Modernization of traditional agriculture entalls increased participation of the smallholder sector in the exchange economy. The achievement of this participation requires an open trade regime, domestic policies that ensure against market failures and public policy that effectively permits use of a new production technology for sustained growth. With its focus in irrigation technology and commercialization of rice in West Africa, this study addresses the question of how agricultural growth in Sub-Saharan Africa may improve food security. Over the last few decades in Africa, rice has ranked second after maize among cereal that have contributed to the overall growth of cereal output. In West Africa, rice imports have grown rapidly during the last two decades. Given the number of undernourished people in the developing world and the increasingly complex risks to food security, policymakers are faced with an enormous agenda. Land degradation has not been comprehensively addressed at the global level or in developing countries. A suitable economic framework that could guide investments and institutional action is lacking. This study aims to overcome this deficiency and to provide a framework for a global assessment based on a consideration of the costs of action versus inaction regarding desertification, land degradation, and drought (DLDD).
