Technology Capital: The Price of Admission to the Growth Club AgEcon
Evenson, Robert E.; Fuglie, Keith O..
We assess long-run patterns of global agricultural productivity growth in developing countries between 1970 and 2005 and examine the relationship between investments in technology capital and productivity. To measure agricultural total factor productivity (TFP) we employ a Solow-type growth accounting method to decompose output growth into input and TFP growth. For technology capital we construct two indexes reflecting national capacities in agricultural research and education-extension for 87 developing countries. We then correlate technology capital levels with long-term growth rates in agricultural TFP. Our findings show that average agricultural TFP growth in developing countries accelerated in the 1980s and 1990s but fell marginally in the early...

Environmental lobbying with imperfect public monitoring of environmental quality AgEcon
Beard, Rodney; Mallawaarachchi, Thilak; Salerno, Gillian.
In this paper we present a two stage game of political lobbying for policies designed to enhance environmental quality. Unlike previous work which has tended to assume perfect monitoring of environmental quality in lobbying games we allow for imperfect monitoring of environmental quality. We characterize perfect public (politico-economic) equilibria in the game for the case of both perfect and imperfect monitoring of environmental quality and compare these with imperfect private monitoring of environmental quality. Results are discussed with respect to farmer behaviour in the context of non-point source pollution and implications for the political consequences of farm extension programmes highlighted.

The Effects of Agricultural Extension on Farm Yields in Kenya AgEcon
Evenson, Robert E.; Mwabu, Germano.
The paper examines effects of agricultural extension on crop yields in Kenya controlling for other determinants of yields, notably the schooling of farmers and agro-ecological characteristics of arable land. The data we use were collected by the Government of Kenya in 1982 and 1990, but the estimation results reported in the paper are based primarily on the 1982 data set. The sample used for estimation contains information about crop production, agricultural extension workers (exogenously supplied to farms), educational attainment of farmers, usage of farm inputs, among others. A quantile regression technique was used to investigate productivity effects of agricultural extension and other farm inputs over the entire conditional distribution of farm yield...

PROBLEMS IN THE EXTENSION WORK AND FARMERS’ NEEDS IN SERBIA AgEcon
Petrovic, Zivojin; Jankovic, Dejan; Cikic, Jovana.
In the paper, the authors analyse problems in the extension work and farmers’ needs on the basis of the empirical sociological survey that comprised attitudes of all the agricultural extension workers in Serbia. The survey has been conducted by the authors during 2008 in all of the extension offices in Serbia using the semi-structured questionnaire. The analysis reveals the regional specifics of the farmers’ needs and the problems that the advisors face in daily work, as well. According to the survey results there are three types of problems that are mutually connected: 1. general crisis of the agricultural sector, 2. problems regarding characteristics of farm holdings and farmers population in Serbia and 3. problems that are related to extension...

Do Pesticide Hazards to Human Health and Beneficial Insects Cause or Result from IPM Adoption? Mixed Messages from Farmer Field Schools in Nicaragua AgEcon
Labarta, Ricardo A.; Swinton, Scott M..
This paper analyzes the interaction between farmer training in pest management and effects on acute pesticide poisoning and populations of beneficial insects in Nicaragua. Using farm level data from Nicaraguan bean growers, including graduates of Farmer Field Schools (FFS), other integrated pest management (IPM) outreach methods, and farmers without exposure to IPM, we found that small farmers are influenced by pesticide-related acute illness experiences when adopting IPM practices and making decisions about pesticide use. However, exposure to IPM extension programs failed to reduce the use of highly toxic pesticides and increased the number of self-reported acute illness symptoms during the most recent bean crop season. IPM training did result in...
