The present paper asks under what circumstances a standardisation of evaluations would be feasible in order to enable a comprehensible aggregation of results for the European administration. We argue that in the complex environment of rural development the adequate definition of system boundaries is a precondition for the successful application of empirical methods and the identification of causal effects. If macro effects and self-enforcing effects are important, the objects of inquiry have to be defined on a higher observational level. A survey of more than 150 small dairy farms and local economic, professional and political stakeholders was conducted in six regions of France. It revealed five types of farm strategy in relation to the farm’s size, agricultural diversification, importance of direct selling, and farm and household incomes. A “resource-based” approach shows that the sustainability of small farms is linked to economic, social and human resources. In this way the study shows the important part played by the household’s income and the farmer’s integration in the social fabric. Using figures seems to create rigour, objectivity, knowledge and it facilitates comparisons. Consequently, an evalution without figures is hardly conceivable. Nonetheless, objectivity and precision can be just an impression given the fact that figures are constructions built on a modeled description of reality. The objective of this article is to assess labour income and employment effects in Romania coming from rural development and structural policies defined in the proposed 2007-09 EU accession financial package. The methodology used is based on a multiregional I-O model derived by a three-stage estimation procedure. Main results show that EU accession will lead to large positive effects in Romania, which vary according to the region considered. In this connection, the South and the North- East regions are those on which benefits tend to concentrate. The article contributes to the understanding of neo-endogenous rural development policies from the perspective of evolutionary game theory. Rural development is modelled as the increasing realisation over time of gains from interaction by rural stakeholders. The model exhibits two dynamically stable equilibria, which depict declining and prospering regions. Neo-endogenous policies are interpreted as stimuli emerging from an external government authority which help decentralised actors to coordinate on the superior of the two equilibria. External intervention may thus be possible and desirable without giving up the autonomy of local decision makers. However, because initial conditions matter, outcomes cannot be planned or engineered from the outside. |

In the past, much rural development planning has relied on the concept of growth poles. With the “new rural paradigm”, we find that place-specific development and bottom-up approaches have become more popular than ever. Such place-based development often envisages the use of social capital. However, insofar as social capital is a local asset that is incorporated in individuals, it can easily be destroyed but not easily rebuilt. Continued out-migration and low in-migration into rural areas can have detrimental effects on social capital, and subsequently weaken bottom-up processes in the short and medium term. The current study aims to examine the effectiveness of fisheries policies and specifically of the Greek Operational Programme for Fisheries, 2007-13. In specific, aims to examine and assess possible impacts generated, in the regional economy of Voreio and Notio Aigaio from its four axis, with particularity to the forth one. For this a regional Input-Output model was built in order to capture direct and indirect impacts in terms of output, employment and income.
