To attain fundamental reform of the post-2013 Common Agricultural Policy (CAP), a serious debate is needed in 2009/10 that prepares the decisions to be taken in 2011/12. The paper contributes to this debate, first, by arguing that the Single Farm Payment should not become the mainstay of the future CAP but be gradually phased out. Second, it proposes that the existing two-pillar structure of the CAP should be replaced by a public goods pillar (containing all efficient policies to be preserved) and a discretionary pillar (encompassing all inefficient policies to be removed over time). The paper investigates theoretically and empirically the role of courts for contract enforcement in transition agriculture. In a survey of 306 Polish hog farmers conducted in 1999, only 38.5% of them reported to believe that they could use courts to enforce contracts with their most important customer. Furthermore, those who believe the legal system could be used would accept significant financial losses before taking action. We develop a theoretical model, based on the costs and benefits of court enforcement, which captures the boundary between contracts to be regarded as "enforceable" and "not-enforceable" and, simultaneously, the threshold of taking legal action. Border regions and border effects currently attract a lot of attention in political practice and economic research. Substantial interest in regions located along the frontiers of integrating countries is predominantly inspired by the presumption that their specific geographic position might cause peculiarities in economic adjustments to integration. This survey explores whether economic theory and empirical studies support the assessment that integration effects concentrate in border regions. As part of a recent anti-corruption campaign, the Brazilian government began to audit the municipal expenditure of federally-transferred funds. Using these audit reports, we construct a unique data set of political corruption to test whether reelection incentives affect the level of corruption in a municipality. Consistent with a political economy agency model, we find that mayors who are in their second and final term are significantly more corrupt than first-term mayors. In particular, second-term mayors on average divert, R$188,431.4 more than first-term mayors, which is approximately 4 percent of the total amount transferred to municipalities. Adam Smith's four-stage theory provides the framework for his writings on history. The fourth stage is the commercial epoch; the culmination of history in this stage is a key component in the conventional interpretation of Adam Smith as a prophet of commercialism. In two historical case studies Smith shows the capacity of commercial society to regenerate itself. This potent capacity suggests that commercial society is inevitable. At a certain point in time it also overcomes the major obstacles to its permanence. Smith's philosophy of history anticipates the end of history views of Kant and Hegel. |

Problem and objectives. Non-farm rural diversification is gaining prominence in the debate on rural development since the end of the 1990s. The expansion of non-farm employment and the diversification of incomes are important policy objectives because they offer a solution to the employment and structural problems of a shrinking agricultural sector. Development policies focusing on the rural non-farm sector aim at offering employment options and reducing urban migration. They can contribute to poverty reduction, economic growth and a more equal income distribution. The reform of the CAP in 1999, with extensive revisions in 2003 (Council regulation 1782/2003), was constructed around three central ideas: decoupling, cross-compliance of payments, and modulation. This paper studies the advantages that a coalition of agents obtains by forming a voting bloc to pool their votes and cast them all together. We identify the necessary and sufficient conditions for an agent to benefit from the formation of the voting bloc, both if the agent is a member of the bloc and if the agent is not part of the bloc. We also determine whether individual agents prefer to participate in or step out of the bloc, and we find the different optimal internal voting rules that aggregate preferences within the coalition. |

Shared knowledge structures, such as cognitive categories and relationships, are central to the interpretation of a complex social environment and thus play an important role in mediating between individual preferences and group outcomes. This article defines a "knowledge-induced equilibrium" that applies to both cooperative game theory, such as social choice and voting, and to non-cooperative game theory, such as coordination games. This equilibrium concept bridges between interpretive approaches, which emphasize cognitive structures or frames, and positive approaches, which focus on preferences, choice, and the stability of collective outcomes. |
