Water and watersheds are difficult to separate for management purposes. Providing irrigation as a supplement to rainfall for crop production requires considerable collective action at the watershed level to mobilize labor and other resources, as well as to make decisions and implement the distribution of benefits. Small- scale water harvesting irrigation systems in Mexico have endured for centuries. They now face considerable challenges with changes in the ejido property rights over land and water, the growing importance of alternative sources of livelihoods, and increasing scarcity and competition for water within the river basins. The global groundwater situation: overview of opportunities and challenges AgEcon

Groundwater offers us few but precious opportunities for alleviating the misery of the poor; but it poses many—and daunting—challenges of preserving the resource itself. A big part of the answer is massive initiatives to augment groundwater recharge in regions suffering depletion; but, in the ultimate analysis, these cannot work without appropriate demand-side interventions. The water vision of a world that future generations will inherit will have to be the one in which groundwater plays its full developmental, productive and environmental role but in a sustainable manner; and the framework of action to realize this vision will mean eschewing the current free-for-all in groundwater appropriation and use, and promoting a more responsible management of this...

Through rapid assessment of existing literature and review of policy and other official documents, the report synthesizes the existing knowledge and gaps on policies and institutions and identifies key research issues that need in-depth study. The report provides an overview of the range of key livelihoods and production systems in the Blue Nile Basin (BNB) and highlights their relative dependence on, and vulnerability to, water resources and water-related ecosystem services.
