Towards Adaptive Management: Examining the Strategies of Policy Entrepreneurs in Dutch Water Management Ecology and Society
Brouwer, Stijn; VU University Amsterdam, Institute for Environmental Studies (IVM); stijn.brouwer@ivm.vu.nl; Biermann, Frank; VU University Amsterdam, Institute for Environmental Studies (IVM); frank.biermann@ivm.vu.nl.
The growing awareness of the complexities and uncertainties in water management has put into question the existing paradigms in this field. Increasingly more flexible, integrated, and adaptive policies are promoted. In this context, the understanding of how to effect policy change is becoming more important. This article analyzes policy making at the micro level, focusing on the behavior of policy entrepreneurs, which we understand here as risk-taking bureaucrats who seek to change policy and are involved throughout the policy-change process. Policy entrepreneurs have received a certain level of attention in the adaptive co-management literature and the policy sciences in past decades. Yet, the understanding of the actions they can take to facilitate...

Spatial Misfit in Participatory River Basin Management: Effects on Social Learning, a Comparative Analysis of German and French Case Studies Ecology and Society
Borowski, Ilke; University of Osnabrueck; borowski@usf.uos.de; Pahl-Wostl, Claudia; University of Osnabrueck; pahl@usf.uos.de.
With the introduction of river basin management, as prescribed by the European Water Framework Directive (WFD), participatory structures are frequently introduced at the hydrological scale without fully adapting them to the decision-making structure. This results in parallel structures and spatial misfits within the institutional settings of river basin governance systems. By analyzing French and German case studies, we show how social learning (SL) is impeded by such misfits. We also demonstrate that river basin-scale institutions or actors that link parallel structures are essential for promoting river basins as management entities, and for encouraging SL between actors at the river basin scale. In the multi-scale, multi-level settings of river basin...

Adaptive Water Governance: Assessing the Institutional Prescriptions of Adaptive (Co-)Management from a Governance Perspective and Defining a Research Agenda Ecology and Society
Huitema, Dave; Vrije Universiteit Amsterdam - Institute for Environmental Studies; dave.huitema@ivm.vu.nl; Mostert, Erik; Delft University of Technology - Centre for River Basin Administration; E.Mostert@TUDelft.NL; Egas, Wouter; Vrije Universiteit Amsterdam - Institute for Environmental Studies; wouter.egas@ivm.vu.nl; Yalcin, Resul; University of Bonn - Center for Development Research; ryalcin@uni-bonn.de.
This article assesses the institutional prescriptions of adaptive (co-)management based on a literature review of the (water) governance literature. The adaptive (co-)management literature contains four institutional prescriptions: collaboration in a polycentric governance system, public participation, an experimental approach to resource management, and management at the bioregional scale. These prescriptions largely resonate with the theoretical and empirical insights embedded in the (water) governance literature. However, this literature also predicts various problems. In particular, attention is called to the complexities associated with participation and collaboration, the difficulty of experimenting in a real-world setting, and the politicized nature...

Using Consensus Analysis to Assess Mental Models about Water Use and Management in the Crocodile River Catchment, South Africa Ecology and Society
Stone-Jovicich, Samantha S; CSIRO Ecosystem Sciences, Townsville; samantha.stone-jovicich@csiro.au; Lynam, Timothy; CSIRO Ecosystem Sciences, Townsville; tim.lynam@csiro.au; Leitch, Anne; CSIRO Ecosystem Sciences, Brisbane; ARC CoE Coral Reef Studies, James Cook University; anne.leitch@csiro.au; Jones, Natalie A; University of Queensland, School of Rural and Natural Systems Management; n.jones3@uq.edu.au.
The content, structure, and distribution of mental models can be elicited and measured using a variety of methods. In this article we explore a method for eliciting mental models within the context of water use and management in South Africa. This method is consensus analysis, a technique developed in cognitive anthropology. We used it to analyze qualitative data from semistructured interviews, pilesorts, and questionnaires to test quantitatively the degree of sharing and diversity of mental models within and across social groups. The consensus analysis method focused on comparing the mental models of two key stakeholder groups in the Crocodile River catchment in South Africa, i.e., conservationists and irrigators, to better understand the level of...

The need to develop successful collaborative strategies is an enduring problem in sustainable resource management. Our goal is to evaluate the relationship between information networks and conflict in the context of collaborative groundwater management in the rapidly growing central highland region of Arizona. In this region, water-management conflicts have emerged because of stakeholders’ differing geographic perspectives and competing scientific claims. Using social network analyses, we explored the extent to which the Verde River Basin Partnership (VRBP), which was charged with developing and sharing scientific information, has contributed to collaboration in the region. To accomplish this, we examined the role that this stakeholder...

A Framework for Clarifying “Participation” in Participatory Research to Prevent its Rejection for the Wrong Reasons Ecology and Society
Barreteau, Olivier; Cemagref UMR G-EAU; olivier.barreteau@cemagref.fr; Bots, Pieter W. G.; Delft University of Technology; p.w.g.bots@tudelft.nl; Daniell, Katherine A; Australian National University; katherine.daniell@gmail.com.
Participatory research relies on stakeholder inputs to obtain its acclaimed benefits of improved social relevance, validity, and actionability of research outcomes. We focus here on participatory research in the context of natural resource management. Participants’ acceptance of participatory research processes is key to their implementation. Our first assumption is that this positive view and acceptance of participation in research processes is a public good for the whole participatory research community. We also assume that the diversity of participatory forms of research is rarely considered by potential participants when they make their decisions about whether or not to participate in a proposed process. We specifically address how to avoid...

Supporting the Constructive Use of Existing Hydrological Models in Participatory Settings: a Set of “Rules of the Game” Ecology and Society

When hydrological models are used in support of water management decisions, stakeholders often contest these models because they perceive certain aspects to be inadequately addressed. A strongly contested model may be abandoned completely, even when stakeholders could potentially agree on the validity of part of the information it can produce. The development of a new model is costly, and the results may be contested again. We consider how existing hydrological models can be used in a policy process so as to benefit from both hydrological knowledge and the perspectives and local knowledge of stakeholders. We define a code of conduct as a set of “rules of the game” that we base on a case study of developing a water management plan for a...

Test of a microlysimeter for measurement of soil evaporation REA
Flumignan,Danilton L.; Faria,Rogério T. de; Lena,Bruno P..
Quantifying soil evaporation is required on studies of soil water balance and applications aiming to improve water use efficiency by crops. The performance of a microlysimeter (ML) to measure soil evaporation under irrigation and non-irrigation was evaluated. The MLs were constructed using PVC tubes, with dimensions of 100 mm inner diameter, 150 mm depth and 2.5 mm wall thickness. Four MLs were uniformly distributed on the soil surface of two weighing lysimeters conducted under bare soil, previously installed at Iapar, in Londrina, PR, Brazil. The lysimeters had 1.4 m width, 1.9 m length and 1.3 m depth and were conducted with and without irrigation. Evaporation measurements by MLs (E ML) were compared with measurements by lysimeters (E L) during four...
