categories: (a) defining the dimensions of market performance to measure (which is a function of whom the MIS is designed to serve) and identifying reliable indicators of those performance dimensions, and (b) identifying the causal effects of the MIS. Agricultural Production Incentives: Fertilizer Markets and Insights from Kenya AgEcon

The paper has several specific objectives. First, it identifies how fertilizer marketing costs and the types of fertilizers used have changed over the course of the liberalization process in Kenya. A second objective is to examine the fertilizer subsector in Kenya with a view to identifying organizational and institutional changes that could improve its performance. Various types of fertilizer supply chains serving farmers in western Kenya are identified, examine the cost structure of these supply chains, identify potential sources of cost reduction in these supply chains, and last, estimate the impact of illustrative scenarios for reducing fertilizer marketing costs on the profitability of maize production in western Kenya.

Linkages Between Agricultural Growth and Improved Child Nutrition in Mali AgEcon

This paper presents the results of the first phase of a project aimed at analyzing the links between agricultural growth in Mali and child nutritional status. The objective of this project is to strengthen these links through applied research and extension. The first phase of the project was designed to generate hypotheses concerning the relationship and review existing data to test these hypotheses, generate new hypotheses and draw policy implications. The second phase of this project will carry out in-depth research to address the critical questions left unanswered in phase I and initiate actions designed to improve these links.
