Much has been written about the economic and environmental performance of U.S. emissions trading programs for "acid rain" (sulfur dioxide) and nitrogen oxides. Less explored have been the unique roles and interactions of environmental regulators and the companies they regulate. I first examine how these roles change the way that regulators and companies operate within their own organizations and with each other. Next, I use examples from U.S. trading programs to illustrate the design and administrative features that allow program administrators and industry to best fulfill their respective roles. Finally, I examine briefly whether these features are present in the EU Emissions Trading System and determine the implications for its effectiveness. |

Binomial and multinomial logit analysis is applied to data collected from questionnaires to measure strategic intent in the food marketing industry. Questions were framed based on data from the U.S. Department of Commerce's "County Business Patterns" reports and from best-practice studies. Question topics were placed into a competitive strategy framework following the 1998 work of Porter. Results indicate a strategic focus on outbound logistics and market pricing at the direct value level. Indirect activities focus on human capacity and firm infrastructure, particularly expanding internationally. Firms are adopting information technologies as a competitive strategy, and are doing so as part of a combined strategy to develop human assets. |

This working paper summarizes the results of a structured collective exercise where participants first presented their country reports and experience. A cross-country comparison was then conducted, item by item in order to identify common and specific problems. A brainstorming approach enabled to discuss possible solutions and strategies to be further tailored for each country. Finally, in a follow up step these strategies were synthesized into a more comprehensive framework intended to provide basic guidelines for other Asian and Pacific countries in the field of ICT to support decision-making for poverty alleviation in rural areas where poor populations rely on the CGPRT sector. |

Based on the perception of knowledge management from experts specification in different fields, and experts at home and abroad, the knowledge management of agricultural scientific research institution can build new platform, offer new approach for realization of explicit or tacit knowledge, and promote resilience and innovative ability of scientific research institution. The thesis has introduced functions of knowledge management research of agricultural science. First, it can transform the tacit knowledge into explicit knowledge. Second, it can make all the scientific personnel share knowledge. Third, it is beneficial to the development of prototype system of knowledge management. Fourth, it mainly researches the realization of knowledge management... |

Personal digital assistants (PDA) and handheld global positioning systems (GPS) have become increasingly important in cotton production but little is known about their use. This research analyzed the adoption of PDA/handheld GPS devices in cotton production. A younger farmer who used a computer in farm management and had a positive perception of Extension had a greater likelihood of adopting the devices. In addition, farmers who used complementary remote sensing, plant mapping, and grid soil sampling information were more likely to use PDA/handheld GPS devices. Finally, the COTMAN in-field decision support program from Extension also positively impacted adoption. |
