Over the last ten years, international donors and African governments have singled out “inappropriate policies” as a major factor influencing the poor performance of the agricultural sector and the chronic problem of human hunger. Faced with increasing budget deficits, declining export earnings, and diminishing access to sources of capital, African governments, as a condition for receiving debt relief, have been compelled to implement macroeconomic and sectoral policy reforms - structural adjustments - aimed at rectifying the disincentive policies and improving the external and domestic public accounts. The availability, access and affordability of food is a highly politicized issue throughout the world. In much of southern Africa, there is a widespread view that governments are responsible for ensuring that their populations have reliable access to food. Zambia, like most countries in Southern Africa, is vigorously pursuing continued direct public sector involvement and protectionist measures in the maize marketing sector. Since 1995, the Food Reserve Agency (FRA) and more recently, subsidies through the Fertilizer Support Program (FSP), have been the major instruments of government policy. Smallholder Income and Land Distribution in Africa: Implications for Poverty Reduction Strategies AgEcon

This paper provides a micro-level foundation for discussions of income and asset allocation within the smallholder sector in Eastern and Southern Africa, and explores the implications of these findings for rural growth and poverty alleviation strategies in the region. Results are drawn from nationally-representative household surveys in five countries between 1990 and 2000: Ethiopia, Kenya, Rwanda, Mozambique, and Zambia. The paper addresses five major points: (1) why geographically-based poverty reduction or targeting strategies-e.g., focusing on marginal areas-is likely to miss a significant share of the poor in any particular country regardless of targeting efficiency in these areas; (2) why current enthusiasm for community-driven development approaches...

Changes in Allocation of Land Holdings, Production and Farm Size in the Rwandan Smallholder Sector Over the Period 1984/1990 to 2002 AgEcon

There have been major shifts/changes in land use patterns in Rwanda over the past twelve years. A few striking observations include: As a percentage of total farmland, cultivated land increased. The increase in cultivated land occurred at the expense of pasture and fallow and woodlot. The share of pasture and fallow decreased from 22% in 1990 to 14% in 2002 and woodlot decreased from 11% in 1990 to 7% in 2002. This trend of increasing cultivated land is apparent from the mid-eighties to today. These observations imply that land is being farmed much more intensively without much time to fallow and allow the soil to rejuvenate. This report analyzes the effects of grain market reform and food subsidy elimination in Eastern and Southern Africa on access to food for low-income consumers. The report also assesses the potential to use "self-targeted commodities" to improve vulnerable groups access to food though market development strategies and food aid programs. While much research has been devoted to understanding how producers and traders would respond to reform of staple food markets, relatively little is known about the potential or actual responses by consumers. The report presents recent findings from six household-level surveys in urban areas of Zimbabwe, Kenya, Zambia, and Mozambique between 1991 and 1994.
